On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt the Board Agenda as amended. The motion was
adopted unanimously by the following vote:

Routine Agenda:
A. ID-15-1389 Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of December 2015 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
B. ID-15-1385 Approve the following requests from Tina Hayward:
1. Permission to hang Christmas lights at the median near the
intersections of Coccaros Alley, Marcus Street and Speed Street where
they meet Halls Ferry Road
2. Assistance from the City Maintenance Department in installing and
removing the solar Christmas lights

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept recommendation of Allen & Hoshall to reject bid
from J.S. Haren, low bidder, for not attaching a copy of their nonresident
contractor's current state law and award bid and contract for Installation of New
Reactor Clarifier to Greenbriar in the amount of $1,221,000.00. The motion was
adopted unanimously by the following vote:

D. ID-15-1416 Authorize City Clerk to advertise Request for Proposal (RFP) for
Financing the Purchase of Motorola Radios and Communications
Infrastructure
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize City Clerk to advertise Request for Proposal
(RFP) for Financing the Purchase of Motorola Radios and Communications
Infrastructure. The motion was adopted unanimously by the following vote:

E. ID-15-1396 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety and welfare of the community

Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
2001 Royal Street, PPIN 05069; owned by the State of Mississippi (cut grass /
weeds; remove trash & debris)
1225 Bowmar Avenue, PPIN 17021; owned by Robert H. Tolliver (cut grass /
weeds; remove trash & debris)
1201 Arthur Street, PPIN 21404; owned by Trippa, LLC (cut grass / weeds; remove
trash & debris)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties not complied to be a
public menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the
property owners. Along with the following actions:

$577.21 to Vicksburg-Tallulah Regional Airport for the month of October 2015.

J. ID-15-1394 Approve request from Vicksburg-Warren County Chamber of Commerce
for allocation of matching funds in the amount of $10,000.00 for The
Leader In Me program pursuant to Section 21-19-65 of the Mississippi

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve allocation of funds in the amount of $10,000.00 to
the Vicksburg-Warren County Chamber of Commerce for The Leader in Me
Program. The City is authorized pursuant to Sec. 21-19-65 of the Mississippi
Code of 1972, as amended, for matching funds for social and community service
programs and the City is matching these funds. Funds will be provided through
the Mayor's Discretionary Fund. The motion was adopted unanimously by the
following vote:

K. ID-15-1388 Approve request for advertisement from Jackson Public Schools JROTC
Department for a Half Page ad in the amount of $250.00 (Military Gala)

Schools JROTC Department will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward

On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a half page ad from Jackson Public School JROTC Department
for their Military Gala in the amount of $250.00. The motion was adopted
unanimously by the following vote:

unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a full page ad from Alcorn State University for their Alcorn
Magazine/2015 Fall Issue in the amount of $1,000.00. The motion was adopted

The City Clerk presented the Docket of Claims numbering 129804 through
129828.
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Police Department (1); Department
Transfer in the Landscape Department (1); Pay Adjustment in the Building
Maintenance Department (1); Information Services (1), Municipal Court (1), Police
Department (4); Promotion Pay Correction in the Traffic Department (1);
Resignation in the Cemetery Department (1), Recreation Programs / Tennis (1);
Suspension in the Police Department (1); Suspension / Termination in the Sewer
Department (1); Executive Safety Decision Appeal in the Community Service (1);
Pay Adjustment Correction - Information Technology (1). The motion was
seconded by Alderman Thompson, and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Police Department (1);
Department Transfer in the Landscape Department (1); Pay Adjustment in the
Building Maintenance Department (1); Information Services (1), Municipal Court
(1), Police Department (4); Promotion Pay Correction in the Traffic Department
(1); Resignation in the Cemetery Department (1), Recreation Programs / Tennis
(1); Suspension in the Police Department (1); Suspension / Termination in the
Sewer Department (1); Executive Safety Decision Appeal in the Community
Service (1); Pay Adjustment Correction - Information Technology (1).
The Mayor and Aldermen are now in executive session.

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Department Transfer for a
Seasonal Laborer at $7.25 per hour to Laborer at $7.25 per hour in the
Landscape Department. The motion was adopted unanimously by the
following vote:

C. ID-15-1430 Pay Adjustment - Building Maintenance Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Carpenter at
$20.72 per hour to Assistant Department Head at $22.72 per hour in the
Building Maintenance Department. The motion was adopted unanimously by
the following vote:

D. ID-15-1403 Pay Adjustment - Information Services (2)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the

$14.42 per hour to $15.92 per hour; Pay Adjustment Correction for a
Computer Technician from $21.68 per hour to $24.68 per hour in Information
Services. The motion was adopted by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the

from $10.00 per hour to $11.00 per hour in Municipal Court. The motion was
adopted unanimously by the following vote:

from $14.95 per hour to Police Officer/FTO at $15.70 per hour, Police Officer
at $13.80 per hour to Police Officer/FTO at $14.60 per hour, Police Officer at
$14.45 per hour to Police Officer/FTO at $15.20 per hour, Police Officer at
$14.25 per hour to Police Officer/FTO at $15.00 per hour in the Police
Department, all not to exceed twelve (12) weeks. The motion was adopted

Assistant Supervisor at $15.00 per hour to $15.17 per hour in the Traffic
Department. The motion was adopted unanimously by the following vote:

Mayor and Aldermen voted to approve the Suspension for a Police Officer for
eight (8) days served consecutively in the Police Department. The motion was
adopted unanimously by the following vote:

K. ID-15-1423 Suspension/Termination - Sewer Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Suspension/Termination for an
Operator/Foreman in the Sewer Department. He is to reimburse the City for
cost of gasoline and is on six (6) month probation. The motion was adopted
unanimously by the following vote:

L. ID-15-1390 Executive Safety Decision Appeal - Community Service (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to uphold the decision of the Executive Safety
Committee on a Supervisor with a $200.00 chargeable accident in
Community Service. The motion was adopted unanimously by the following
vote:

M. ID-16-0144 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Thompson, seconded by Alderman Mayfield, the

Items Taken Up in Executive Session. The motion was adopted unanimously
by the following vote:
