Call to order: Phil Hoechst called the meeting to order at 6:01 p.m. 2. Roll Call: Phil Hoechst, Evan Touchett and Rye Kimmett were present. Also present: Police Chief Dave Dresser and Bernie Coughlin from Epic. 3. Public Comments: • None 4. Approval of Minutes from the October 23, 2023 Public Safety and Welfare Committee meeting Motion by Touchett, seconded Kimmett to approve the minutes from the October 23, 2023 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: An application for a liquor license premise amendment from ICE, INC, located at 451 E Verona Ave, Michael O’Brien, Agent ICE, INC is requesting to amend their premises description to include the new addition to the ice arena. Staff recommend approval of the amendment as proposed. Final approval will be contingent upon building inspector and fire department approval. Motion by Hoechst, seconded Kimmett to recommend that the Common Council approve an application for a liquor license premise amendment from ICE, INC, located at 451 E Verona Ave., Michael O’Brien, Agent, contingent upon final approval from the building inspector and fire department. Motion carried 3-0. 6. Discussion and Possible Action Re: Resolution 23-039 Naming Private Roads for 911 Purposes at 1979 Milky Way Currently all of Epic is under the address 1979 Milky Way. By adding private road names within Epic, it will be easier and quicker for emergency vehicles to find the exact location of an emergency. Bernie Coughlin presented the maps. Motion by Touchett, seconded Hoechst to recommend that the Common Council approve Resolution 23-039 Naming Private Roads for 911 Purposes at 1979 Milky Way Motion carried 3-0. 7. Discussion and Possible Action Re: Enterprise Drive and Llanos Street Intersection Improvements  Motion by Touchett, seconded by Hoechst to recommend to the Common Council to approve a stop sign, reflective paint, and a blind resident sign at the intersection of Enterprise Drive and Llanos Street. Discussion and Possible Action Re: A Special Event Permit application from Bill Martin for the SBR Endurance Performance Winter Wonderland Triathlon Run on Sunday, February 11, 2024 from 8 a.m. – 5 p.m. Only the running portion of the triathlon will take place on City property. The swim portion will be at the natatorium and the cycling will take place at SBR. Runners will be using the trail, weather dependent. There is a backup route if the trail is snowy/icy along the same route. Heats of 12 runners will run throughout the day. Police traffic control is not necessary for the event.
