PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, JULY 25, 2016
1. The meeting was called to order by Chairperson Touchett at 5:02pm.
2. Roll Call: Present: Evan Touchett, Luke Diaz, Mac McGilvray. Also present: Theran Jacobson,
Director of Public Works; Adam Sayre, Director of Planning and Development; Bryan
Kleinmaier, Stafford Law (City Attorney); Jeff Montpas, AECOM (City Engineer).
3. MOVED by Touchett, seconded by Diaz, to approve the minutes of the July 11, 2016 meeting
of the Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by Diaz, seconded by McGilvray, to recommend approval of Amendment No. 1 for
additional tasks to Professional Services Agreement with AECOM for W. Verona Avenue-
USH 18/151 On-Ramp Improvement in amount of $25,530.00 for a new contract total of
$204,980.00. Motion carried 3-0.
Jim Ferolie, Verona Press entered at 5:15pm.
5. Discussion regarding water main easement at 116 Paoli Street with the potential development
of a residential dwelling. Public Works committee discussed separation of dwelling to existing
water main. Potential owners are required to move water main and amended easement to allow
for 15-feet separation of water main to foundation. Specific requirements shall be written in
the easement agreement for maintenance of facilities. No action taken.
6. MOVED by Touchett, seconded by Diaz, to recommend approval of Developers Agreement for
Cathedral Point Phase 6. Motion carried 3-0.
7. McGilvray excused himself from the meeting for discussions regarding Verona Area
Community Theatre, Inc. (VACT) agenda items.
8. Discussion regarding lease Agreement with Verona Area Community Theatre, Inc. (VACT).
Sayre passed information from VACT that was discussed in afternoon of July 25, 2016 that will
postpone action on the lease agreement. No Action taken.
9. MOVED by Diaz, seconded by Touchett, to recommend Discussion regarding use Agreement
with Verona Area Community Theatre, Inc. (VACT). Sayre noted the use agreement has been
discussed with City Staff and attorney. Motion carried 2-0, with McGilvray excused and
abstaining.
10. McGilvray re-entered for discussions at 5:41pm.
11. Discussion regarding an Agreement with Good Shepherd Church to purchase lands for CTH
PD / Northern Lights Transportation Improvement project. Moved by Touchett seconded by
Diaz to convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the investing of public funds or conducting other
specified public business, whenever competitive or bargaining reasons require a closed session.
Roll Call Vote: Luke Diaz – Aye, Evan Touchett – Aye, Mac McGilvray, Aye.
12. MOVED by Touchett, seconded by Diaz, to recommend approval to the Common Council an
Agreement with Good Shepherd Church to purchase lands for CTH PD / Northern Lights
Transportation Improvement project pursuant to the financial considerations discussed in
closed session. Motion carried 3-0.
13. MOVED by Touchett, seconded by Diaz, to reconvene in open session. The Public Works
Committee reconvened to open session at 5:48 p.m. Motion carried 3-0.
14. MOVED by Touchett, seconded by Diaz to adjourn at 5:52 p.m. Motion carried 3-0.
