PUBLIC WORKS/SEWER & WATER COMMITTEE
MONDAY, SEPTEMBER 10, 2018
1. The meeting was called to order by Mr. Touchett at 4:50pm.
2. Roll Call: Present: Evan Touchett, Chad Kemp, Sarah Gaskell. Also present: Theran Jacobson, Director of
Public Works; Jeff Mikorski, City Administrator; Adam Sayre, City Planner; Dennis Midthun, landowner;
Fred DeVillers, FDG; Bill Dunlop, JSD; Rachael Halloway, JSD; Ron Henshue, Forward Development
Group (FDG); Jeff Montpas, City Engineer, AECOM; Jess Billmeyer, AECOM.
3. MOVED by Touchett, seconded by Kemp, to approve the minutes of the July 23, 2018 meeting of the
Public Works/Sewer and Water Committee. Motion carried 3-0.
4. Discussion regarding Whispering Coves, North Neighborhood development. No action taken.
• Mr. Jacobson introduced FDG
• Discussion involved:
o Connectivity
o Street widths
o Utility layout
• Mr. Jacobson noted the operations of the public works and utility department and how
constraints of the street layout and utility layout impact the department. There are
increased inefficiencies and serviceability issues with the following: snow plow operations,
alternate side parking, refuse and recycling pickup, brush and leaf collection. The utility
layout creates increased risk and maintenance access issues for the staff with utilities
installed by jog back and forth between the pavement section and terrace. Access to the
utilities in the winter is impossible with snow storage in the terrace.
• Mr. Henshue guaranteed that utility installation in the future will be trenchless and not
open cut installation methods.
• Mr. DeVillers noted other communities have installed projects of similar nature but no
additional information or supporting documentation was provided.
• Cul-de-sac layouts are acceptable with one way traffic.
• Main intersection of streets that run N/S and E/W road shall be configured appropriately
with contiguous medians and minimized openings.
5. MOVED by Touchett, seconded by Gaskell, to recommend Resolution R-18-046, amending
Stormwater Utility billing rate. Motion carried 3-0.
6. MOVED by Touchett, seconded by Gaskell, to convene in a closed session, as authorized by Wisconsin
Statute 19.85(1)(e), for the purpose of deliberating or negotiating the purchase of public properties,
the investing of public funds or conducting other specified public business, whenever competitive or
bargaining reasons deem a closed session necessary. Touchett – Aye, Gaskell – Aye, Kemp – Aye.
Motion carried 3-0. Convened in closed session 6:08pm. Kemp left the meeting at 6:12pm, Mikorski
left the meeting at 6:12pm.
7. MOVED by Touchett, seconded by Gaskell, to reconvene in open session at 6:28pm. Motion carried 2-
0.
8. MOVED by Touchett, seconded by Gaskell, to recommend offer to purchase lands necessary on Parcel
1, Parcel 5, and Parcel 6 for Transportation Project Plat 100-00-53100-230-173 under Project ID 2016-
123, CTH PD in the amount described in closed session. Motion carried 2-0.
9. MOVED by Touchett, seconded by Gaskell, to adjourn at 6:31pm. Motion carried 2-0.
