MINUTES
PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, JULY 23, 2018
1. The meeting was called to order by Mr. Touchett at 5:17pm.
2. Roll Call: Present: Evan Touchett, Chad Kemp, Sarah Gaskell. Also present: Theran Jacobson, Director of
Public Works; Jeff Mikorski, City Administrator.
3. MOVED by Kemp, seconded by Gaskell, to approve the minutes of the July 9, 2018 meeting of the
Public Works/Sewer and Water Committee. Motion carried 3-0.
4. MOVED by Touchett, seconded by Gaskell, to recommend approval of the professional services
agreement with Brown & Caldwell for Project ID 2018-114, Lincoln Street stormwater facility, in the
amount not to exceed $108,800.00. Motion carried 3-0.
5. Chad Kemp and Jeff Mikorski exited the meeting 6:00pm.
6. MOVED by Touchett, seconded by Gaskell, to recommend offer to purchase lands necessary on Parcel
7 for Transportation Project Plat 100-00-53100-230-173 under Project ID 2016-123 CTH PD, in the
amount of $49,800.00. Motion carried 2-0.
7. MOVED by Touchett, seconded by Gaskell, to convene in a closed session, as authorized by Wisconsin
Statute 19.85(1)(e), for the purpose of deliberating or negotiating the purchase of public properties,
the investing of public funds or conducting other specified public business, whenever competitive or
bargaining reasons deem a closed session necessary. Touchett – Aye, Gaskell – Aye. Motion carried 2-0.
Convened in closed session 6:09pm.
8. MOVED by Touchett, seconded by Gaskell, to reconvene in open session at 6:14pm. Motion carried 2-
0.
9. MOVED by Touchett, seconded by Gaskell, to recommend offer to purchase lands necessary on Parcel
4 for Transportation Project Plat 100-00-53100-230-173 under Project ID 2016-123, CTH PD in the
amount described in closed session. Motion carried 2-0.
10. MOVED by Touchett, seconded by Gaskell, to adjourn at 6:15pm. Motion carried 2-0.
