Call to order: Phil Hoechst called the meeting to order at 6:30 p.m. 2. Roll Call: Phil Hoechst and Evan Touchett were present. Rye Kimmett was absent and excused. Also present: City Clerk Holly Licht, Police Chief Dave Dresser and Attorney Bryan Kleinmaier. 3. Public Comments 4. Approval of Minutes from the September 11, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded by Hoechst to approve the September 11, 2023 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: Approving a special event permit application from Max Noll, Race Day Events, for the Skeleton Skamper 5k Run, on Saturday, October 28th Chief Dresser noted the 5k run will begin near the pavilion at the softball fields. Participants will head south to the Military Ridge trail to the tunnel under East Verona Avenue and into Badger Prairie Park. There will be a designated turnaround point and the finish line will be the same as the starting point. The applicant expects 200-400 participants. There will be themed stations along the course with snacks and water. No beer will be served as originally planned. Staff recommends approval contingent upon final background check and receipt of certificate of insurance. Motion by Touchett, seconded by Hoechst to approve a special event permit application from Max Noll, Race Events, for Skeleton Skamper 5k Run, on Saturday, October 28th contingent upon final background check and receipt of certificate of insurance. Motion carried 2-0. 6. Discussion and Possible Action Re: Operator License denial hearing for Brian Langdon Brian Langdon stated that he is trying to better his life and move up in his job and in order to do that he needs to have an operator license. Hoechst stated that his record does not reflect the amount of responsibility that would be required to hold a license. The applicant stated that he has taken the required drunk driving classes and does not drink like he used to. He added that he is on probation and is doing well.  Motion by Touchett, seconded by Hoechst to recommend the council deny the operator license due to the applicant’s habitual law offenses and inability to rehabilitate. Motion carried 2-0. 7. Discussion and Possible Action Re: Ordinance No. 23-1031 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Whalen Road and Liberty Drive Motion by Touchett, seconded by Hoechst to recommend that the Common Council approve Ordinance No. 23-1031 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Whalen Road and Liberty Drive. Motion carried 2-0. 8. Discussion and Possible Action Re: Ordinance No. 23-1032 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Enterprise Drive and Llanos Street Motion by Hoechst, seconded by Touchett to recommend that the Common Council approve Ordinance No. 23-1032 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Enterprise Drive and Llanos Street. Motion carried 2-0. 9. Discussion and Possible Action Re: Ordinance No. 23-1033 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Cross Country Road and North Nine Mound Road Motion by Hoechst, seconded by Touchett to recommend that the Common Council approve Ordinance No. 23-1033 Amending Section 10-1-13 of the Code of Ordinances, Required Stop at Cross Country Road and North Nine Mound Road. Discussion and Possible Action Re: Required stop at Enterprise Drive and Llanos Street On September 25, 2023, the Common Council approved the installation of a stop sign at the intersection of Enterprise Drive and Llanos Street. The stop sign has not yet been installed. The City has received complaints from residents living near the intersection due to the proximity of the proposed stop sign to their driveways and the potential traffic that will block their driveways. The City has also received a letter of support of the stop sign from the owners of the Enterprise Drive Condo Association. They support the installation of the stop sign because they believe it will make turning into their condos safer, slow down traffic on Enterprise Drive, and make it safer for pedestrians to cross.
