Ms. Stacey Massey, of the Southern Cultural Heritage Center, came before the

Heritage Center for the month of March 2015 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Massey for attending the meeting.

2015 in Downtown Vicksburg; Assistance from the City's Traffic, Police,
Community Services, Building Maintenance, Right of Way, and Street
Departments. The motion was adopted unanimously by thee following vote:

and Aldermen voted to Approve allocation of funds in the amount of $15,000.00
to the Riverfest, Inc. for sponsorship for Riverfest 2015. The City is authorized
pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972, as amended.
This brings into favorable notice the opportunities, possibilities & resources of
the City and will be helpful toward advancing the moral, financial and other
interests of the City. The motion was adopted unanimously by the following

Mayor Flaggs stated that purchasing an advertisement from BluzCruz Marathon
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of an ad from BluzCruz Marathon in the amount of $500.00, along
with permission to use north boat ramp at City Riverfront to remove race boats
from the canal. Use of restrooms at Catfish Row. The motion was adopted

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discuss whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Pay Adjustments in the Street Department (1),
Landscape Department (1), Sewer Department (1); Resignation in the Sewer
Department (1); Grievance hearing in the Police Department (1). The motion was
seconded by Alderman Thompson, and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting
nay, the motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Pay Adjustments in the Street Department
(1), Landscape Department (1), Sewer Department (1); Resignation in the Sewer
Department (1); Grievance hearing in the Police Department (1). The Mayor and
Aldermen of the City of Vicksburg went into executive session to discuss
Personnel Action Forms for Pay Adjustments in the Street Department (1),
Landscape Department (1), Sewer Department (1); Resignation in the Sewer
Department (1); Grievance hearing in the Police Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Thompson, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Brian Boykins - Mayor’s Administrative Assistant, Walterine Langford -
Human Resource Director, Danitta Reed - Southward's Administrative Assistant,
John W. Carroll, Sr. - Assistant City Clerk.

Personnel Matters:
A. ID-15-0239 Pay Adjustment - Street Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Laborer from $7.25
per hour to $8.00 per hour in the Street Department. The motion was adopted
unanimously by the following vote:

B. ID-15-0240 Pay Adjustment - Landscape Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Laborer at $7.25
per hour to $8.00 per hour in the Landscape Department. The motion was
adopted unanimously by the following vote:

C. ID-15-0241 Pay Adjustment - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the

per hour to $8.00 in the Sewer Department. The motion was adopted
