Board Comments: The Mayor and Aldermen recognized the passing of Attorney Landy Teller. 4. Adopt Agenda ADD: Approve Advertisement in Vicksburg Post for a Community Meeting at the City Auditorium on April 26, 2016 (ID-16-637) Adopt Resolution Approving the Adoption and Implementation of the Vicksburg Kuhn Memorial Hospital Urban Renewal Project and Urban Renewal Plan (ID-16-638) Accept Final Payment Application and Closeout Documents for Vicksburg Airport Runway 19 Obstruction Removal AIP Project with Looks Great Services of Mississippi Inc. (ID-16-639) Executive Session: Suspension - Fire Department (1) (ID-16-640) DELETE: Executive Session: Agenda Item D - Pay Adjustment - Police Department (ID-16-461) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Routine Agenda: A. ID-16-445 Approve request for sponsorship from the Vicksburg Warren School District for the 2015-2016 Athletic Banquet in the amount of $500.00 each for: 1. Vicksburg High School 2. Warren Central High School Attachments: VWSD Banquets Mayor Flaggs stated that purchasing an advertisement from Vicksburg Warren School District will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the sponsorship ad from Vicksburg Warren School District for the 2015-2016 Athletic Banquet in the amount of $500.00 each for Vicksburg High and Warren Central High. Attachments: VCC Surplus Property On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to Declare property from the Vicksburg Convention Center as surplus (chairs-460) and authorize surplus items to be sold via sealed bids. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-451 Authorize City Clerk to advertise Sealed Bids for the following: 1. Sale of Surplus Chairs (460) Attachments: Sealed Bids -Chairs (460) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the City Clerk to advertise Sealed Bids for the following: 1. Sale of Surplus Chairs (460). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-16-448 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety, and welfare of the community Attachments: Special Assessment Victor Gray-Lewis, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following properties: 2808 Halls Ferry, PPIN 06072; owned by Patricia Mitchell, et al (remove dilapidated building) 1508 Military, PPIN 16820; owned by Stephanie Ann Gaines (removed dilapidated City of Vicksburg Page 2 Printed on 7/13/2016 Board of Mayor and Aldermen Minutes - Final April 18, 2016 building) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to declare the foregoing properties to be a public menace to the public health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owners. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-16-449 Authorize Mayor to Execute Right-Of-Way Instrument with Entergy Mississippi, Inc Attachments: Entergy On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to Execute Right-Of-Way Instrument with Entergy Mississippi, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G.1 ID-16-637 Approve advertisement in Vicksburg Post for a community meeting at City Auditorium on April 26, 2016 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request from North Ward Alderman Mayfield to advertise in the Vicksburg Post for a Community Meeting at the City Auditorium on April 26, 2016. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Resolutions: H. ID-16-454 Adopt Resolution to Provide In-Kind Services to Child and Parent Center, Inc. Attachments: Resolution - CAP Center Inc. On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution to Provide In-Kind Services to Child and Parent Center, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-123 I. ID-16-455 Adopt Resolution to Provide In-Kind Services to Central Mississippi Prevention Services, Inc. Attachments: Resolution - Mississippi Prevention Services Inc. On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution to Provide In-Kind Services to Central Mississippi Prevention Services, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-124 J. ID-16-456 Adopt Resolution to Provide In-Kind Services to Vicksburg Family Development Attachments: Resolution - Vicksburg Family Development On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution to Provide In-Kind Services to Vicksburg Family Development. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-126 K.1 ID-16-638 Adopt Resolution Approving the Adoption and Implementation of the Vicksburg Kuhn Memorial Hospital Urban Renewal Project and Urban Renewal Plan Attachments: Resolution - Kuhn Memoral Hospital On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt Resolution Approving the Adoption and Implementation of the Vicksburg Kuhn Memorial Hospital Urban Renewal Project and Urban Renewal Plan. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Enactment No: RES 2016-127 Contracts: L. ID-16-453 Authorize Mayor to Execute Amendment No. 3 for Professional Services with Allen & Hoshall Engineers for Continuing Sewer Assessment Program (CASP) Attachments: Allen & Hoshall (CASP) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to Execute Amendment No. 3 for Professional Services with Allen & Hoshall Engineers for Continuing Sewer Assessment Program (CASP). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson L.1 ID-16-639 Accept Final Payment Application and Closeout Documents for Vicksburg Airport Runway 19 Obstruction Removal AIP Project with Looks Great Services of Mississippi Inc. Attachments: Airport Runway 19 On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept Final Payment Application and Closeout Documents for Vicksburg Airport Runway 19 Obstruction Removal AIP Project with Look Great Services of Mississippi, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Thompson, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Thompson moved to go into executive session to discuss Personnel Action Forms for New Hires in the Recreation Programs (2), Right of Way (1), Public Works (1); Suspension in the Parks and Recreation Maintenance Department (1); Permission to Post for Equipment Operator in the Street Department (1); Potential Litigation Matter (1); Suspension in the Fire Department (1). The motion was seconded by Alderman Mayfield, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Thompson, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, Brian Boykins - Mayor’s Administrative Assistant, Danitta Reed - Southward's Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-16-458 New Hires - Recreation Programs (2) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hires for Lifeguard at $7.50 per hour in the Recreation Programs. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-459 New Hire - Right of Way (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hire for Seasonal Laborer at $7.25 per hour in the Right of Way Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-460 New Hire - Public Works (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hire for GIS/CAD at $52,000.00 annually in the Public Works Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-461 Pay Adjustment - Police Department (1) This Agenda Item was removed from the Board Agenda E. ID-16-462 Suspension - Parks and Recreation Maintenance (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the Suspension of an Equipment Operator for eight (8) days for improper use of a city vehicle in the Parks and Recreation Maintenance. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-16-463 Permission to Post - Equipment Operator - Street Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the request to Post for an Equipment Operator in the Street Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Litigation Matters: G. ID-16-464 Potential Litigation Matter On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve payments from David Pierce for damaged light pole. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson H. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I.
