CITY OF VERONA MINUTES PUBLIC WORKS/SEWER & WATER COMMITTEE MONDAY, OCTOBER 8, 2018 1. The meeting was called to order by Mr. Kemp at 4:33pm. 2. Roll Call: Present: Chad Kemp and Sarah Gaskell. Excused: Evan Touchett. Also present: Theran Jacobson, Director of Public Works; Jeff Mikorski, City Administrator; Brian Lamers, Finance Director. 3. MOVED by Gaskell, seconded by Kemp, to approve the minutes of the September 10, 2018 meeting of the Public Works/Sewer and Water Committee. Motion carried 2-0. 4. Discussion regarding 2019 – 2024 capital budgets and 2019 operating budgets for the following: Public Works, Refuse and Recycling, Stormwater Utility, Water Utility and Sanitary Sewer Utility. No action taken. • Mr. Jacobson presented the capital budgets (as presented to the finance committee) for the following budgets and provided details on the specific projects and needs: o Transportation o Water Utility o Sanitary Sewer Utility o Stormwater Utility o Equipment replacement and additions • Detailed discussion on the pedestrian and bike study prepared by AECOM: o Remove the bike loop project o Remove Prairie Heights pedestrian crossing due to the following reasons: • No connectivity to other parts of City • Dane County Highway jurisdiction o Evaluate Range Trail crossing in future as this has complications with intersection, bridge over USH 18 / 151 and CTH M expandability or urbanization o Continue implementing other improvements when pairing with major road or utility projects as applicable o Ms. Gaskell asked about pedestrian counts along CTH M near the Locust intersection. Mr. Jacobson noted that we do not have counts and once the project is completed counts could be taken but they will vary seasonally o Mr. Jacobson noted staff is working on a GIS map of the bike facilities within the City that will be loaded to the City website • Ms. Gaskell asked about the status of any Downtown intersection improvements for pedestrian and transportation. Mr. Jacobson noted he will place this on a future agenda potentially in the winter months of 2018/2019. • Ms. Gaskell asked about stormwater standards as it related to the Lincoln Street Stormwater Pond under design. Mr. Jacobson noted that AECOM is performing a sensitivity analysis and more information will be presented in the future. • Ms. Gaskell asked about the cost of brush collection. Mr. Jacobson noted that the City starts the route on the second and fourth Monday of the month. The route is completed once the entire City has been traveled through once. Staff currently works north to south and typically takes two to three days to collect a single route. Mr. Jacobson noted he does not have the costs currently at hand. 5. MOVED by Kemp, seconded by Gaskell, to adjourn at 6:02pm. Motion carried 2-0. Note: These minutes were prepared by Theran Jacobson, Director of Public Works.
