PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, OCTOBER 24, 2016
1. The meeting was called to order by Chairperson Touchett at 5:07pm.
2. Roll Call: Present: Luke Diaz, Mac McGilvray, Evan Touchett. Also present: Theran
Jacobson, Director of Public Works; Jeff Montpas, AECOM (City Engineer); Jeff Mikorski,
City Administrator; Spencer Stagman.
3. MOVED by McGilvray, seconded by Diaz, to approve the minutes of the October 10, 2016
meeting of the Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by McGilvray, seconded by Diaz, to recommend awarding Project A under Project
2016-119_Northern Lights / CTH PD Water Main Extension in amount of $136,202. Motion
carried 3-0.
5. MOVED by McGilvray, seconded by Diaz, to recommend approval of change order no.1 for
2016-101, 2016 Streets Rehabilitation in amount of 69,455.75. Motion carried 3-0.
6. MOVED by Touchett, seconded by McGilvray, to recommend approval of professional
services agreement with AECOM for surveying services regarding Project 2016-123_CTH PD.
Motion carried 3-0.
7. Mr. Jacobson discussed the overlapping projects at the downtown intersection between the
future intersection improvements at Main Street and Verona Ave; overlapping projects include
the intersection and the bump outs along Verona Avenue. Discussion concluded to pause other
public works projects along Verona Avenue near Main Street until the preliminary layout
design of the intersection is determined.
8. Discussion regarding insurance claim at 523 Basswood Avenue due to storm event on July 21,
2016. Mr. Stagman is not requesting any assistance with the man door. Mr. Stagman requested
assistance with the damage to the basement due to the witness signatures provided that there is
a history of this dwelling having flooding issues. Mr. Stagman was directed to revise the claim
and present to Mr. Jacobson for action at a future meeting. No action taken. Mr. Jacobson
noted this is the low point of the road and additional storm inlets will be installed at this
location.
9. MOVED by Touchett, seconded by McGilvray to adjourn at 5:55p.m. Motion carried 3-0.

7. Discussion regarding downtown intersection of Verona Ave / Main Street.
8. Discussion and possible action regarding insurance claim at 523 Basswood Avenue due to
storm event on July 21, 2016. The Public Works/Sewer and Water Committee may convene in
a closed session, as authorized by Wisconsin Statute 19.85(1)(e), for the purpose of deliberating
or negotiating the purchase of public properties, the investing of public funds or conducting
other specified public business, whenever competitive or bargaining reasons deem a closed
session necessary. The Public Works/Sewer and Water Committee may reconvene in an open
session to discuss and take action on the subject matter discussed in the closed session.
9. Adjourn.
