CITY OF VERONA PUBLIC SAFETY & WELFARE COMMITTEE MINUTES June 26, 2023 1. Call to order: Phil Hoechst called the meeting to order at 6:45 p.m. 2. Roll Call: Phil Hoechst, Evan Touchett and Rye Kimmett. Also present: City Clerk Holly Licht. 3. Public Comments: None 4. Approval of Minutes from the June 26, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded by Kimmett to approve the minutes from the June 26, 2023 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: A change of agent request from Kwik Trip, Inc. d/b/a Kwik Trip #837, located at 400 E. Verona Ave. Motion by Touchett, seconded by Kimmett to recommend that the Common Council approve a change of agent request from Kwik Trip, Inc. d/b/a Kwik Trip #837, located at 400 E. Call to order: Phil Hoechst called the meeting to order at 6:15 p.m. 2. Roll Call: Phil Hoechst, Evan Touchett, and Rye Kimmett were present. Also present: Holly Licht, City Clerk, Dave Dresser, Police Chief, and Adam Sayre, Planning Director. 3. Public Comments 4. Approval of Minutes from the May 8, 2023 Public Safety and Welfare Committee meeting. Motion by Touchett, seconded by Kimmett to approve the minutes from the May 8, 2023 Public Safety and Welfare Committee meeting. 5. Discussion and Possible Action Re: Approval of alcohol license renewal applications for the 2023-2024 licensing period Motion by Touchett, seconded by Kimmett to recommend that the Common Council approve alcohol license renewal applications for the 2023-2024 licensing period. Motion carried 3-0. 6. Discussion and Possible Action Re: Approval of cigarette and tobacco products retail license renewal applications for the 2023-2024 licensing period Motion by Kimmett, seconded by Hoechst to recommend that the Common Council approve cigarette and tobacco products retail license renewal applications for the 2023- 2024 licensing period. Motion carried 3-0. 7. Discussion and Possible Action Re: An application for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Ice Inc, d/b/a Verona Ice Arena, located at 451 E. Verona Ave., Michael Obrien, Agent Chief Dresser noted that alcohol will be securely stored in the mezzanine of the building and will only be brought out for sale for events. Motion by Kimmett, seconded by Hoechst to approve an application for a Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Ice Inc, d/b/a Verona Ice Arena, located at 451 E. Verona Ave., Michael Obrien, Agent. Motion carried 3-0. 8. Discussion and Possible Action Re: Installation of a traffic signal to be located on Northern Lights Road south of County Highway PD and north of Nine Mound Road Sayre stated that it will be non-peak times. This will also require a weekend closure to install the light. Motion by Touchett, seconded by Hoechst to approve the Installation of a traffic signal to be located on Northern Lights Road south of County Highway PD and north of Nine Mound Road. Motion carried 3-0. 9. Discussion and Possible Action Re: Ordinance No. 23-1027 Amending Section 10-1-26 relating to parking on West Harriet Street Motion by Touchett, seconded by Kimmett to recommend that the Common Council approves Ordinance No. 23-1027 Amending Section 10-1-26 relating to parking on West Harriet Street. Motion carried 3-0. 10. Discussion and Possible Action Re: Ordinance No. 23-1028 Amending Section 10-1-27 relating to Parking Prohibited Zones on West Harriet St Motion by Touchett, seconded by Kimmett to approve Ordinance No. 23-1028 Amending Section 10-1-27 relating to Parking Prohibited Zones on West Harriet St. Motion carried 3-0. 11. Discussion and Possible Action Re: A special event application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Sunday, July 30 th Motion by Touchett, seconded by Hoechst to approve the special event application from Hans Paulson, Infinity Martial Arts, for a Kickathon Fundraiser on Sunday, July 30 th. Clerk Licht noted that when the application came through staff discussed whether this would be considered a special event. The applicant is only advertising to members of the Martial Arts studio. However, there is going to be a large attendance by participants and spectators. The applicant is also proposing several food trucks at the park during the event. The committee agreed this was a special event and suggested that we clean up the ordinance going forward so its clearer which events require a permit. Motion carried 3-0. 12. Discussion Re: Basswood Avenue Speed Chief Dresser stated that there was a complaint from the neighbors about speed on Basswood Avenue. The committee agreed that police should monitor the area. No action was taken. 13. Adjournment: Motion by Kimmett, seconded by Touchett to adjourn at 6:38 p.m. Motion carried 3-0. Discussion and Possible Action Re: An application for a “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Sugar River Pizza Co.-Verona, LLC., d/b/a Stone Porch Alehouse, located at 950 Kimball Ln., Sarah Thomas, Agent City Clerk Licht received a liquor license application from Stone Porch Alehouse (former location of Boulder Brew Pub). The previous license holders surrendered their license when the new applicant submitted their application. Staff recommend approval of the license contingent on final approval of the premises by the building inspector and fire department. Motion: To recommend that the Common Council approve an application for a “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverage license from Sugar River Pizza Co.-Verona, LLC., d/b/a Stone Porch Alehouse, located at 950 Kimball Ln., Sarah Thomas, Agent contingent upon final approval of the premises by the building inspector and fire department. 2. Discussion and Possible Action Re: An amendment to the agreement with All City Management Services, Inc. for providing school crossing guard services All City Management Services provides crossing guard services for the City of Verona. The amendment affects Item #14 of the existing agreement. The amendment proposes to increase compensation to the contractor from $28.97/hr. to $30.98/hr. while reducing the minimum crossing guard stations from 8 to 6. The changes are made to ensure the city is meeting budget constraints for crossing guards while maintaining service at locations with the most demand. Motion: To recommend that the Common Council approve an amendment to the agreement with All City Management Services, Inc. for providing school crossing guard services. Amendment to Agreement between All City Management Services, Inc. and the City of Verona for providing School Crossing Guard Services The City of Verona hereinafter referred to as the "City", and All City Management Services, Inc., located at 10440 Pioneer Blvd Ste. 5, Santa Fe Springs, CA 90670, hereinafter referred to as the "Contractor", mutually agree to amend the existing Amendment entered into on February 13, 2023 as follows: 1. Item #14 Effective January 1, 2023, the City agrees to pay the Contractor for the Services rendered pursuant to this Agreement the sum of Twenty-eight Dollars and Ninety-seven Cents ($28.97) per hour, per Crossing Guard during the term. Based on a minimum of eight (8) sites and an estimated 2,996 program hours from January 1, 2023, through June 9, 2023, the total costs shall not exceed Eighty-six Thousand, Seven Hundred Ninety-four Dollars and Twelve Cents ($86,794.12.00) for this period. Effective September 5, 2023, the City agrees to pay the Contractor for Services rendered pursuant to this agreement the sum of Thirty Dollars and Sixty-eight Cents ($30.68) per hour, per guard during the term. Based on a minimum of six (6) sites and an estimated 1,551,.25 program hours from September 5, 2023, through December 31, 2023, the total costs shall not exceed Forty-seven Thousand, Five Hundred Ninety-two Dollars and Thirty- five Cents for this period. The City agrees to pay One Hundred Thirty-four Thousand Three Hundred Eighty-six Dollars and Forty-seven Cents for the services from January 1, 2023 through December 31, 2023, based on a projected 4,547.25 program hours. Except as provided for in this Amendment under Item 14, all other terms and conditions of the original Agreement and Amendments thereto between the City and the Contractor remain in effect.
