Proposal of Architectural Planning Services
Dear Ann,
Barrientos Design & Consulting, Inc. is pleased to present this proposal of professional
design services for the development of a Facility Program Update, Site Selection Study,
and Conceptual Design Package for a new Department of Public Works Garage. This effort
builds upon our 2017 Facility Needs Study and responds to the City’s current direction to
secure a new site and define a modern facility that supports operations long-term.
Project Background
The City of Verona currently operates its Department of Public Works Garage at 410
Investment Court, a facility documented in 2017 as undersized and constrained in both
building space and yard capacity. The prior study determined that expansion of the
current site was not feasible and identified the need for a new 12–18 acre site to support
fleet storage, repair bays, crew support, and yard functions.
Since that study, the City has continued to experience service and asset growth, and has
identified 6500 Shady Bend Road as a potential site for initial consideration. With Council
interest in moving forward, the City has requested an updated facility program, a
structured site selection process evaluating up to five parcels, and a Conceptual Design
package of the chosen site.
Service Objective
The objective of Conceptual Design will be to provide design criteria needed to select a
site, confirm the building and yard program, and illustrate the scale, layout, and budget of
a new DPW facility. The work will supply decision-makers with clear comparisons of
candidate sites, updated operational programming, and a conceptual plan that
demonstrates how the facility will function and grow sustainably into the future.
Task 1 – Facility Program Update
This task will ensure that the building and yard program accurately reflect the City’s
current operational needs, future growth, and sustainability goals.
• Barrientos Design will revisit the 2017 optimal building program and update it
with current data on staffing, fleet composition, parts and materiel counts, public
interface, and service growth projections.

• We will meet with DPW staff and City representatives to review operational
workflows, space allocations, equipment usage, parts storage, parking schemes,
site parking and traffic patterns, public interface, and bulk material storage.
• Document the updated building, equipment, and site needs in a Facility Program
Statement.
• Develop technical narrative of sustainability and resiliency opportunities including
provisions for electric vehicle readiness, and alternative fuel support.
• Assess the relationship of Parks, Forestry, and Recreation functions to confirm
which groups should remain in the existing facility versus moving into the new
DPW complex.
The outcome of this task will be a revised Facility Program document establishing space
tabulations, departmental adjacencies, building design criteria, and site layout needs for
the next 10 years.
Task 2 – Site Assessment and Selection
This task will establish the suitability of candidate parcels and provide a ranking metric for
decision makers.
• Barrientos will evaluate up to five sites identified by the City, including parcels
that are currently not for sale.
• Establish site selection criteria and their weighting of importance.
• For each site, we will analyze size, zoning, access, utilities, development cost
factors, and compatibility with surrounding land uses.
• For the five sites, we will first create a Site Test-Fit Layout Diagram showing how
all the building and yard functions fit on the parcels.
• Following review of the five sites, the City will advance three parcels for further
analysis and create building floor plans and site plans for each.
• We will create a comparative evaluation matrix ranking the parcels according to
critical criteria such as circulation efficiency, expansion potential, stormwater
considerations, and infrastructure availability.
• Our team will prepare site narratives describing benefits and constraints and
present findings to City staff and the Council in both technical and visual formats.
The outcome of this task will be a recommended preferred site, supported by a
transparent evaluation process that aids public and Council decision-making.
Task 3 – Building and Site Conceptual Design
This task produces conceptual layouts and visuals that illustrate how the program fits onto
the selected site and establishes a framework for future design phases. The top-ranking
site will be advanced to full Conceptual Design, approximately 10% of full design along
with cost estimates and permitting scenarios.
• Using the updated program and the top-ranked site, Barrientos will prepare
conceptual floor plans, site layouts, and simplified building cross sections and
elevations.

• These concepts will define major spaces such as heated vehicle storage, repair
garages, wash bays, shops, crew support areas, offices, and yard functions.
• We will prepare preliminary circulation diagrams to show traffic flow for staff,
fleet, and the public, as well as yard storage layouts, fueling stations, and
stormwater management areas.
• The Conceptual Design package will include colored site plans, schematic floor
plans, and rendered aerial views to illustrate the overall scale and appearance of
the facility.
• A high-level cost estimate and draft development schedule will also be prepared.
• To support engagement, we will conduct one workshop to gather City input and
feedback.
The outcome of this task will be a comprehensive Conceptual Design Package that sets
scope, direction, and budget for advancing into subsequent Preliminary and Final Design.
Deliverables
• Updated Facility Program report
• Site Assessment Report with evaluation matrix
• Conceptual Design Package with plans, renderings, and cost estimate
• Presentation materials for Council and staff
Schedule
The Conceptual Design effort will be completed over four months. By the end of month
three, draft program, site assessment, and conceptual design documents will be prepared.
The fourth month will be dedicated to City Council presentation, feedback, and final
revisions.
Compensation & Terms
Barrientos Design will provide the above services for a lump-sum fee of $42,315. This fee
includes reimbursable travel and reproduction expenses. Billing will be monthly, based on
percentage completion, and the services will be provided under our attached Standard
Terms & Conditions.
We look forward to assisting the City of Verona in evaluating potential sites and preparing
a Conceptual Design package that will guide this critical investment in your public
infrastructure.

CONTRACT TERMS AND CONDITIONS
Performance of Services: Architect shall perform the services outlined in its proposal to
Owner in consideration of the stated fee and payment terms.
1. Billing and Payment: Invoices for Architect's services shall be submitted to Owner
on a monthly basis. Invoices shall be due and payable within 45days from date of
invoice. If any invoice is not paid within 45 days, Architect may, without waiving
any claim or right against Owner, and without liability whatsoever to Owner,
suspended or terminate the performance of services. Accounts unpaid 30 days
after the invoice date will be subject to a monthly service charge of 1.5% on the
unpaid balance, or the maximum rate of interest permitted by law, if less. The
amount of any excise, value added, gross receipts, or sales taxes that may be
imposed on payments shall be added to Architect's compensation. No deductions
or offsets shall be made from Architect’s compensation or expenses on account of
any setoffs or back charges.
2. Access to Site: Owner shall furnish right-of-entry on the project site for Architect
and, if the site is not owned by Owner, warrants that permission has been granted
to make planned explorations pursuant to the scope of services. Architect will
take reasonable precautions to minimize damage to the site from use of
equipment but has not included costs for restoration of damage that may result
and shall not be responsible for such costs.
3. Location of Utilities: Architect shall use reasonable means to identify the location
of buried utilities in the areas of subsurface exploration and shall take reasonable
precautions to avoid any damage to the utilities noted. However, Owner agrees
to indemnify and defend Architect in the event of damage or injury arising from
damage to or interference with subsurface structures or utilities which result from
inaccuracies in information or instructions which have been furnished to Architect
by the Owner. Nothing contained in this Agreement is intended as a waiver of the
Owner to rely upon the immunities or limitations to liability as may be contained
within Wisconsin Statutes §893.80 or other applicable law.
4. Construction Review: Architect does not accept responsibility for the design of a
construction project unless the Architect's contract includes review of the
contractor's shop drawings, product data, and other documents, and includes site
visits during construction in order to ascertain that, in general, the work is being
performed in accordance with the construction contract documents.
5. Construction Observation: On request, Architect shall provide personnel to
observe construction in order to ascertain that, in general, the work is being
performed in accordance with the construction contract documents. This
construction observation shall not make Architect a guarantor of the contractor's
work. The contractor shall continue to be responsible for the accuracy and
adequacy of all construction performed. In accordance with generally accepted
practice, the contractor will be solely responsible for the methods of construction,
direction of personnel, control of machinery, and falsework, scaffolding, and other
temporary construction aids. In addition, all matters related to safety in, on, or
about the construction site shall be under the direction and control of the
contractor and Architect shall have no responsibility in that regard. Architect shall

not be required to verify any part of the work performed unless measurements,
readings, and observations of that part of the construction are made by
Architect's personnel.
6. Hazardous Materials: In the event that unanticipated potentially hazardous
materials are encountered during the course of the project, Owner agrees to
negotiate a revision to the scope of services, time schedule, fee, and contract
terms and conditions. If a mutually satisfactory agreement cannot be reached
between both parties, the contract shall be terminated and Owner agrees to pay
Architect for all services rendered, including reasonable termination expenses.
7. Insurance: Architect shall maintain Workers' Compensation, General Liability, and
Automobile Liability Insurance during its services for Owner. Architect shall
furnish a Certificate of Insurance to Owner upon written request. Owner agrees
that Architect shall not be liable or responsible to Owner for any loss, damage, or
liability beyond the amounts, limits, exclusions, and conditions of such insurance.
8. Opinions of Probable Costs: Architect's opinions of probable project costs are
made on the basis of Architect's experience, qualifications and judgment; but
Architect cannot and does not guarantee that actual project costs will not vary
from opinions of probable cost.
9. Standard of Performance: The standard of care for all professional services
performed or furnished by Architect under this contract will be the care and skill
ordinarily used by members of the subject profession practicing under similar
circumstances at the same time and in the same locality. Architect does not make
any warranty or guarantee, expressed or implied, nor is this contract subject to
the provisions of any uniform commercial code. Similarly, Architect will not
accept those terms and conditions offered by Owner in its purchase order,
requisition, or notice of authorization to proceed, except as set forth herein or
expressly agreed to in writing. Written acknowledgement of receipt or the actual
performance of services subsequent to receipt of such purchase order,
requisition, or notice of authorization to proceed is specifically deemed not to
constitute acceptance of any terms or conditions contrary to those set forth
herein.
10. Ownership of Documents: All documents produced by Architect under this
contract are instruments of Architect's professional service and shall remain the
property of Architect and may not be used by Owner for any other purpose
without the prior written consent of Architect.
11. Independent Contractor: It is understood and agreed that the Architect is an
independent contractor for the performance of all services described within this
Agreement.
12. Assignment: This Agreement and interests hereunder are not to be assigned.
13. Use of Owner Name: It is understood and agreed that the name of the Owner
and the project title may not be used by the Architect or its agents in any
promotional materials without prior approval of the Owner.
14. Wisconsin Law: This Agreement shall be governed by and construed with the
laws of the State of Wisconsin.
15. Complete Agreement: This Agreement represents the entire of listing of the
terms between the parties. This Agreement may be modified only in writing by an
amendment signed by both parties.

16. Endorsement: By endorsing this Agreement both the Architect and the Owner
indicate that each has the authority to bind to the terms of this Contract.
