E. ID-16-1559 Approve request for advertisement from Football University Team
Mississippi [Mayor's Discretionary Funds]

Mayor Flaggs stated that purchasing an advertisement from Football University
Team Mississippi will bring into favorable notice the opportunities, possibilities
and resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsor ad from Football University Team Mississippi [Mayor's
Discretionary Fund] in the amount of $500.00. The motion was adopted
unanimously by the following vote:

Mayor Flaggs stated that purchasing an advertisement from Rev. Dr. Martin
Luther King, Jr. Memorial Day Committee; First Mississippi Chapter of Blacks in
Government; and the Vicksburg Branch NAACP will bring into favorable notice

G. ID-16-1569 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety, and welfare of the community

before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
2514 Oak Street, PPIN 15151; owned by Trena D. Taggart (cut grass/weeds;
remove trash & debris)
2513 Oak Street, PPIN 15171; owned by Ida Moore (cut grass/weeds; remove
trash & debris)
Spouts Spring Road, PPIN 14533; owned by The State of Mississippi (cut
grass/weeds; remove trash & debris)
Spouts Spring Road, PPIN 14531; owned by Grant Milton Jr.; (cut grass/weeds;
remove trash & debris)

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties not complied to be a
public menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the
property owners. The motion was adopted unanimously by the following vote:

G-1 ID-16-1621 Rescind the Revised On Call Policy which was Adopted on September
19, 2016 with an effective date of October 1, 2016
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and
Aldermen voted to rescind the Revised On-Call Pay Policy which was Adopted on
September 01, 2016. The motion was adopted unanimously by the following vote:

G-2 ID-16-1622 Authorize Mayor to Execute Agreement to Equally Divide Cost of

Mississippi, and the City of Vicksburg, Mississippi

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to Execute Memorandum
of Understanding Between The Mississippi Wireless Communication, Warren
County, Mississippi, and the City of Vicksburg, Mississippi. The motion was
adopted unanimously by the following vote:

H.1 ID-16-1623 Authorize Mayor to Execute Contract for Services with Tommie
Green, Jr. to provide Entertainment Services for Pavilion Re-Opening

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to Execute Contract for
Services with Tommie Green, Jr. to provide Entertainment Services for
Pavilion Re-Opening December 01, 2016. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Sewer Department (1); Pay
Adjustment in the Cemetery Department (1), Vehicle Maintenance Department (1),
Police Department (2), Court Services (1); Retro Pay Adjustment in Court
Services (1); Rescind Board Approved Pay Adjustment in the Fire Department (1);
Permission to Post for Foreman in the Sewer Department (1) Post for Mechanic in
the Parks and Recreation Maintenance Department (1); Discussion in the Animal
Control Department. The motion was seconded by Alderman Thompson, and
upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Sewer Department (1);
Pay Adjustment in the Cemetery Department (1), Vehicle Maintenance
Department (1), Police Department (2), Court Services (1); Retro Pay Adjustment
in Court Services (1); Rescind Board Approved Pay Adjustment in the Fire
Department (1); Permission to Post for Foreman in the Sewer Department (1) Post
for Mechanic in the Parks and Recreation Maintenance Department (1);
Discussion in the Animal Control Department.
The Mayor and Aldermen are now in executive session.

Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Walterine Langford - Human Resource Director, Tasha W. Jordan - Deputy
City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Debra Goodman -
Mayor’s Administrative Assistant, Danitta Reed - Southward's Administrative
Assistant.

Personnel Matters:
A. ID-16-1572 Longevity - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Longevity Pay for Foreman from
$12.11 per hour to $12.19 per hour in the Sewer Department, for ten (10) years
of service. The motion was adopted unanimously by the following vote:

B. ID-16-1573 Pay Adjustment - Cemetery Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Pay Adjustment for Administrative
Assistant from $10.50 per hour to $10.71 per hour in the Cemetery
Department. The motion was adopted unanimously by the following vote:

C. ID-16-1574 Pay Adjustment - Vehicle Maintenance Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Pay Adjustment for Mechanic II
from $14.00 per hour to $14.39 per hour in the Vehicle Maintenance
Department. The motion was adopted unanimously by the following vote:

D. ID-16-1575 Pay Adjustments - Police Department (2)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Pay Adjustments for Police Officer
from $14.85 per hour to $15.00 per hour; Secretary II from $9.50 per hour to
$9.81 per hour in the Police Department. The motion was adopted
unanimously by the following vote:

E. ID-16-1576 Pay Adjustment - Court Services (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Pay Adjustment for Judge Pro-Tem
from $100.00 per hour to $102.00 per hour in Court Services. The motion was
adopted unanimously by the following vote:

F. ID-16-1577 Retro Pay Adjustment - Court Services (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Retro Pay Adjustment for Judge
Pro-Tem in Court Services. Retro Pay is for hours worked between the dates
of October 12, 2016 and November 08, 2016. The difference in the pay was
$2.00, total regular hours worked = 18.33 x $2.00 = $36.66. Total retro pay due
is $36.66. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
G. ID-16-1578 Rescind Board Approved Pay Adjustment - Fire Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to Rescind Board Approved Pay Adjustment
effective October 12, 2016 for Firefighter in the Fire Department. The motion
was adopted unanimously by the following vote:

H. ID-16-1579 Permission to Post - Foreman - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Request to Post for Foreman in the
Sewer Department. The motion was adopted unanimously by the following
vote:

Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the

the Parks and Recreation Maintenance Department. The motion was adopted
unanimously by the following vote:

Mayor and Aldermen voted to Come Out of Executive Session and Approve
All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Wednesday, November 23, 2016, to take up and act upon
any and all matters that may come before the Board.
