Call to order: Evan Touchett called the meeting to order at 6:30 p.m. 2. Roll Call: Evan Touchett and Rye Kimmett were present. Phil Hoechst was absent and excused. Also present Sergeant Matt Lovell, Chief Dave Dresser and City Clerk Holly Licht. 3. Public Comments: None 4. Approval of Minutes from the April 24, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded by Kimmett to approve the minutes from the April 24, 2023 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: A Special Event Permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Hometown Days on Friday, June 2-Sunday, June 4 Hometown Days will again be located at Festival Park located behind City Hall. The general layout of the festival is generally consistent with previous years. Fireworks will be held on Friday night. Other weekend activities include pony rides, a petting zoo, live music, food stands, carnival rides, the Hometown Rumble car show, and the Hometown Days parade. The Temporary Class “B” Retailer’s License allows the Verona Area Chamber of Commerce to sell beer and wine at the Hometown Days event. The beer tent will be open Friday through Sunday. The applicant is proposing that the fencing be extended to include the burger stand and the prize station to allow drinking in these areas. Children 17 and under will be allowed in the beer tent with a parent until 7:00 p.m. on Friday and Saturday nights, and until 5:30 p.m. on Sunday. A safe ride program will be provided. A licensed bartender will be on site during all beer tent hours. Staff recommends approval contingent upon receipt of a certificate of insurance.  Touchett requested that we evaluate how things go this year before we allow it to happen again next year. Motion by Touchett, seconded by Kimmett to approve a Special Event Permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Hometown Days on Friday, June 2- Sunday, June 4. Motion carried 2-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Margaret Clark, St. Christopher’s Catholic Church, for a Eucharistic Procession on Sunday, June 11 St. Christopher’s is estimating that 150 people will attend the event. They will follow the Father along the route, who will be under a white 12’x12’ canopy. There will be no parking signs posted on E Harriet between N Jefferson and the church driveway. Motion by Touchett, seconded by Kimmett to approve a Special Event Permit application from Margaret Clark, St. Christopher’s Catholic Church, for a Eucharistic Procession on Sunday, June 11. Motion carried 2-0. 7. Discussion and Possible Action Re: A Special Event Permit application from Annemarie Miller, The Sows Ear, for Knit in Public Day on Saturday, June 10 The Sows Ear is hosting an event for Knit in Public Day. The Applicant is requesting use of the public parking lot located behind the Sows Ear. No parking signs will be placed in the lot 48 hours before the event. This space will be used like a patio. There will be no alcohol served, and food will be sold only from Sows Ear. Motion by Touchett, seconded by Kimmett to approve a Special Event Permit application from Annemarie Miller, The Sows Ear, for Knit in Public Day on Saturday, June 10. Motion carried 2-0. 8. Discussion and Possible Action Re: Approval of alcohol license renewal applications for the 2023-2024 licensing period Thirty applications for 2023-2024 retail alcohol license renewals were received by the City Clerk. Premises inspections by the Building Inspector and Fire Department are ongoing. Approval of the applications will be contingent upon completion of final inspections. A list of applicants is included in the packet. Motion: To recommend that the Common Council approve the alcohol license renewal applications for the 2023-2024 license period contingent upon final inspection by the building inspector and fire department. 2. Discussion and Possible Action Re: Approval of cigarette and tobacco products retail license renewal applications for the 2023-2024 licensing period Eight applications for 2022-2023 cigarette and tobacco products retail licenses were received by the City Clerk. The list of applicants is included in the packet. Motion: To recommend that the Common Council approve the cigarette and tobacco products retail license renewal applications for the 2023-2024 licensing period. 3. Discussion and Possible Action Re: An application for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Ice Inc, d/b/a Verona Ice Arena, located at 451 E. Verona Ave., Michael Obrien, Agent Ice Inc. has applied for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license to serve alcohol on the ice arena premises. The premises includes the original building. Upon completion of the new facility, the applicant plans to come back and ask for a premises amendment to include both buildings. Staff recommends approval of the license contingent upon final approval from the building inspector and fire department. Motion: To recommend that the Common Council approve An application for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Ice Inc, d/b/a Verona Ice Arena, located at 451 E. Verona Ave., Michael Obrien, Agent 4. Discussion and Possible Action Re: Installation of a traffic signal to be located on Northern Lights Road south of County Highway PD and north of Nine Mound Road The proposed traffic signal would be installed on Northern Lights Road north of the intersection of Northern Lights Road and Hubble Road/North Nine Mound Road. In the near future Epic will start to fill the City owned property on the east side of Northern Lights Road. The filling of the pit with material will result in numerous haul trucks  needing to cross Northern Lights Road. The proposed traffic signals will provide a safe crossing for the haul trucks and vehicles using the roadway. The traffic signals will remain in place until hauling operations are completed, which could be 5-7 years. Staff recommends approval of the installation of traffic signals on Northern Lights Road. Motion: To approve the installation of traffic signals on Northern Lights Rood 5. Discussion and Possible Action Re: Ordinance No. 23-1027 Amending Section 10-1-26 relating to parking on West Harriet Street This ordinance came as a request from residents living on West Harriet Street. There is currently limited parking on 100, 200 and 300 blocks of West Harriet Street during school hours. The no parking signs were put up when Badger Ridge Middle School was the high school. Now that the high school has moved and school related parked cars have decreased significantly, the neighbors are requesting the signs be removed. Motion: To recommend that the Common Council approves Ordinance No. 23-1027 Amending Section 10-1-26 relating to parking on West Harriet Street. 6. Discussion and Possible Action Re: Ordinance No. 23-1028 Amending Section 10-1-27 relating to Parking Prohibited Zones on West Harriet St This ordinance restricts parking on both sides of the Badger Ridge Middle School driveway to ensure proper sightlines and restricts parking on the apex of the curve on W. Harriet to allow for safe crossing. Motion: To recommend that the Common Council approves Ordinance No. 23-1028 Amending Section 10-1-27 relating to Parking Prohibited Zones on West Harriet St. 7. Discussion and Possible Action Re: A special event application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Sunday, July 30 th The event will include 200 kids from Infinity Martial Arts. It is a fundraising event in which participants get pre-pledges for how many kicks they can do in 20 seconds. There will be food trucks and various karate demonstrations. When reviewing the application, staff questioned if this needed to be a special event or not. The event has no been advertised outside of Infinity Martial arts and all participants are within the organization. However, the event will bring a large presence to the park.
