PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, SEPTEMBER 12, 2016
1. The meeting was called to order by Chairperson Touchett at 5:02pm.
2. Roll Call: Present: Luke Diaz, Mac McGilvray. Evan Touchett (Excused) Also present: Theran
Jacobson, Director of Public Works; Jeff Mikorski, City Administrator; Jeff Montpas, AECOM
(City Engineer); Spencer Stagman, 523 Basswood Avenue, Verona, WI.
3. MOVED by McGilvray, seconded by Diaz, to approve the minutes of the August 22, 2016
meeting of the Public Works/Sewer and Water Committee. Motion carried 2-0.
4. Discussion regarding insurance claim at 523 Basswood Avenue due to storm event on July 21,
2016. Mr. Jacobson noted the City of Verona received 3.5 inches of rainfall within an hour
equating to a 100-year storm event. Other areas of the City near Northern Lights Road
recorded around 6.0 inches of rainfall but the duration was unknown. Mr. Jacobson noted this
area was constructed in the 1970s. The City of Verona ordinance calls for the design of storm
sewer drainage systems to be designed for the 10-year storm event. The residence at 523
Basswood rear property line is adjacent to Cross Country park which is also a dry detention
basin designed to collected, convey, treat, and detain storm water runoff. The residence at 523
Basswood is adjacent to the sag (low) point of the road. An existing storm water easement is
recorded to the east of 523 Basswood Avenue. This easement purpose is to protect the
overland drainage patterns so when the inlets / storm sewer system reach hydraulic capacity
water will overtop the curb head then flow between the residences of 523 and 515 Basswood.
Mr. Stagman noted the following: 2.5 to 3 feet of water flowed into the basement of the
residence on July 21, 2016 through the man door in the basement from the storm water
easement. He is the third owner of record of the residence since a man door (walkout) was
placed at the southeastern corner of the residence. This area is adjacent to the storm water
easement. The building permits on record for the property do not call for any man door. Mr.
Stagman provided additional information that this storm water easement is active multiple
times a year usually with no problems prior to July 21, 2016. Mr. Stagman noted that the he is
still obtaining the additional costs of the basement re-construction. Mr. Jacobson noted that the
City insurance company recommended denial of this claim based upon governmental
immunity. Mr. Jacobson noted that the insurance company did not have any information
regarding the construction of the basement man door and potential of being installed illegally.
Mr. McGilvray noted that there is ownership of this problem from both parties and no action
shall be taken tonight until all information from the Owner is provided regarding the insurance
claim. No action taken.
5. MOVED by Diaz, seconded by McGilvray, to recommend approval of professional services
agreement with AECOM for Project 2016-122_S. Main Street and Paoli Street Traffic Signals
in amount of $34,000. Motion carried 2-0.
6. MOVED by McGilvray, seconded by Diaz, to recommend approval of professional services
agreement with D’Onofrio Kottke and Associates for S. Main Street Reconstruction as part of
Downtown Streets Scape Project in amount of $58,200. Motion carried 2-0.
7. MOVED by McGilvray, seconded by Diaz, to recommend awarding contract for Construction
of Bike Lane Pavement Striping known as sub-project 4 included with the 2016-109 Pedestrian
Improvement Project to Century Fence in amount of $37,565.00. Motion carried 2-0.
8. Discussion regarding Awarding contract for Construction of Verona Area Community Theatre
parking lot. McGilvray abstained and excused himself from discussions. No Action taken.
Diaz to present motion at common council.
9. MOVED by McGilvray, seconded by Diaz to recommend approval of water main easement
with Verona Area School District at Sugar Creek Elementary. No monetary value is to be paid
to the VASD. Motion carried 2-0.
10. MOVED by McGilvray, seconded by Diaz to recommend denial of insurance claim at 556 S.
Hillcrest Drive due to storm event on July 21, 2016. Mr. Jacobson noted the City of Verona
received 3.5 inches of rainfall within an hour equating to a 100-year storm event. Other areas
of the City near Northern Lights Road recorded around 6.0 inches of rainfall but the duration
was unknown. Mr. Jacobson noted this area was constructed in the 1970s. The City of Verona
ordinance calls for the design of storm sewer drainage systems to be designed for the 10-year
storm event. The City’s 2016 Street rehabilitation project was occurring on S. Hillcrest at the
time of the storm event with only curb and gutter removed at the time of the storm. The
asphaltic pavement was still in place at the time of the storm. The three inlets in the sag (low)
point of the road reached capacity and water over topped the driveway apron of the residence
and flow adjacent the landscaping and some of the storm water flowed into the underground
swimming pool. Sediment and rock debris were deposited in the bottom of the pool during the
storm event. Mr. Jacobson noted that there is no storm water easement adjacent to the property
line in this area. During meetings with the property owner they noted that pool professionals
recommended liner replacement due to the road gravel fragments deposited in the bottom of the
pool. Mr. Jacobson noted that the City installed two additional storm sewer inlets and also
raised the grade of the driveway approach at the residence to accommodate more street
flooding prior to the storm water flowing down the driveway in the future. Motion carried 2-0.
11. MOVED by McGilvray, seconded by Diaz, to adjourn at 6:05 p.m. Motion carried 2-0.

The Public Works/Sewer and Water Committee may reconvene in open session and discuss and
take action on the subject matter discussed in the closed session.
