Thompson, Alderman Friday, January 9, 2015 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Thompson. Pledge of Allegiance was led by Mayor Flaggs. 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Willis T. Thompson 3. Board Comments: Mayor Flaggs announced the Capital Improvements Projects Monday Meeting at 2:00 p.m. Alderman Thompson discussed the condition of the roads, streets & utilities. 4. Adopt Agenda On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson A. ID-15-0021 Employee Anniversaries: 1. 15 years of service: Building Maintenance - Oakley Daniels Mayor Flaggs recognized Oakley Daniels for fifteen years of service in the Building Maintenance Department. The Mayor and Aldermen congratulated Oakley Daniels for his years of service with the City of Vicksburg. Routine Agenda: A. ID-15-0028 Oath of Office - Trenisha Edwards as Deputy Municipal Court Clerk B. ID-15-0015 Receive Sealed Bids for: 1. Concrete On motion of Alderman Mayfield, seconded by Alderman Thompson, the Board proceeded to open bids submitted for furnishing Concrete in accordance with specifications and instructions for bidding on file in the office of City Clerk: Proof of publication of legal advertisements was presented and ordered filed. CONCRETE: VICKSBURG READY MIX, 1730 Hwy 80 West; Vicksburg, MS 39180 The Purchasing Director stated there are multiple line items and with permission of the Board the bids be made available for review immediately following the Board Meeting rather than reading them aloud at this time. MMC MATERIALS, INC., 815 West Fortification St.; Jackson, MS 39205 The Purchasing Director stated there are multiple line items and with permission of the Board the bids be made available for review immediately following the Board Meeting rather than reading them aloud at this time. On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept and refer the foregoing bids to the Purchasing Department and Various Departments for review and recommendation back to the Board for award. ID-15-0016 Southern Cultural Heritage Center Updates Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of January 2015 and invited the public to attend. The Mayor and Aldermen thanked Ms. Massey for attending the meeting. D. ID-15-0002 Approve request from H.I.V. Services, Inc. for allocation of matching funds in the amount of $26,000.00 pursuant to Section 21-19-3 of the Mississippi Code Attachments: Allocation On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request from H.I.V. Services, Inc. for allocation of matching funds in the amount of $26,000.00 pursuant to Section 21-19-3 of the Mississippi Code. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0019 Declare Monday, January 19, 2015 a City Holiday in observance of Robert E. Lee and Dr. Martin Luther King, Jr. Birthdays Attachments: Holiday On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to Declare Monday, January 19, 2015 a City Holiday in observance of Robert E. Lee and Dr. Martin Luther King, Jr. Birthdays. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-15-0020 Approve additions to Employee Driving List: 1. TV23 - Mahersalahashbaz Banks, Chandayus Cooper Attachments: Driving List On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve additions to Employee Driving List: TV23 - Mahersalahashbaz Banks, Chandayus Cooper. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-15-0031 Authorize Mayor to execute letter to Warren County Board of Supervisors regarding Interlocal Agreement for Emergency Services Attachments: Interlocal Agreement On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize Mayor to execute letter to Warren County Board of Supervisors regarding Interlocal Agreement for Emergency Services. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Resolutions: H. ID-15-0029 Adopt Resolution Declaration of Emergency to Repair Samsung (DYM) Heating and Cooling System at the Depot Located at 1000 Levee Street Attachments: Resolution (Depot) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt Resolution Declaration of Emergency to Repair Samsung (DYM) Heating and Cooling System at the Depot Located at 1000 Levee Street. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2015-028 City of Vicksburg Page 2 Printed on 3/27/2015 Board of Mayor and Aldermen Minutes - Final January 9, 2015 I. ID-15-0032 Adopt Purchased Gas Adjustment effective January 31, 2015 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt Resolution for Purchased Gas Adjustment effective February 1, 2015. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2015-029 Contracts: J. ID-15-0018 Authorize Mayor to execute Sixth Amendment to License Agreement between Utility Service Communications Co., Inc. and AT&T for Water Tank located at 3580 South Frontage Road Attachments: License Agreement On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor to execute Sixth Amendment to License Agreement between Utility Service Communications Co., Inc. and AT&T for Water Tank located at 3580 South Frontage Road. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Building Maintenance Department (1); Pay Adjustments in the Police Department (3); Suspension in the Water Maintenance Department (1), Fire Department (1); Permission to Post in the Water Maintenance Department (5). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Building Maintenance Department (1); Pay Adjustments in the Police Department (3); Suspension in the Water Maintenance Department (1), Fire Department (1); Permission to Post in the Water Maintenance Department (5). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the Mayor and Aldermen of the City of Vicksburg went into executive session to discuss Personnel Action Forms for Longevity Pay in the Building Maintenance Department (1); Pay Adjustments in the Police Department (3); Suspension in the Water Maintenance Department (1), Fire Department (1); Permission to Post in the Water Maintenance Department (5). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Nancy Thomas - City Attorney, Tasha W. Jordan - Deputy City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Walterine Langford - Human Resource Director, Danitta Reed - Southward's Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-15-0022 Longevity - Building Maintenance (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay for Carpenter from $19.74 per hour to $19.83 per hour in the Building Maintenance Department. ID-15-0023 Pay Adjustments - Police Department (3) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustments for Sergeant from $25.62 per hour to $25.82 per hour, Police Officer from $14.95 per hour to $15.15 per hour, Police Officer/FTO from $17.15 per hour to Police Officer at $16.40 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-15-0024 Suspension - Water Maintenance (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Suspension for Laborer for five (5) days in the Water Maintenance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-15-0025 Suspension - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Suspension for Firefighter in the Fire Department, until Family Medical Leave paperwork us submitted to the Human Resource Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0027 Permission to Post for three (3) Foremen and two (2) Laborers in the Water Maintenance Department On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request to Post for three (3) Foremen and two (2) Laborers in the Water Maintenance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Litigation Matters: F. ID-15-0030 Potential Litigation Matter Potential Litigation was discussed on last call for alcohol. No action was taken. Docket of Claims: K. ID-15-0017 Approve Claims Docket Alderman Mayfield recused himself from the Board Meeting. The City Clerk presented the Docket of Claims numbering 1124775 through 124921; 709 through 717. On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and Alderman voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Alderman Mayfield returned to the Board Meeting. Aye: 2- Mayor Flaggs, and Alderman Thompson Recused: 1- Alderman Mayfield Adjournment On motion of Alderman Thompson, seconded by Mayor Flaggs, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Tuesday, January 20, 2015, to take up and act upon any and all matters that may come before the Board.
