Thompson, Alderman Tuesday, February 17, 2015 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Mayfield. Board Comments: No Board Comments 4. Adopt Agenda ADD: Approve Addendum No. 1 to Reroof Vicksburg Convention Center Project with JH&H Builders On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Adopt Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson A. ID-15-0141 Employee Anniversaries: 1. 20 years of service: Water Treatment Plant - Marilyn Rose Edwards 2. 10 years of service: Gas Plant - James Hicks Mayor Flaggs recognized Marilyn Rose Edwards in the Water Treatment Plant; with twenty (20) years of service. James Hicks in the Gas Plant, with ten (10) years of service. The Mayor and Aldermen congratulated Marilyn Rose Edwards and James Hicks for their years of service with the City of Vicksburg. B. ID-15-0134 Approve request for radio advertisement from KHits 104.5, River 101.3 and 92.7 The Touch for Riverfest Updates Attachments: Radio Ad Mayor Flaggs stated that purchasing an advertisement from KHits 104.5, River 101.3 and 92.7 The Touch for Riverfest Updates will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. ID-15-0137 Approve request from St. James No. 1 Church to block streets at the intersection of Jefferson and Adams on Sunday, March 22, 2015 from 2:00 p.m. - 5:00 p.m. for the pastor's 9th Year Appreciation Program Attachments: Appreciation Program On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve request from St. James No. 1 Church to block streets at the intersection of Jefferson and Adams on Sunday, March 22, 2015, from 2:00 p.m. - 5:00 p.m. for the pastor's 9th Year Appreciation Program. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-15-0156 Approve request from Irene Ward for permission to host an annual Vicksburg Small Business Festival on Saturday, March 14, 2015 from 10:00 a.m. - 10:00 p.m. and block Grove Street and 3rd North Street, Popular Street and 5th North Street and the corners of Clay Street and Fillmore Street Attachments: Festival On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve request from Irene Ward for permission to host an annual Vicksburg Small Business Festival on Saturday, March 14, 2015 from 10:00 a.m. - 10:00 p.m. and block Grove Street and 3rd North Street, Popular Street and 5th North Street and the corners of Clay Street and Fillmore Street. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-15-0140 Adopt Revised Vicksburg Police Department Policies and Procedures: 1. Transporting Arrested Persons - Policy Number 4.11 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt Revised Vicksburg Police Department Policies and Procedures: Transporting Arrested Persons - Policy Number 4.11. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0154 Approve Municipal Compliance Questionnaire for year ending September 30, 2014 On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Municipal Compliance Questionnaire for year ending September 30, 2014. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-15-0155 Approve additions to Employee Driving List: 1. Jalen Williams, Zachary Trim, Thomas McCalpin - Water Maintenance Department 2. Corey Smith - Community Development Attachments: Driving List On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve additions to Employee Driving List: Jalen Williams, Zachary Trim, Thomas McCalpin in the Water Maintenance Department; Corey Smith in the Community Development Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-15-0139 Approve Pay Application Number 2 Final from Sunbelt Sealing, Inc. in the amount of $7,298.70 to Rehabilitate Main Apron at the Vicksburg City of Vicksburg Page 2 Printed on 4/20/2015 Board of Mayor and Aldermen Minutes - Final February 17, 2015 Municipal Airport [3-28-0073-007-2014] and Accept Close Out documents of the same Attachments: Final Payment (Rehab Main Apron) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Application Number 2 Final from Sunbelt Sealing, Inc. in the amount of $7,298.70 to Rehabilitate Main Apron at the Vicksburg Municipal Airport [3-28-0073-007-2014] and Accept Close Out documents of the same. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson H. ID-15-0136 Discuss dilapidated buildings and overgrown lot codes and authorize Victor Gray-Lewis, Director of Community Development to proceed to cut, clean and demolish properties Attachments: Special Assessment Victor Gray-Lewis, Director of Community Development, came before the Board to discuss and request permission to proceed to cut, clean and demolish the attached property. No action was taken. Contracts: I. ID-15-0138 Authorize Mayor to execute Airport Hangar Lease Agreements with: 1. Timothy Trotter 2. Farmland Services, LLC Attachments: Lease Agreemnt (Trotter) Lease Agreement (Farmland) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Airport Hangar Lease Agreements with: Timothy Trotter; Farmland Services, LLC. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson J. ID-15-0216 Approve addendum No. 1 with JH & H Architects for Vicksburg Convention Center Re-Roof On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Addendum No. 1 to Reroof Vicksburg Convention Center Project with JH&H Builders. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: ADD: Executive Session: Promotion - Water Department (1) Suspension - Street Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to add a Promotion in the Water Department (1) and a Suspension in the Street Department (1). The motion was adopted unanimously the the following vote: Aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Water Treatment Plant (1), Gas Plant (1); New Hire in the Street Department (1); Pay Adjustment in the Police Department (1), Sewer Department (1), Street Department (1); Resignation in the City of Vicksburg Page 3 Printed on 4/20/2015 Board of Mayor and Aldermen Minutes - Final February 17, 2015 Recreation Department (1); Retirement in the Traffic Department (1); Suspension in the Animal Control (1); Discussion in the Fire Department; Added Items: Promotion in the Water Department (1); Suspension in the Street Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Water Treatment Plant (1), Gas Plant (1); New Hire in the Street Department (1); Pay Adjustment in the Police Department (1), Sewer Department (1), Street Department (1); Resignation in the Recreation Department (1); Retirement in the Traffic Department (1); Suspension in the Animal Control (1); Discussion in the Fire Department; Added Items: Promotion in the Water Department (1); Suspension in the Street Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the Mayor and Aldermen of the City of Vicksburg went into executive session to discuss Personnel Action Forms for Longevity Pay in the Water Treatment Plant (1), Gas Plant (1); New Hire in the Street Department (1); Pay Adjustment in the Police Department (1), Sewer Department (1), Street Department (1); Resignation in the Recreation Department (1); Retirement in the Traffic Department (1); Suspension in the Animal Control (1); Discussion in the Fire Department; Added Items: Promotion in the Water Department (1); Suspension in the Street Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Nancy Thomas - City Attorney, Walter W. Jordan - Deputy City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Walterine Langford - Human Resource Director Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-15-0142 Longevity - Water Treatment Plant (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay for Secretary II from $14.58 per hour to $14.67 per hour in the Water Treatment Plant, for twenty (20) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-15-0143 Longevity - Gas Plant (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay for Gas Welder from $19.26 per hour to $19.34 per hour in the Gas Plant, for ten (10) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-15-0145 New Hire - Street Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for Concrete Foreman at $13.00 per hour in the Street Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-15-0146 Pay Adjustment - Police Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustment for Investigator at $20.35 per hour to $20.55 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0147 Pay Adjustment - Sewer Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustment for Laborer from $7.25 per hour to $8.00 per hour in the Sewer Department. Effective February 07, 2015 through February 10, 2015. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-15-0149 Resignation - Recreation Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept Resignation from Softball Umpire in the Recreation Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson H. ID-15-0150 Retirement - Traffic Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept Retirement from Traffic Supervisor in the Traffic Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I. ID-15-0151 Suspension - Animal Control (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Suspension of Laborer for five (5) days for not responding to calls while on-call in the Animal Control. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson J. ID-15-0152 Discussion - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to deny rescinding Letter of Resignation for Firefighter/Paramedic in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson K. ID-15-0217 Promotion - Water Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Promotion of Laborer at $8.00 per hour to Foreman at $9.00 per hour in the Water Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson L. ID-15-0218 Suspension - Street Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Suspension for Equipment Operator for fifteen (15) days for allowing his Department of Transportation Medical Card to expire for his commercial driver's license and pay reduced accordingly until CDL is reinstated in the Street Department.
