Also present Micheal Trotter, Assistant Public Works Director, Adam Waszak, Interim Public Works Director. 3. Public Comment: None. 4. Approval of the Minutes: July 8, 2024. Moved by B. Tucker Long and seconded by B. Braithwaite. Motion carried 2-0. 5. Discussion and Possible Action: Resolution R-24-020 Accepting Public Improvements Adjacent to Arrowhead Pharmaceutical. Moved by B. Braithwaite and seconded by B. Tucker Long to accept public Improvements adjacent to Arrowhead Pharmaceutical. Motion carried 2-0. 6. Discussion and Possible Action: 1st Review of Draft Brush Collection Policy Staff presented draft changes to the City’s curbside collection policy. B. Tucker Long suggested changing the pickup day to the second Monday of each month of collection. B. Braithwaite suggested adding additional pickups earlier and later in the year. B. Tucker Long would like pickups to occur April-October. B. Braithwaite agreed. Staff will bring back the draft policy with the changes to pickup months to a subsequent meeting. 7. Staff Report: 7.1 Well #6 Update 8. Adjourn. Moved by B. Tucker Long and seconded by B. Braithwaite to adjourn at 6:25pm. Motion carried 2-0. Tucker Long to approve pay request #3 for a cost of $200,964.44 and seconded by S. Harrison. Motion carried 3-0. 6. Staff Report: 7.1 Staffing Update 7.2 Well #6 Update A. Waszak updated Committee members on the packer test scheduled for Well #6. The packer was installed and inflated on 7/8, with pumping of the well to commence the week of 7/16. Meeting Date: July 8, 2024 PW/S&W Committee Memo Public Works/Sewer & Water Committee Listed below is an explanation of the items on the Public Works/Sewer & Water Committee agenda. Item (5) Resolution R-24-020 Accepting Public Improvements Adjacent to Arrowhead Pharmaceutical As of July 8th 2024, contractors have substantially completed all public improvements associated with the development of Arrowhead Pharmaceutical, located at 1080 Arrowhead Way, in the Verona Tech Park. As part of the development closeout, Resolution R-24-020 has been drafted to formally accept the public improvements. Recommended Motion: Recommend approval of Resolution R-24-020 Accepting Public Improvements Adjacent to Arrowhead Pharmaceutical. Item (6) 1st Review of Draft Brush Collection Policy Street department staff have been working to draft changes to the City’s brush collection policy. As workloads continue to increase with limited additional resources provided, Staff believe that altering how/when brush is collected will allow for staffing resources to more appropriately be allocated to completing other tasks/services the department provides to the community. Included is the draft policy. Below are key changes between the current policy and what is being proposed: Proposed Current Curbside Collection 4 times annually Curbside collection 2nd and 4th Monday every month (24 collections) Maximum diameter 8’’ No maximum diameter Maximum length 12’ No Maximum length Small sticks & twigs must be placed in a No regulation on placement of sticks/twigs bucket or container Brush may not be brought to drop off site. Brush is permitted to be brought to drop off Drop off site will only collect yard waste, site metals, electronics & bulk oil Recommended Motion: Only for discussion at this time. R-24-020 A RESOLUTION ACCEPTING PUBLIC IMPROVEMENTS ADJACENT TO ARROWHEAD PHARMACEUTICAL WHEREAS, the Common Council approved a development agreement for the public improvements within the Verona Tech Park that was dated December 16, 2021 and recorded under document 5800684 on December 28, 2021; and WHEREAS, the contractor for the public improvements project adjacent to Arrowhead Pharmaceutical has substantially completed the work as of July 8, 2024; and WHEREAS, the Public Works Department has reviewed the status of the public improvements and recommends the City of Verona accept the newly constructed portions of the listed streets and/or intersections below and the associated utility infrastructure. Public Improvement locations: 1. John P Livesey Blvd 2. Arrowhead Way NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Verona, Dane County, Wisconsin, hereby accept the public improvements constructed as part of the Arrowhead Pharmaceutical public improvement project. New Policy Normal Brush Operation To Do • Brush pickup would be the 4th Monday in April, June, August and October. NO BRUSH PICKUP between November and April. • Brush can start to be placed at the curb the Saturday leading into brush week. • Brush placed at the curb before that date will be marked and resident is to remove brush, or they will be in violation of City policy. • Christmas trees will be collected in January on the 2nd and 4th Monday. Do not place Christmas trees out before the Saturday leading into pick up week. • Tree branches 12 feet in length or less. • Log diameter of 8 inches or less. • Brush must be stacked in a neat manner with all cut ends facing the same direction • Any branches longer or larger diameter will not be picked up. Piles not stacked neatly will not be picked up. • The city will not collect any brush/trees that were cut by a contractor. This is brush pick up not tree pick up. • Place small sticks and twigs in a bucket at the curb, crew will empty the bucket. Not To Do • Do not place any construction lumber, landscape timbers or any other wood that is not brush at the curb. This will not be picked up. Call Pellitteri and schedule a large item pickup or take materials to the Dane County Landfill. • Do not mix grass or any other yard waste with brush. There is a yard waste site located at 410 Investment Ct for residents to bring yard waste to. Please do not bring brush to yard waste site. Our current yard waste site is not big enough to handle the amount of brush and yard waste coming in daily. • Do not place yard waste in the street. This will not be picked up. Please take this to the yard waste site located at 410 Investment Ct. • Do not place tree root balls with brush. Residents will need to have them ground out or other means of disposal. Do not bring tree root balls to the yard waste site. Garden and vegetable plant root balls can be brought to the yard waste site with containers and other inorganic material removed. Examples: Hanging plants, hostas, tomato plants, etc. • Do not stack brush next to trees, mailboxes, power poles, fire hydrants, etc. This makes collection difficult, can damage equipment or property. There will be a specific route/routes and the crew will make every effort to get through the entire city in that week. Volume and weather may delay collection. Emergency Clean up If the city experiences a storm that causes widespread damage, there will be a brush collection to follow. The same rules for normal brush collection apply for emergency clean up. Instructions for when collection will start and end will be posted on the city’s website, social media, local news channels and if possible, in the Verona paper. City crews will be out getting debris off the roads and sidewalks from city trees immediately following the event. Residents will be given ample time to get things cleaned up and brush to the curb in accordance with the city’s brush policy. The city is not responsible for private trees that come down in an event. If a private tree comes down on the road, sidewalk or on city property, the city will move the tree out of the way or back to private property and the resident will be responsible for removal. If brush is not placed at the curb during the time allowed for emergency clean up, the resident will have to wait until the next scheduled brush week or find another means to take care of their brush. If the brush is not out during the special clean up, it cannot sit at the curb until a scheduled brush week.
