Invocation was given by Alderman Mayfield.
Pledge of Allegiance was led by Alderman Thompson.

3. Board Comments:
Mayor Flaggs, thanked the Legislative Leadership for passing the Sports
Complex Bill. An election may by held in January 2016.
Alderman Mayfield, stated that placing a vote for the change of municipal
government on same ballot as the Sports Complex Bill will be confusing.
Alderman Thompson, stated the Sports Complex Board made all the right moves
in their process; Applications for summer youth workers are available online on
the city's web page.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt as amended the 4. Adopt Agenda. The motion was

Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of April 2015 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.

On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously
passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase
of an ad from The River City Special Olympics Softball Team in the amount of
$500.00. The motion was adopted unanimously by the following vote:

C. ID-15-0327 Approve request for advertisement from Tyner-Ford American Legion
Post 213 in Commemoration of the 50th Anniversary of the Vietnam
War

Mayor Flaggs stated that purchasing an advertisement from Tyner-Ford
American Legion Post 213 in Commemoration of the 50th Anniversary of the
Vietnam War will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a full page ad from Tyner-Ford American Legion Post 213 in
Commemoration of the 50th Anniversary of the Vietnam War in the amount of
$100.00. The motion was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a hole sponsorship ad from Porter's Chapel Academy for the
11th Annual Bubba Mims Memorial Golf Classic in the amount of $100.00. The

Mayor and Aldermen voted to authorize the Mayor to execute Contract with
Hemphill Construction Company, Inc. for Installation of New Lime Slakers

by the following vote:

Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discuss whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Right of Way Department (1),
Recreational Programs (3); Pay Adjustment in the Police Department (1), Sewer
Department (1), Water Maintenance Department (1), Fire Department (3); Retro
Pay Adjustment in the Police Department (1); Resignation in the Fire Department
(1), Police Department (1); Suspension in the Water Maintenance Department (1),
Street Department (1), Sewer Department (1); Termination in the Recreation
Programs (1); Permission to Post in the Recreation Programs (1). The motion
was seconded by Alderman Thompson, and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting
nay, the motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hire of Zero Turn Operator at
$8.08 per hour in the Right of Way Department. The motion was adopted
unanimously by the following vote:

B. ID-15-0334 New Hires - Recreational Programs (3)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hires for three (3) Softball
Umpires at $20.00 per game each in the Recreational Programs. The motion
was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Captain V+ at
$14.58 per hour to $14.84 per hour; Captain Paramedic III at $16.09 per hour
to Captain Paramedic V at $16.63 per hour; Lieutenant IV at $12.35 per hour to
Lieutenant V at $12.62 per hour in the Fire Department. The motion was
adopted unanimously by the following vote:

G. ID-15-0339 Retro Pay Adjustment - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Retro Pay Adjustment for Police
Officer for hours worked for the pay period of February 21 - March 17, 2015
due to the employee for not being paid the increase amount of $.20 for
longevity pay. Total regular hours worked 149.10X.20+$29.82 total amount
due in the Police Department. The motion was adopted unanimously by the
following vote:

H. ID-15-0348 Resignation - Fire Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept Resignation from Paramedic in the Fire
Department. The motion was adopted unanimously by the following vote:

I. ID-15-0341 Resignation - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept Resignation from Police Officer, under
the threat of termination, in the Police Department. The motion was adopted

J. ID-15-0340 Suspension - Water Maintenance Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Suspension of Laborer for twenty (20)
days in the Water Maintenance Department. The motion was adopted
unanimously by the following vote:

K. ID-15-0354 Suspension - Street Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Suspension for Concrete Foreman
indefinitely, pending a termination hearing for positive drug test in the Street
Department. The motion was adopted unanimously by the following vote:

L. ID-15-0353 Suspension - Sewer Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the

due to being investigated for criminal activity in the Sewer Department. The
