Invocation was given by Alderman Thompson.
Pledge of Allegiance was led by Nancy Thomas.

3. Board Comments:
Mayor Flaggs commends Nancy Thomas - City Attorney for her working on a
compromise with the bar owners to sell alcohol.
4. Adopt Agenda
On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:

A. ID-15-0070 Employee Anniversaries:
1. 20 years of service: Police - Joe Shows
Mayor Flaggs recognized Joe Shows in the Police Department, with twenty (20)
years of service.
The Mayor and Aldermen congratulated Joe Shows for his years of service with
the City of Vicksburg.

Aldermen voted to approve Award Sealed Bid for Concrete to MMC Materials, Inc.
of Jackson, MS. The motion was adopted unanimously by the following vote:

B. ID-15-0080 Additional appointments to the Mayor's site selection committee and
finance committee for the sports complex
On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve the additional appointments to the Mayor's site
selection committee and finance committee for the sports complex (Bill
Lauderdale, John Arnold, John Smith). The motion was adopted unanimously by
the following vote:

C. ID-15-0062 Approve the following requests from Main Street:
1. January and February 2015 Advertising
2. Permission to expend funds of no more than $900.00 for promotional

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and
Aldermen voted to approve the following requests from Main Street: January and
February 2015 Advertising; Permission to expend funds of no more than $900.00
for promotional items for Downtown Mardi Gras Parade. The motion was adopted
unanimously by the following vote:

D. ID-15-0081 Authorize Mayor to execute Release and Settlement of All Claims with
J&J Aviation and Others for damage to Precision Approach Path
Indicator (PAPI) Light System at the Vicksburg Municipal Airport
On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to authorize the Mayor to execute Release and Settlement of All
Claims with J&J Aviation and Others for damage to Precision Approach
Path Indicator (PAPI) Light System at the Vicksburg Municipal Airport. The
motion was adopted unanimously by the following vote:

E. ID-15-0061 Discuss dilapidated buildings and overgrown lot codes and authorize
Victor Gray-Lewis, Director of Community Development to proceed to
cut, clean, and demolish properties

Victor Gray-Lewis, Director of Community Development came before the Board to
discuss and request permission to proceed to cut, clean and demolish the
attached properties:
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. The motion was
adopted unanimously by the following vote:

F. ID-15-0067 Approve Application from Vicksburg-Warren School District for
Complimentary Use of Vicksburg City Auditorium for Bus Drivers and
Monitors Award Banquet on May 2, 2015

On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve Application from Vicksburg-Warren School District
for Complimentary Use of Vicksburg City Auditorium for Bus Drivers and
Monitors Award Banquet on May 2, 2015. The motion was adopted unanimously
by the following vote:

G. ID-15-0059 Authorize City Clerk to Publish Notice of Final Settlement to Hemphill
Construction Co., Inc. for the following project:
1. Quick Connections to Pump Station

On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to authorize the City Clerk to Publish Notice of Final Settlement
to Hemphill Construction Co., Inc. for the following project: Quick Connections to
Pump Station. The motion was adopted unanimously by the following vote:

H. ID-15-0073 Approve renewal of Weed Control contract with Weed Pro, LLC for an
additional year

Aldermen voted to approve renewal of Weed Control contract with Weed Pro,
LLC for an additional year. The motion was adopted unanimously by the

On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve application number two for payment in the amount of
$8,808.68 and application number three final for payment in the amount of
$4,405.30 to Pavecon, Ltd. for Vicksburg Auditorium Handicapped Ramp Project
and Accept Close Out documents of the same. The motion was adopted
unanimously by the following vote:

The City Sexton presented report of collections, account opening graves, etc.
for the month of December 2014 as follows: Riles Funeral Home - $350.00;
Dillon Chisley Funeral Home - $475.00; Fisher Funeral Home - $200.00;
Glenwood Funeral Home - $675.00; Jefferson Funeral Home - $2,925.00;
Lakeview Funeral Home - $1,875.00.
The City Clerk presented the Privilege License Report for new
businesses for the month of December 2014.
The City Clerk presented report of Mayor and Treasure from the
Vicksburg Police Department in the amount of $163,153.64 for
December 2014.
The City Clerk presented the December 2014 Detailed Budget
Report for Approval.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the following Reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax
Collection, Delinquent Tax Collection. The motion was unanimously adopted
by the attached vote:

N. ID-15-0068 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 124922 through
125130; 718 through 719.
On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor
and Alderman voted to approve Claims Docket. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Thompson
Executive Session:
Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman
Thompson. None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discuss whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for Longevity Pay in the Police Department (1); Pay Adjustment in
the Police Department (1); Discussion in the Sewer Department (1), Fire
Department (1); Potential Litigation Matter (1); Discussion-Litigation Matter. The
motion was seconded by Alderman Thompson, and upon vote being taken, the
following voting aye; Mayor Flaggs, Alderman Thompson. None voting nay, the
motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Police Department (1);
Pay Adjustment in the Police Department (1); Discussion in the Sewer
Department (1), Fire Department (1); Potential Litigation Matter (1);
Discussion-Litigation Matter. The motion was seconded by Alderman
Thompson, and upon vote being taken, the following voting aye; Mayor Flaggs,
Alderman Thompson. None voting nay, the Mayor and Alderman of the City of
Vicksburg went into executive session to discuss Personnel Action Forms for

The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Nancy Thomas - City Attorney, Brian Boykins - Mayor’s Administrative Assistant,
Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource
Director, John W. Carroll, Sr. - Assistant City Clerk, Danitta Reed - Southward's
Administrative Assistant.
Aye: 2- Mayor Flaggs, and Alderman Thompson
Personnel Matters:
A. ID-15-0071 Longevity - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Alderman voted to approve the Longevity Pay for Sergeant/Watch
Commander from $22.00 per hour to $23.00 per hour for twenty (20) years of
service in the Police Department (1). The motion was adopted unanimously
by the following vote:

B. ID-15-0074 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Alderman voted to approve Retro Pay for Records Specialist to pay
employee for hours worked for her longevity from December 13, through
December 23, 2014. total hours worked 56x.08 = $4.48 due to employee in the
Police Department (1). The motion was adopted unanimously by the following
vote:

C. ID-15-0075 Discussion - Sewer Department (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Alderman had a Discussion regarding Laborer in the Sewer Department
pertaining to the Family Medical Leave Policy (2), a written warning was
issued to include both matters and the time not be assess as unexcused
absences. The motion was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Thompson
D. ID-15-0076 Discussion - Fire Department - Tier System (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, a discussion
was held on the Tier System in the Fire Department. The Mayor and
Alderman decided to do raises based on the Human Resource Department
calculations. The motion was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Thompson
Litigation Matters:
E. ID-15-0078 Potential Litigation Matter
A Potential Litigation Matter was discussed regarding Nation Green
withdrawing the contract for the Cemetery Grass Cutting. No action was
taken.
F. ID-15-0079 Discussion - Litigation Matter
A Litigation Matter discussion was held. No action was taken .
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Thompson, and unanimously
passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10
o’clock a.m., Monday, February 02, 2015, to take up and act upon any and all
matters that may come before the Board.
