PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, OCTOBER 10, 2016
1. The meeting was called to order by Chairperson Touchett at 5:03pm.
2. Roll Call: Present: Luke Diaz, Mac McGilvray, Evan Touchett. Also present: Theran
Jacobson, Director of Public Works; Jeff Montpas, AECOM (City Engineer); Bryan
Kleinmaier, Stafford Rosenbaum LLP (City Attorney).
3. MOVED by McGilvray, seconded by Diaz, to approve the minutes of the October 10, 2016
meeting of the Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by McGilvray, seconded by Diaz, to recommend denial of Professional Services
Agreement with Ayres Associates for design of refuge island at Military Ridge Bike Crossing
as part of the Old PB bridges reconstruction project with WisDOT. Motion carried 3-0.
5. MOVED by McGilvray, seconded by Diaz, to recommend approval of change order no. 1 for
the Downtown Street Reconstruction Project. Motion carried 3-0.
6. MOVED by McGilvray, seconded by Diaz, to recommend approval of change order no. 2 for
the Locust Drive Bridge Widening. Motion carried 3-0.
7. MOVED by Touchett, seconded by Diaz, to recommend Agreement with Nandi, Lone Family
to purchase lands for CTH PD / Northern Lights Transportation Improvement project. Motion
carried 3-0.
8. Discussion regarding an Agreement with Wingra Real Estate, LLC to purchase lands for CTH
PD / Northern Lights Transportation Improvement project. Mr. Jacobson and Mr. Kleinmaier
provided a status update of the negotiations in open session. Moved by Touchett seconded by
Diaz to convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the investing of public funds or conducting other
specified public business, whenever competitive or bargaining reasons require a closed session.
Roll Call Vote: Luke Diaz – Aye, Evan Touchett – Aye, Mac McGilvray, Aye. MOVED by
McGilvray, seconded by Diaz, to recommend approval of Agreement with Wingra Real Estate,
LLC to purchase lands for CTH PD / Northern Lights Transportation Improvement project.
Motion carried 3-0.
9. Discussion regarding an Agreement with Pan Capital LLC to purchase lands for CTH PD /
Northern Lights Transportation Improvement project. Moved by Touchett seconded by Diaz to
convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of
deliberating or negotiating the investing of public funds or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session. Roll Call Vote:
Luke Diaz – Aye, Evan Touchett – Aye, Mac McGilvray, Aye. MOVED by McGilvray,
seconded by Touchett, to recommend approval of Agreement with Pan Capital LLC to
purchase lands for CTH PD / Northern Lights Transportation Improvement project with final
modifications approved by Director of Public Works and City Attorney. Motion carried 3-0.
10. MOVED by Touchett, seconded by McGilvray, to reconvene in open session. The Public
Works Committee reconvened to open session at 6:02 p.m. Motion carried 3-0.
11. MOVED by McGilvray, seconded by Diaz to adjourn at 6:03p.m. Motion carried 3-0.
