On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a half page ad from The 'Sip Magazine for the 2014 Fall Issue in the amount of $663.00. Detail Budget Attachments: City Sexton Privilege License Mayor and Treasure The City Sexton presented report of collections, account opening graves, etc. for the month of October 2014 as follows: Riles Funeral Home - $300.00; Dillion-Chisley Funeral Home - $310.00; Fisher Funeral Home - $210.00; Glenwood Funeral Home - $170.00; Jefferson Funeral Home - $1,140.00; Lakeview Funeral Home - $1,330.00; Miscellaneous - $160.00. The City Clerk presented the Privilege License Report for new businesses for the month of October 2014. The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $171,494.04 for October 2014. The City Clerk presented the October 2014 Detailed Budget Report for Approval. Attachments: Supporting documentation following minutes The City Clerk presented report of delinquent collections for City taxes from the Warren County Tax Collector for the Month of October 2014. Attachments: Supporting documentation following minutes: On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the following Reports: City Sexton, Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax Collection, Delinquent Tax Collection. The motion was unanimously adopted by the attached vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson N. ID-14-0828 Approve Claims Docket Alderman Mayfield recused himself from the Board Meeting. The City Clerk presented the Docket of Claims numbering 124183 through 124358; 696 through 699. Refund checks numbering 9904902 through 9904938. On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and Alderman voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Alderman Mayfield returned to the Board Meeting Aye: 2- Mayor Flaggs, and Alderman Thompson Recused: 1- Alderman Mayfield Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1), City Court (1), Water & Gas Administration (1); New Hire in the Water Maintenance Department (1), Cemetery (1); Promotion in the Sewer Department (1); Pay Adjustments in the Fire Department (1), Police Department (3); Suspension in the Fire Department (1); Terminations in the Recreation/City Pool (27); Permission to Post in the Fire Department - Deputy Chief of Fire Suppression. None voting nay, the motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1), City Court (1), Water & Gas Administration (1); New Hire in the Water Maintenance Department (1), Cemetery (1); Promotion in the Sewer Department (1); Pay Adjustments in the Fire Department (1), Police Department (3); Suspension in the Fire Department (1); Terminations in the Recreation/City Pool (27); Permission to Post in the Fire Department - Deputy Chief of Fire Suppression. The motion was seconded by Alderman Thompson, and upon vote being taking, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the Mayor and Aldermen of the City of Vicksburg went into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1), City Court (1), Water & Gas Administration (1); New Hire in the Water Maintenance Department (1), Cemetery (1); Promotion in the Sewer Department (1); Pay Adjustments in the Fire Department (1), Police Department (3); Suspension in the Fire Department (1); Terminations in the Recreation/City Pool (27); Permission to Post in the Fire Department - Deputy Chief of Fire Suppression. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, Danitta Reed - Southward's Administrative Assistant, John W. Carroll, Sr. - Deputy City Clerk. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-14-0858 Longevity - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Personnel Matter for Longevity Pay for Administrative Assistant from $18.10 per hour to $18.19 per hour for five years of service in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-14-0859 Longevity - City Court (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matter for Longevity Pay for Deputy Court Court from $14.15 per hour to $14.23 per hour for ten years of service in the City Court. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-14-0860 Longevity - Water & Gas Administration (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matter for Longevity Pay for Utility Service Administrator from $16.14 per hour to $16.22 per hour for ten years of service in the Water & Gas Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-14-0861 New Hire - Cemetery (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matter for New Hire for Administrative Assistant for $10.50 per hour in the Cemetery Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-14-0862 New Hire - Water Maintenance (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matter for New Hire for Laborer at $7.25 per hour in the Water Maintenance Department. ID-14-0864 Pay Adjustment - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Personnel Matter for Pay Adjustment for Lieutenant I at $11.24 per hour to Lieutenant Medic I at $13.69 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson H. ID-14-0865 Pay Adjustments - Police Department (3) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Personnel Matter for Pay Adjustments for Police Officer at $16.40 per hour to Police Officer/FTO at $17.15 per hour, Police Officer/FTO at $16.32 per hour to Police Officer at $15.57 per hour, Patrol Officer/FTO at $15.60 per hour to Patrol Officer at $14.85 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I. ID-14-0866 Suspension - Fire Department (1) Present was Fire Chief Atkins, Capt. Carl Carson, Assistant Chief Danczyk, Lt. Willie Holt A discussion was held for Suspension of a Lieutenant in the Fire Department. No action was taken. J. ID-14-0867 Terminations - Recreation/City Pool (27) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Personnel Matters for Terminations in the Recreation/City Pool (27), due to the end of the swim season. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson K. ID-14-0868 Permission to Post - Fire Department - Deputy Chief of Fire Suppression On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request for Permission to Post in the Fire Department for a Deputy Chief of Fire Suppression. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Adjournment On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, December 01, 2014, to take up and act upon any and all matters that may come before the Board.
