6. Discussion and Possible Action: Project #2022-110 Well 6 WQ Study - Well #6 Reconstruction
and Liner Installation - Water Well Solution -Staff explained that this is the next step in rehabbing
the well and moving the project forward. Moved by Beth Tucker Long and seconded by Spencer
Harrison to recommend approval of the contract for Well #6 reconstruction and Liner Installation-
Water Well Solutions in the amount not to exceed $378,500.

Item (5) Project #2022-109 North Booster Station-Rohde Brothers change order request #1
Staff and contracted inspectors have verified the quantities and recommend approval of the
change order.
Move the 3" natural gas service closer to the north wall to allow clearance of the new MCC.
$1,402.00
Labor and materials needed to replace an existing 10" flow meter with a new 10" flow meter
provided by the city. Includes a new 10" 461 style Smith Blair coupling used for our final
adjustment once all the pieces provided are bolted in place. Gaskets and stainless-steel hardware
are provided by the city for the flow meter.

Item (6) Project 2022-110 Well 6 WQ Study- Well #6 Reconstruction and Liner Installation
- Water Well Solutions.
Well #6 was constructed in 2019. The well is currently not in service due to elevated nitrate
levels. This reconstruction will eliminate the pumping of elevated nitrate water from the upper
aquifer by permanently sealing and separating the upper and lower aquifers. DNR has granted
approval of our proposal to reconstruct this well by installing a longer casing.
Recommended Motion:

Well Solutions in the amount not to exceed $378,500.00

Re: Well #6 Liner Installation Budget
Dear Mike,
Per the WDNR: HIGH CAPACITY WELL RECONSTRUCTION
If the reconstructed well will be completed to a substantially different depth or specifications from the
original well, the following conditions and steps apply.
• Prior department approval is required. However, reconstructions do not require a new high
capacity well application or fee.
• Contact the department about the project and submit well reconstruction details in writing
(e.g., via email at DNRHiCapApplications@wisconsin.gov).
• The department will review the reconstruction details for code compliance and, if acceptable,
provide an email approving the well reconstruction.
• Within 30 days following reconstruction activities, submit a new well construction report,
including the original high capacity well number.
Therefore, we have attached the WDNR requirements from the code that will apply to this project for
your reference.
As you are aware, the following well construction exists at Well #6.
1. 22” casing is grouted in place from the surface to 350’ below ground level
2. 20.75” open hole from 350’ to 1070’ total depth
a. Within the open hole formation, we find a defined Shale layer (aquitard) from 410’ to 430’
Through the packer testing that has been performed, we have verified that there is significant downward
flow from the upper “perched” aquifer to the lower aquifer, above and below this shale layer. The packer
test has confirmed a differential hydrostatic pressure of over 60’ between the aquifers. The packer test
also confirmed that a reduction in the nitrate levels can be sustained by isolating the upper aquifer.
Therefore, we are recommending a well reconstruction to install a liner to essentially extend the surface
casing to a depth of 440’, which is about 5’ below the Grey Shale recorded from 410’ to 430’ (see
attached well construction log ZU712). The intent will be to seal off the intrusion of water from the upper
aquifer flowing down into the lower aquifer to improve water quality.

seal above the pea gravel. The pea gravel deters transmission of cement grout to water bearing
formation.

E. Set up grouting equipment and pressure grout 18” casing from 440’ to the surface.
