April 10, 2023
1. Call to order: Reekie called the meeting to order at 6:00 p.m.
2. Roll Call: Heather Reekie, Evan Touchett, and Phil Hoechst. Also present: City Clerk Holly
Licht, Police Chief Dave Dresser, and Sergeant Matt Lovell.
3. Public Comments:
• Touchett stated that there is a parking issue by Badger Ridge Middle
School.
4. Approval of Minutes from the February 13, 2023 Public Safety and Welfare Committee
meeting
Motion by Reekie, seconded by Touchett to approve the February 13th Public Safety and
Safety and Welfare Committee meeting. Motion carried 3-0.
5. Discussion and Possible Action Re: A Special Event Permit application from Stacey
Burkart, Verona Public Library Director, for the Word on the Street 5k Run/Walk on May
13, 2023
Lovell stated they would be posting no parking signs along the route. Motion by Reekie,
seconded by Hoechst to approve the Special Event Permit application from Stacey
Burkart, Verona Public Library Director, for the Word on the Street 5k Run/Walk on May
13, 2023. Motion carried 3-0.
6. Discussion and Possible Action Re: A Special Event Permit application from Lauren
Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May
10, 2023
Motion by Reekie, seconded by Hoechst to approve a Special Event Permit application
from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on
Wednesday, May 10, 2023. Motion carried 3-0.
7. Discussion and Possible Action Re: An application for a liquor license premise
amendment from McCarthy Properties, LLC d/b/a Paddy Mac’s Neighborhood Pub &
Grill (formerly It’s Time), located at 608 W. Verona Ave., Patrick McCarthy, Agent
Motion by Reekie, seconded Hoechst to approve An application for a liquor license
premise amendment from McCarthy Properties, LLC d/b/a Paddy Mac’s Neighborhood
Pub & Grill (formerly It’s Time), located at 608 W. Verona Ave., Patrick McCarthy, Agent
with the fence clearly defining the perimeter and contingent upon final approval from
the building inspector and fire department. Motion carried 3-0.
8. Adjournment: Motion by Reekie, seconded by Hoechst adjourn at 6:07 p.m. Motion
carried 3-0.

4. Approval of Minutes from the January 23, 2023 Public Safety and Welfare Committee
meeting
Motion by Reekie, seconded by Touchett to approve the minutes from the January 23,
2023 Public Safety and Welfare Committee meeting. Motion carried 3-0.
5. Discussion and Possible Action Re: An application for a “Class B” Reserve Intoxicating
Liquor and Class “B” Fermented Malt Beverage license from AzTec Taqueria, LLC, d/b/a
AzTec Taqueria, located at 160 Keenan Ct., Suite 5, Salvado Tecpoyotl Daniel, Agent
Motion by Reekie, seconded by Hoechst to approve an application for a “Class B”
Reserve Intoxicating Liquor and Class “B” Fermented Malt Beverage license from AzTec
Taqueria, LLC, d/b/a AzTec Taqueria, located at 160 Keenan Ct., Suite 5, Salvado
Tecpoyotl Daniel, Agent contingent upon final approval of the building inspector and fire

Amendment from Hodge Podge, LLC, d/b/a Hodge Podge, located at 160 Keenan Ct.,
Suite 1, Katelynn Gibbons, Agent
Motion by Reekie, seconded by Touchett to approve an application for a Liquor License
Premises Amendment from Hodge Podge, LLC, d/b/a Hodge Podge, located at 160
Keenan Ct., Suite 1, Katelynn Gibbons, Agent without the additional of the bench in the
front of the building and contingent upon final approval from the building inspector and
fire department. Motion carried 3-0.
7. Discussion and Possible Action Re: A change of agent request from Kwik Trip, Inc. d/b/a
Kwik Trip #1075, located at 233 Wildcat Way
Motion by Reekie, seconded by Touchett a change of agent request from Kwik Trip, Inc.
d/b/a Kwik Trip #1075, located at 233 Wildcat Way. Motion carried 3-0.
8. Discussion Re: Parking restrictions along Prairie Heights Drive between County Highway
M and Locust Drive
Touchett and Reekie are in favor of limiting parking near driveways along Prairie Heights
Drive from County Highway M going west to Meadowside.
9. Adjournment: Motion Touchett, seconded by Reekie to adjourn at 6:04 p.m. Motion
carried 3-0.

1. Discussion and Possible Action Re: A Special Event Permit application from Stacey
Burkart, Verona Area Public Library Director, for the Word on the Street 5k Run/Walk
on Saturday, May 13, 2023
This fundraising event for the Verona Public Library will run from 8 a.m. – 10 a.m. The
route begins and ends at the library. Participants will cross E. Verona Avenue at Franklin
Street. An officer will be staffed at that location. Sidewalk chalk will be used for
pavement markings.
Motion: To approve a Special Event Permit application from Stacey Burkart, Verona Area
Public Library Director, for the Word on the Street 5k Run/Walk on Saturday, May 13,
2023.
2. Discussion and Possible Action Re: Special Event Permit application from Lauren
Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday,
May 10, 2023
The event will run from 4 p.m. – 7:30 p.m. The one-mile route begins and ends at the
Glacier Edge playground. There will be color stations along the course at Tower Park and
Tollefson Park. The run will take place on the sidewalks. Approval of this event will be
contingent upon submittal of a certificate of insurance.
Motion: To approve a Special Event Permit application from Lauren Birkel, Glacier Edge
Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 10 2023, contingent
upon receipt of certificate of insurance.
3. Discussion and Possible Action Re: An application for a liquor license premise
amendment from McCarthy Properties, LLC d/b/a Paddy Mac’s Neighborhood Pub &
Grill (formerly It’s Time), located at 608 W. Verona Ave., Patrick McCarthy, Agent
Paddy Mac’s is requesting to amend their premises description to include an outdoor
patio. Staff recommend approval of the amendment as proposed with the perimeter
clearly defined by the fence. Final approval will be contingent upon building inspector
and fire department approval.
Motion: To recommend that the Common Council approve an application for a liquor
license premise amendment from McCarthy Properties, LLC d/b/a Paddy Mac’s
Neighborhood Pub & Grill (formerly It’s Time), located at 608 W. Verona Ave., Patrick
McCarthy, Agent contingent upon final approval from the building inspector and fire
department.
