Thompson, Alderman Monday, January 4, 2016 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Meeting went into Recess Meeting Reconvened Invocation was given by Pastor Terry White Pledge of Allegiance was led by Alderman Willis T. Thompson 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Willis T. Thompson 3. Board Comments: 4. Adopt Agenda ADD: Authorize Mayor to Execute Letter to MEMA (ID-16-0043) Adopt Resolution to Protect Historic Depot (ID-16-0044) Adopt Resolution to Declare Emergency to Repair Storm Sewer Collapse (ID-16-0045) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Recognitions: A. ID-16-0008 Employee Anniversaries: 1. 30 years of service: Fire Department - Harold Gaines, Darrell Flaggs Mayor Flaggs recognized Harold Gaines and Darrell Flaggs in the Sewer Department with thirty (30) years of service. The Mayor and Aldermen congratulated Harold Gaines and Darrell Flaggs for their years of service with the City of Vicksburg. Routine Agenda: A. ID-16-0003 Vicksburg Convention Center Updates Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of December 2015 and invited the public to attend. The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting. B. ID-16-0014 Authorize the Mayor and Aldermen of the City of Vicksburg to execute Joint Declaration of Local Emergency with Warren County Board of Supervisors Attachments: Joint Declaration On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor and Aldermen of the City of Vicksburg to execute Joint Declaration of Local Emergency with Warren County Board of Supervisors. Martin Luther King Blvd., PPIN 19805; owned by State of Mississippi 4. 1005 Speed Street, PPIN 23020; owned by State of Mississippi 5. 2001 Royal Street, PPIN 5069; owned by State of Mississippi Attachments: Special Assessment The Letters (Statements) and Resolutions / Orders on the following properties were presented to the Board: 21 Davenport Alley, PPIN 21352; owned by Mary Randle et al c/o Susie Craig 1216 1/2 Bonelli Street, PPIN 18252; owned by the State of Mississippi Martin Luther King Blvd., PPIN 19805; owned by the State of Mississippi 1005 Speed Street, PPIN 23020; owned by the State of Mississippi 2001 Royal Street, PPIN 5069; owned by State of Mississippi. On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept the foregoing Letters (Statements) for cost of cutting and cleaning lots and Adopt the following Resolutions / Orders establishing Special Assessments. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-0001 Hearing to determine whether or not the properties listed on the Community Development agenda are a public menace to the public health, safety and welfare of the community Attachments: Special Assessment 2 Victor Gray-Lewis, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following properties: 821 West Pine St., PPIN 15458; owned by Gladys Bingham et al (remove dilapidated garage in rear of property) Castle Alley, PPIN 15437; owned by MG of Vicksburg (cut grass / weeds, remove trash / debris) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to declare the foregoing properties not complied to be a public menace to the public health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owners. Along with the following actions: 821 West Pine St., PPIN 15458; owned by Gladys Bingham et al - 30 day extension granted The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-0006 Approve request for advertisement from Omega Psi Phi Fraternity, Inc. for a full page color ad in the amount of $125.00 (79th Annual District Meeting) Attachments: Omega Psi Phi Ad Mayor Flaggs stated that purchasing an advertisement from Omega Psi Phi Fraternity, Inc. will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from Omega Psi Phi Fraternity, Inc. for their 79th Annual 7th District Meeting in the amount of $125.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E.2 ID-16-0044 Adopt Resolution to Protect Historic Depot Attachments: Resolution - Depot On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt Resolution to Protect Historic Depot. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-098 L.3 ID-16-0045 Adopt Resolution to Declare Emergency to Repair Storm Sewer Collapse Attachments: Resolution - Emergency On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution to Declare Emergency to Repair Storm Sewer Collapse on Clay Street. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-099 Contracts: F. ID-16-0007 Authorize Mayor to execute Consulting Proposal with Plan B Financial Solutions Attachments: Plan B On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Consulting Proposal with Plan B Financial Solutions. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Thompson, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for New Hire in the Police Department (1); Pay Adjustments in the Police Department (10), Fire Department (2); Suspension in City Court (1); Grievance Hearing - Building Maintenance Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken the following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hire in the Police Department (1); Pay Adjustments in the Police Department (10), Fire Department (2); Suspension in City Court (1); Grievance Hearing - Building Maintenance Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Thompson, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-16-0009 New Hire - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hire for Booking Officer at $9.34 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-0010 Pay Adjustments - Police Department (10) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Adjustments for Police Officer from $14.50 per hour to $14.70 per hour, Police Officer from $14.45 per hour to $14.65 per hour, Police Officer from $14.45 per hour to $14.65 per hour, Patrol Officer from $13.85 per hour to $14.05 per hour, Police Officer from $15.00 per hour to $15.20 per hour, Police Officer from $13.85 per hour to $14.05 per hour, Police officer from $13.85 per hour to $14.05 per hour, Police Officer from $13.65 per hour to $13.85 per hour, Police Officer from $13.65 per hour and $13.85 per hour, Police Officer from $14.37 per hour to $14.57 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-0011 Pay Adjustments - Fire Department (2) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Adjustments for Firefighter / Ambulance III from $10.52 per hour to Firefighter III at $9.72 per hour, Firefighter / Ambulance III at $10.58 per hour to Firefighter III at $9.78 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-0012 Suspension - City Court (1) This Agenda Item was tabled. E. ID-16-0013 Grievance Hearing - Building Maintenance Department (1) A discussion was held. No action was taken. F. ID-16-0230 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to come out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Adjournment On motion of Alderman Mayfield, seconded by Alderman Thompson, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Friday, January 08, 2016, to take up and act upon any and all matters that may come before the Board.
