CITY OF VERONA MINUTES PUBLIC WORKS/SEWER & WATER COMMITTEE MONDAY, APRIL 9, 2018 1. The meeting was called to order by Mr. Touchett at 5:18pm. 2. Roll Call: Present: Evan Touchett, Luke Diaz, Chad Kemp. Also present: Theran Jacobson, Director of Public Works; Jeff Mikorski, City Administrator; Jeff Montpas, City Engineer, AECOM; Carla Fisher, AECOM. 3. MOVED by Diaz, seconded by Kemp, to recommend approve the minutes of the March 26, 2018 meeting of the Public Works/Sewer and Water Committee. Motion carried 3-0. 4. Discussion regarding agreement with T-Mobile (Black Dot) regarding lease of water tower space. Committee members directed staff to inquire about lease amounts in other peer communities such as Middleton and Madison. No action taken. • Touchett noted the 5G does not expand service area but creates more density within the current service area. Try a 10% reduction in revenue with the guarantee period. • Kemp noted to have staff check other leases on the execution and terminations dates for City contracts and inquire what other communities have experienced with cell lease renewals. 5. MOVED by Diaz, seconded by Kemp, to recommend approval of agreement with Purple Cow Organics for brush and yard waste recycling. Motion carried 3-0. 6. MOVED by Kemp, seconded by Diaz, to recommend approval of amendment no. 1 to professional service agreement with D’Onofrio Kottke and Associates for Project ID 2017-108, Library Parking Lot, in the amount not to exceed $1,000. Motion carried 3-0. 7. MOVED by Touchett, seconded by Kemp, to recommend approval of professional services agreement with AECOM for Project ID 2018-106, 2018 stormwater services in the amount not to exceed $37,800. Motion carried 3-0. 8. MOVED by Touchett, seconded by Diaz, to recommend approval of state/municipal agreement for a state-let local bridge project regarding the Old PB roadway bridge under WisDOT Project ID 5796-00- 70. Motion carried 3-0. 9. MOVED by Diaz, seconded by Touchett, to convene in closed session, as authorized by Wisconsin Statute 19.85(1)(e), for the purpose of deliberating or negotiating the purchase of public properties, the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons deem a closed session necessary, regarding offer to purchase lands necessary on Parcel 9 of Transportation Project Plat 100-00-53100-230-173 for Project ID 2016-123, CTH PD. On roll  call: Alder Touchett – Aye; Alder Diaz – Aye; Alder Kemp – Aye. Motion carried 3-0. Committee convened in closed session at 5:44pm. City Staff remained for closed session. CLOSED SESSION 10. MOVED by Touchett, seconded by Diaz, to reconvene in open session. Motion carried 3-0. The Committee reconvened in open session at 5:54pm. No action was taken in closed session. 11. MOVED by Diaz, seconded by Kemp, to recommend proceeding with land acquisition as discussed in closed session. Motion carried 3-0. 12.
