Thompson, Alderman Monday, March 2, 2015 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Thompson. Pledge of Allegiance was led by Walter W. Osborne, Jr., City Clerk. 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Willis T. Thompson 3. Board Comments: No comments were made. 4. Adopt Agenda DELETE: Receive Sealed Bids for: 2. Cedar Hill Cemetery Grass Cutting On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson A. ID-15-0202 Employee Anniversaries: 1. 20 years of service: Water & Gas Administration - Angela Bell Mayor Flaggs recognized Angela Bell in the Water & Gas Administration, with twenty (20) years of service. The Mayor and Aldermen congratulated Angela Bell for her years of service with the City of Vicksburg. B. ID-15-0198 Proclamation - American Red Cross Month Routine Agenda: A. ID-15-0174 Receive Sealed Bids for: 1. Liquid Chlorine Bleach On motion of Alderman Thompson, seconded by Alderman Mayfield, the Board proceeded to open bids submitted for furnishing Liquid Chlorine Bleach in accordance with specifications and instructions for bidding on file in the office of City Clerk: Proof of publication of legal advertisements was presented and ordered filed. LIQUID CHLORINE BLEACH: ALLIED UNIVERSAL CORPORATION, 3901 NW 115 Avenue; Miami, FL 33178 Liquid Chlorine Bleach: $.91/Gallon Storage Tanks: $10.00 Annual Lease Each Tank $10.00 Annual Lease Each Containment On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept and refer the foregoing bids to the Purchasing Department and Various Departments for review and recommendation back to the Board for award. ID-15-0175 Approve request for radio sponsorship from Lendsi Radio, LLC V105.5 for 2015 Miss Mississippi and Miss Outstanding Teen Pageants Attachments: Lendsi Mayor Flaggs stated that purchasing an advertisement from Lendsi Radio, LLC V105.5 for 2015 Miss Mississippi and Miss Outstanding Teen Pageants will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a radio ad from Lendsi Radio, LLC V105.5 Miss Mississippi and Miss Outstanding Teen Pageants in the amount of $295.00 per month (April, May and June). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-15-0196 Approve request from The Exchange Club of Vicksburg Child and Parent Center, Inc. for permission to use playground at Catfish Row and adjacent facilities for the purpose of holding an annual fundraiser "Zoo Party in the Park" on Saturday, April 25, 2015 from 10:00 a.m. until 2:00 p.m. Attachments: CAP Center On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve request from The Exchange Club of Vicksburg Child and Parent Center, Inc. for permission to use playground at Catfish Row and adjacent facilities for the purpose of holding an annual fundraiser "Zoo Party in the Park" on Saturday, April 25, 2015 from 10:00 a.m. until 2:00 p.m. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-15-0197 Approve request for advertisement from Vicksburg Homecoming Benevolent Club for its 40th Annual Vicksburg Homecoming to be held on July 2 - 5, 2015 Attachments: VHBC Mayor Flaggs stated that purchasing an advertisement from Vicksburg Homecoming Benevolent Club for its 40th Annual Vicksburg Homecoming will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from the Vicksburg Homecoming Benevolent Club for its 40th Annual Vicksburg Homecoming Event in the amount of $1,000.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0201 Approve request from Port Gibson Main Street for permission to borrow seventy-five (75) metal barricades for their 22nd Annual Port Gibson Heritage Festival on Saturday, March 28, 2015 Attachments: PG Main Street On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request from Port Gibson Main Street for permission to borrow seventy-five (75) metal barricades for their 22nd Annual Port Gibson Heritage Festival on Saturday, March 28, 2015. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-15-0199 Authorize Mayor to execute Memorandum of Understanding with Mississippi State Fire Academy for Airport Refresher Fire Fighting Training Attachments: Fire Academy On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Memorandum of Understanding with Mississippi State Fire Academy for Airport Refresher Fire Fighting Training. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Docket of Claims: H. ID-15-0212 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 125644 through 125646. On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Water & Gas Administration (1); New Hire in the Fire Department (1), Police Department (1); Pay Adjustment in the Fire Department (1), Police Department (3); Suspension in the Gas Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Water & Gas Administration (1); New Hire in the Fire Department (1), Police Department (1); Pay Adjustment in the Fire Department (1), Police Department (3); Suspension in the Gas Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the Mayor and Aldermen of the City of Vicksburg went into executive session to discuss Personnel Action Forms for Longevity Pay in the Water & Gas Administration (1); New Hire in the Fire Department (1), Police Department (1); Pay Adjustment in the Fire Department (1), Police Department (3); Suspension in the Gas Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Walter W. Osborne, Jr. - City Clerk, Nancy Thomas - City Attorney, Walterine Langford - Human Resource Director, Brian Boykins - Mayor’s Administrative Assistant, Danitta Reed - Southward's Administrative Assistant. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-15-0203 Longevity - Water & Gas Administration (1) City of Vicksburg Page 3 Printed on 4/20/2015 Board of Mayor and Aldermen Minutes - Final-revised March 2, 2015 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay for Customer Service Representative at $14.59 per hour to $14.68 per hour in the Water & Gas Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-15-0204 New Hire - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for paramedic I at $11.04 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-15-0205 New Hire - Police Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for Police Officer at $15.65 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-15-0206 Pay Adjustment - Fire Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustment for Captain III at $13.58 per hour to Captain IV at $13.84 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0207 Pay Adjustments - Police Department (3) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustments for Police Officer at $14.05 per hour to Police Officer/FTO at $14.80 per hour, Police Officer at $15.57 per hour to $15.77 per hour, Police Officer at $14.45 per hour to $14.65 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-15-0208 Suspension - Gas Department (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Suspension of Dispatcher for twenty (20) days in the Gas Department. Violation of Attendance Policy, failure to perform work assignments according to established protocols. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Adjournment On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Tuesday, March 10, 2015, to take up and act upon any and all matters that may come before the Board.
