On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:

Routine Agenda:
A. ID-14-0666 Southern Cultural Heritage Center Updates
Ms. Stacey Massey, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of October 2014 and invited the public to attend.
B. ID-14-0650 Authorize issuance of requisition number 1500093 in the amount of
$127,022.55 to Terra Renewal, LLC for the sludge removal biosolids at
Waste Water Treatment Plant

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize issuance of requisition number 1500093 in the
amount of $127,022.55 to Terra Renewal, LLC for the sludge removal biosolids at
Waste Water Treatment Plant. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
C. ID-14-0652 Approve allocation of funds in the amount of $200,000.00 to NRoute
Transit Commission with the first payment of $16,666.67 being released
this week and the remaining balance be distributed in eleven (11)
monthly payments of $16,666.67

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to Approve allocation of funds in the amount of $200,000.00
to the NRoute Transit Commission with the first payment of $16,666.67 being
released this week and the remaining balance be distributed in eleven (11)
monthly payments of $16,666.67. The City is authorized pursuant to Sec. 17-3-1
and 17-3-3 of the Mississippi Code of 1972, as amended. This brings into
favorable notice the opportunities, possibilities & resources of the City and will
be helpful toward advancing the moral, financial and other interests of the City.
The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve request from Vicksburg Police Department to
establish Petty Cash Fund in the name of Walter L. Armstrong, Chief of Police in
the amount of $3,500.00. The motion was adopted unanimously by the following
vote:

E. ID-14-0655 Approve request for advertisement from First Mississippi Chapter of
Blacks in Government

Mayor Flaggs stated that purchasing an advertisement from First Mississippi
Chapter of Blacks in Government will bring into favorable notice the
opportunities, possibilities and resources of the City of Vicksburg and will be
helpful toward advancing the moral, financial and other interest of the City of
Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a full page ad from First Mississippi Chapter of Blacks in
Government for their Third Annual Black & White Scholarship Gala in the amount
of $100.00. The motion was adopted unanimously by the following vote:

approved the purchase of a full page ad from The Mississippi Public Transit
Association for the MPTA 38th Annual Conference & Souvenir Booklet in the
amount of $200.00. The motion was adopted unanimously by the following
vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, and

Revenue to Participate in the Municipal Court Collection Fund

Mayor and Aldermen voted to authorize the Mayor to Execute Letter with the
Mississippi Department of Revenue to Participate in the Municipal Court
Collection Fund. This adds $7.50 to all misdemeanor cases and is drawn

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Alderman voted to approve Claims Docket. The motion was adopted
unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept the foregoing Letters (Statements) for
cost of cutting and cleaning/demolition and site clearing of lots and Adopt
the foregoing Resolutions establishing Special Assessments. The motion
was adopted unanimously by the following vote:

Pay Adjustments - Police Department (7)
Termination - Police Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to add to the Agenda Pay Adjustments in the Police
Department (7) and Termination in the Police Department (1). Voting aye: Mayor
Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion
was adopted unanimously.
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discuss whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Resignation in the Water Treatment Plant
Department (1); New Hire in Accounting Department (1); Pay Adjustments in the
Fire Department (2); Department Transfer in the Building Maintenance
Department (1); Personnel Matter in the Sewer Department (1); Permission to
Post in the Water Treatment Plant Department (1); Pay Adjustments in the Police
Department (7); Termination in the Police Department (1). The motion was
seconded by Alderman Thompson, and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting
nay, the motion was unanimously adopted.
The Mayor and Aldermen announced they would go into executive session to

A. ID-14-0667 Resignation - Water Treatment Plant (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept the Resignation from Maintenance
Technician in the Water Treatment Plant Department. The motion was
adopted unanimously by the following vote:

B. ID-14-0664 New Hire - Accounting (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve New Hire of Account Specialist at
$9.50 per hour in the Accounting Department. The motion was adopted
unanimously by the following vote:

C. ID-14-0668 Pay Adjustments - Fire (2)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustments for Captain II at
$13.30 per hour to Captain III at $13.58 per hour, Firefighter Ambulance III at
$10.52 per hour to Firefighter Medic III at $12.71 per hour in the Fire
Department. The motion was adopted unanimously by the following vote:

D. ID-14-0669 Department Transfer - Building Maintenance (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Department Transfer from Laborer at
$9.10 per hour in the Community Service Department to Laborer at $9.10 per
hour in the Building Maintenance Department. The motion was adopted
unanimously by the following vote:

E. ID-14-0670 Personnel Matter - Sewer (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Personnel Matter for Suspension of
Equipment Operator for six (6) months in the Sewer Department. The motion
was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the

$14.05 per hour to Police Officer/FTO at $14.80 per hour, Police Officer at
$14.65 per hour to Police Officer/FTO at $15.40 per hour, Police Officer at
$16.09 per hour to Police Officer/FTO at $16.84 per hour, Police Officer at
$14.95 per hour to Police Officer/FTO at $15.70 per hour, Police Officer at
$16.50 per hour to Police Officer/FTO at $17.25 per hour, Police Officer at

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Termination of Police Officer, who
declined the position in the Police Department. The motion was adopted
unanimously by the following vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, October 20, 2014, to take up and act upon any
and all matters that may come before the Board.
