Ms. Stacey Massey, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of August 2014 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Massey for attending the meeting.
B. ID-14-0337 Authorize City Clerk to Set Budget Hearing Date and Time and
Authorize City Clerk to Publish Hearing for Thursday, August 28, 2014 at
5:30 p.m.
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to authorize the City Clerk to Set Budget Hearing Date and
Time and Authorize City Clerk to Publish Hearing for Thursday, August 28, 2014
at 5:30 p.m.. The motion was adopted unanimously by the following vote:

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discuss whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Pay Adjustments in the Police Department (7), Fire
Department (2), Parks & Recreation - Tennis Program (1), Community Service
Department (1); Resignation in the Police Department (1); Discussion in the Right
of Way Department (1). The motion was seconded by Alderman Thompson, and
upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen announced they would go into executive session to

Patrol Officer at $17.60 per hour to Acting Sergeant (A-Watch Commander) at
$18.35 per hour, Sergeant, CID at $25.01 per hour to Lieutenant, CID,
Assistant CID Commander at $26.01 per hour, Lieutenant, CID at $25.37 per
hour to Commander, CID (Captain Position) at $26.62 per hour, Patrol Officer
at $14.05 per hour to Patrol Officer (FTO) at $14.80 per hour, Patrol Officer at

$12.14 per hour to $12.35 per hour (November 13, 2013 through July 08, 2014
retro pay owed: $597.65 + July 09, 2014 retro pay owed $20.16), Lieutenant I
at $11.30 per hour to $11.50 per hour (November 13, 2013 through July 08,
2014 retro pay owed: $740.26 + from July 09, 2014 retro pay owed: $19.20) -

Recreation Director for retro longevity pay owed effective April 2013 (regular
hours= 2,573.54 X .09 = $231.62 total and overtime hours= 126.83 X .14 =
$17.76 total in the Parks & Recreation - Tennis Program. The motion was
adopted unanimously by the following vote:

D. ID-14-0377 Pay Adjustment - Community Service (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the

Longevity Pay from September 15, 2013 through July 08, 2014 owed (total
regular hours = 1383.68 X.09=$124.53 and overtime hours 8.50 X .14=$1.19) in
the Community Service Department. The motion was adopted unanimously
by the following vote:

E. ID-14-0378 Resignation - Police (1)

On motion of Alderman Mayfield, seconded by Alderman Thompson, the

Laborer until season expires. If any overtime missed will be grounds for
termination in the Right of Way Department. The motion was adopted
