CITY OF VEORNA PUBLIC SAFETY AND WELFARE COMMITTEE MINUTES September 25, 2023 1. Call to order: Phil Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phil Hoechst and Evan Touchett were present. Rye Kimmett was absent and excused. Also present: City Clerk Holly Licht, Police Chief Dave Dresser and Attorney Bryan Kleinmaier. 3. Public Comments 4. Approval of Minutes from the September 11, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded by Hoechst to approve the September 11, 2023 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: Approving a special event permit application from Max Noll, Race Day Events, for the Skeleton Skamper 5k Run, on Saturday, October 28th Chief Dresser noted the 5k run will begin near the pavilion at the softball fields. Participants will head south to the Military Ridge trail to the tunnel under East Verona Avenue and into Badger Prairie Park. There will be a designated turnaround point and the finish line will be the same as the starting point. The applicant expects 200-400 participants. There will be themed stations along the course with snacks and water. No beer will be served as originally planned. Staff recommends approval contingent upon final background check and receipt of certificate of insurance. Motion by Touchett, seconded by Hoechst to approve a special event permit application from Max Noll, Race Events, for Skeleton Skamper 5k Run, on Saturday, October 28th contingent upon final background check and receipt of certificate of insurance. Motion carried 2-0. 6. Discussion and Possible Action Re: Operator License denial hearing for Brian Langdon Brian Langdon stated that he is trying to better his life and move up in his job and in order to do that he needs to have an operator license. Hoechst stated that his record does not reflect the amount of responsibility that would be required to hold a license. The applicant stated that he has taken the required drunk driving classes and does not drink like he used to. He added that he is on probation and is doing well. Motion by Touchett, seconded by Hoechst to recommend the council deny the operator license due to the applicant’s habitual law offenses and inability to rehabilitate. Motion carried 2-0. 7. Discussion and Possible Action Re: Ordinance No. 23-1031 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Whalen Road and Liberty Drive Motion by Touchett, seconded by Hoechst to recommend that the Common Council approve Ordinance No. 23-1031 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Whalen Road and Liberty Drive. Motion carried 2-0. 8. Discussion and Possible Action Re: Ordinance No. 23-1032 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Enterprise Drive and Llanos Street Motion by Hoechst, seconded by Touchett to recommend that the Common Council approve Ordinance No. 23-1032 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Enterprise Drive and Llanos Street. Motion carried 2-0. 9. Discussion and Possible Action Re: Ordinance No. 23-1033 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Cross Country Road and North Nine Mound Road Motion by Hoechst, seconded by Touchett to recommend that the Common Council approve Ordinance No. 23-1033 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Cross Country Road and North Nine Mound Road. Approval of Minutes from the August 28, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded by Hoechst to approve the minutes from the August 28, 2023 Public Safety meeting. Discussion and Possible Action Re: Approving a special event permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Fall Fest on October 6, 2023-October 7, 2023 Motion by Hoechst, seconded by Touchett to recommend that the council approve a special event permit application and Temporary Class “B” Fermented Malt Beverage and “Class B” Wine license from Le Jordan, Verona Area Chamber of Commerce, for Fall Fest on October 6, 2023-October 7, 2023 contingent upon final inspection of the fire pits by the Fire Department and operator licenses issued for the event. Fall Fest is taking place at Festival Park. Friday night activities include hayrides, pumpkin carving, petting zoo, an outdoor movie, farmers market, food trucks, and a beer tent. The Chamber is planning to erect a fence to encompass the entire event so beer can be taken out of the beer tent, but also serve as a border to prevent beer leaving the premises. Saturday there will be a tailgate party for the Badger game. Attendees must be at least 21 years old. There will be TVs showing the football game, a beer tent, food trucks, and tailgate-related games. Motion carried 3-0. 6. Discussion and Possible Action Re: Ordinances 23-1031, 23-1032 and 23-1033 (required stops): Given an increase in traffic, safety considerations, sight lines, and other factors, the Public Works Department in conjunction with the Verona Police Department worked together to propose three ordinances allowing for stop signs at certain intersections. Staff recommend approval of all three ordinances. The runners will start and finish at the Verona Ice Arena. Everyone will start at 9:00am. There will be three aid stations with water and themed snacks on the route. One will be at the turnaround point on the side of the path. The other two will be on the side of the Ice Age National Scenic Trail. Emergency Services Plan: We (Race Day Events) are responsible for all costs associated with having the necessary and required emergency personnel present for the event. Should services need to be utilized for an individual, said individual would be responsible for those costs. This is noted in the participant event waiver. Race Day Events will provide a sweeper vehicle/bicycle, driven by a volunteer or staff member, which will follow the last runner and will notify course volunteers that the last runner has passed. 1 Skeleton Skamper - Pre-Event Plan 5K Run/Walk Date: October 28, 2023 Time: 9:00am – 1:00pm Location: Verona, WI Event Summary: The event is 5K run/walk sponsored by Race Day Events. The event will start and finish at the Verona Ice Arena in Verona, WI. The Event Coordinator will have a volunteer sweeper vehicle follow the last athlete and provide progress updates to race officials. Restrooms will be available at the start and finish line. Amplified Sound: There will be amplified sound at the start/finish line for pre-race music, occasional announcements, and awards ceremony. An amplification device permit application has been submitted. Goods and items sold/given away: Participants will received a t-shirt, race bib, water at the aid station, snacks and treats and finish line food. 2 Permits/Licenses: Project Managers are responsible for obtaining any required permits or licenses for this event. Medical Coordination: EMS/Fire will NOT be onsite but will be notified of the event. A medical aid station will be at the start/finish line. Law Enforcement Coordination: Due to the event taking place primarily on trail and sidewalk, Law Enforcement is not needed currently. Communications: No communications plan has been deemed necessary for this event. All responders will use their normally assigned talk groups unless directed otherwise. Access Control and Parking: Parking shall be the responsibility of the Event Coordinator and shall not impede the flow of traffic or cause other traffic-related (vehicles and pedestrian) safety issues. Other Information: Expected participants in the 5K run will be 100-200 and 100-200 in the walk/trick-or- treat. All participants have signed participation waivers with Race Day Events.
