Board Comments: Alderman Thompson congratulated Mayor Flaggs and Alderman Mayfield on their Community Service Award. 4. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson L. ID-15-0045 Authorize Mayor to execute contract with JBHM Architects, PA for Elevator Project at Vicksburg Municipal Airport Attachments: JBHM On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute contract with JBHM Architects, PA for Elevator Project at Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson M. ID-15-0046 Authorize Mayor to execute Release and Settlement of Claims with J&J Aviation and Others for damage to PAPI Light System at Vicksburg Municipal Airport This item was removed at the beginning of the Board Meeting. ID-15-0047 Authorize Mayor to execute Agreement with Demetriuse Claiborne for the purposes of the City paying for paramedic training Attachments: Paramedic Training On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Agreement with Demetriuse Claiborne for the purposes of the City paying for paramedic training. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Mayor Flaggs excused himself from executive session. Alderman Mayfield is now Mayor Pro-Tem Mayfield. Mayor Pro-Tem Mayfield moved the Mayor Pro-Tem and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Pro-Tem Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor Pro-Tem and Alderman discussed whether or not they should go into executive session. Mayor Pro-Tem Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (2); New Hire in the Recreation Department (1); Promotions in the Fire Department (4); Pay Adjustments in the Police Department (1); Retro Pay Adjustment in the Police Department (1); Discussion in the Police Department (1), Fire Department; Permission to Post in the Traffic Department. The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Pro-Tem Mayfield, Alderman Thompson. None voting nay, the motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (2); New Hire in the Recreation Department (1); Promotions in the Fire Department (4); Pay Adjustments in the Police Department (1); Retro Pay Adjustment in the Police Department (1); Discussion in the Police Department (1), Fire Department; Permission to Post in the Traffic Department. The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Pro-Tem Mayfield, Alderman Thompson. Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs Personnel Matters: A. ID-15-0049 Longevity - Fire Department (2) On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, the Mayor Pro-Tem and Alderman voted to approve Longevity Pay for Firefighter/Ambulance from $13.93 per hour to $13.99 per hour, EMS Rescue from $12.48 per hour to $12.54 per hour, in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs B. ID-15-0055 New Hire - Recreation Department (1) On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, the Mayor Pro-Tem and Alderman voted to approve New Hire for Basketball Referee at $20.00 per game in the Recreation Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs C. ID-15-0050 Promotions - Fire Department (4) On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, the Mayor Pro-Tem and Alderman voted to approve Promotions for Captain V+ at $15.70 per hour to Assistant Chief I at $15.74 per hour, Lieutenant V at $12.62 per hour to Captain I at $12.77 per hour, Lieutenant V at $12.48 per hour to Captain I at $12.64 per hour, Firefighter/Ambulance III at $10.58 per hour to Lieutenant I at $11.24 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs D. ID-15-0056 Pay Adjustment - Police Department (1) On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, the Mayor Pro-Tem and Alderman voted to approve Pay Adjustment for Police Officer FTO at $16.84 per hour to Police Officer at $16.09 per hour in the Police Department. The motion was adopted unanimously by the following vote: E. ID-15-0051 Retro Pay Adjustment - Police Department (1) On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, the Mayor Pro-Tem and Alderman voted to approve the Retro Pay Adjustment for Police Officer in the Police Department. She is due retro pay for the period of October 17, 2014 through January 06, 2015. A total of 527.90 hours X.75 = $395.93, total due to the employee. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs F. ID-15-0052 Discussion - Executive Safety Appeal - Police Department (1) Also present: Attorney Marshall Sanders, Police Officer Judson Magloire, Safety Director James York, Deputy Police Chiefs Edwards and Stewart A discussion was held on an Executive Safety Appeal in the Police Department. ID-15-0053 Permission to Post - Traffic Supervisor in the Traffic Department (1) On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, the Mayor Pro-Tem and Alderman voted to approve request to Post for Traffic Supervisor in the Traffic Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Thompson Recused: 1- Mayor Flaggs Adjournment On motion of Alderman Thompson, seconded by Mayor Pro-Tem Mayfield, and unanimously passed, the Mayor Pro-Tem and Alderman of the City of Vicksburg adjourned to meet 10 o’clock a.m., Friday, January 23, 2015, to take up and act upon any and all matters that may come before the Board.
