RE: Committee Appointed by Mayor George Flaggs
Vicksburg, MS - Pursuant to Section 39 of the Special Charter of the City of
Vicksburg that describes the duties specified only to the mayor, City of
Vicksburg Mayor George Flaggs is appointing a Re-organizing and Audit
Committee for Court Services. The purpose of this committee is to perform an
audit and develop more accountability and oversight in the Department of Court
Services in the city. This committee will consist of City Judge Toni Terrett, who
will serve as the chairperson; Court Services Clerk Janice Carter; City Attorney
Nancy Thomas; Accounting Department employee Anna Booth; City Clerk Walter
Osborne, City Accountant Doug Whittington; Human Resources Director
Walterine Langford; and IT Assistant Director Pam Newton. At the conclusion of
the audit, this committee will report its findings to Mayor George Flaggs.

Vicksburg that describes the duties specified only to the mayor of the city, City of
Vicksburg Mayor George Flaggs is appointing a committee to investigate and
perform a comparative analysis of how crime statistics are being reported by and
for the Vicksburg Police Department. This committee will consist of Human
Resources Director Walterine Langford, who will serve as chairperson; City
Attorney Nancy Thomas; Assistant IT Director Pam Newton; and Accounting
Department employee Anna Booth. This committee will report its findings to
Mayor George Flaggs.

On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a radio ad from 92.7 The Touch for "This Day In Black History" in
the amount of $475.00. The motion was adopted unanimously by the following

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and

menace to the public health, safety & welfare of the community and authorize the
Director of Community Development to proceed to cut, clean and demolish
structures with all charges incurred to be assessed against the property owners.

Mayor and Aldermen voted to authorize the Mayor to Execute Memorandum
of Understanding with the United States Coast Guard for the Vicksburg Fire
Department to Provide Emergency Services to the USCGC Kickapoo. The
motion was adopted unanimously by the following vote:

N. ID-17-0115 Authorize Mayor to Execute Contract Amendment with Greenbriar
Digging Services
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize the Mayor to Execute Contract
Amendment with Greenbriar Digging Services on the New Reactor Clarifier at
the Water Treatment Plant. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for Resignation in the Street Department (1); Promotion in the
Building Maintenance Department (1); Reaffirm Suspension in the Police
Department (1); Resignation in the Police Department (1); Permission to Post for
Equipment Operator in the Street Department (1), Post for Laborer in the Sewer
Department (1), Post for Custodian in the Building Maintenance Department (1);
New Hire in the Sewer Department (1); Department Transfer in the Sewer
Department (1). The motion was seconded by Alderman Thompson, and upon
vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson,
Alderman Mayfield. The motion was adopted unanimously adopted.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Resignation in the Street Department (1);
Promotion in the Building Maintenance Department (1); Reaffirm Suspension in
the Police Department (1); Resignation in the Police Department (1); Permission
to Post for Equipment Operator in the Street Department (1), Post for Laborer in
the Sewer Department (1), Post for Custodian in the Building Maintenance
Department (1); New Hire in the Sewer Department (1); Department Transfer in
the Sewer Department (1).
The Mayor and Aldermen are now in executive session.

A. ID-17-0036 Resignation - Street Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Resignation from an Equipment
Operator in the Street Department, effective January 09, 2017. The motion
was adopted unanimously by the following vote:

B. ID-17-0037 Promotion - Building Maintenance Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the

Mayor and Aldermen voted to approve the Promotion of Custodian at $9.02
per hour to Painter at $11.34 per hour in the Building Maintenance
Department. The motion was adopted unanimously by the following vote:

C. ID-17-0038 Reaffirm Suspension - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to Reaffirm the Suspension of a Police Officer in
the Police Department, effective immediately. The motion was adopted
unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the

H. ID-17-0116 New Hire - Sewer Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hire for Vac-Con Foreman at
$12.00 per hour in the Sewer Department. Once Foreman receives training (6
months) for the Vac-Con Truck, his salary will be raised to $14.00 per hour.

I. ID-17-0117 Department Transfer - Sewer Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the

Laborer at $7.25 per hour in the Right of Way Department to Laborer at $8.00
per hour in the Sewer Department. The motion was adopted unanimously by
the following vote:

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Wednesday, January 25, 2017, to take up and act upon
any and all matters that may come before the Board.
