Public Hearing:
A. ID-17-0521 Appeal Hearing: Chatauqua Watson regarding 4209 East Clay Street
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to open the Appeal Hearing for Chatauqua Watson owner of
business located at 4209 East Clay Street. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Today being the date set for hearing the appeal of Chatauqua Watson, from the
decision of the Zoning Board rendered in meeting held on March 07, 2017
appealing the decision of the Zoning Board denying request for special exception
to operate a nightclub at 4209 East Clay Street, Suite 3, Vicksburg, Mississippi,
which was thereupon ordered filed.
The testimony as taken by Cynthia Harris, RPR, CCR, bonded reporter, is made a
matter of record herof as thoughtfully set out herein.
The minutes of the Zoning Board meeting are made a matter of record hereof as
thought fully set out herein.

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and
Aldermen voted to grant a special exception to Chatauqua Watson to operate a
nightclub at 4209 East Clay Street, Suite 3, Vicksburg, Mississippi. The motion
was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to close the Public Hearing on Chatauqua Watson, business

and Aldermen voted to accept Free Port Warehouse License Application for
Vicksmetal Company. The motion was adopted unanimously by the following

C. ID-17-0523 Approve request for advertisement from River 101.3, KHits 104.5 and
92.7 The Touch for Don't Drink and Drive Campaign for Memorial Day,
July 4th and Labor Day

Mayor Flaggs stated that purchasing an advertisement from River 101.3, KHits
104.5 and 92.7 The Touch will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of radio ads from River 101.3, KHits 104.5 and 92.7 The Touch for
Don't Drink and Drive Campaign for Memorial Day, July 4th and Labor Day in the
amount of $1,350.00. The motion was adopted unanimously by the following
vote:

D. ID-17-0531 Ratify the Mayor's signature on the City of Vicksburg's executed
Request for Cash #02/Final and the Consolidated Support Sheet under
the Capital Improvements Revolving Loan Program (CAP Loan) with the
Mississippi Development Authority (MDA)

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Ratify the Mayor's signature on the City of Vicksburg's
executed Request for Cash #02/Final and the Consolidated Support Sheet under
the Capital Improvements Revolving Loan Program (CAP Loan) with the
Mississippi Development Authority (MDA). The motion was adopted unanimously
by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the City Clerk to publish Notice of Final
Payment to Fordice Construction Company of Vicksburg, MS, for the Exterior
Stair at Washington Street Project. The motion was adopted unanimously by the
following vote:

F. ID-17-0524 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety and welfare of the community

Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
2628 Hannah Avenue, PPIN 05004; owned by Nathaniel Green et al c/o Clinton
Tyler (remove dilapidated building)
2631 Hannah Avenue, PPIN 05007; owned by Antonio P. Brown (remove
dilapidated building)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. Along with the
following actions:
2631 Hannah Avenue, PPIN 05007; owned by Antonio P. Brown (remove
dilapidated building) - granted thirty (30) day extension
The motion was adopted unanimously by the following vote:

The City Sexton presented report of collections, account opening graves, etc.
for the month of March 2017 as follows: Riles Funeral Home - $500.00; Dillon
Chisley Funeral Home - $950.00; Glenwood Funeral Home - $1,150.00;
Jefferson Funeral Home - $2,225.00; Lakeview Funeral Home - $2,975.00.
The City Clerk presented the Privilege License Report for new businesses for
the month of March 2017
The City Clerk presented report of Mayor and Treasure from the Vicksburg
Police Department in the amount of $311,340.86 for March 2017
The City Clerk presented the March 2017 Detailed Budget Report for
Approval.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the following Reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax
Collection, Delinquent Tax Collection. The motion was unanimously adopted
by the attached vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Police Department (1); Pay
Adjustments in the Vehicle Maintenance Department (2), Recreation Maintenance
Department (2), Landscape Department (1), Police Department (1); Promotion in
the Parks and Recreation Maintenance Department (1); Retirement in the Parks
and Recreation Maintenance Department (1); Suspension in Court Services (1);
Permission to Post for Laborer in the Parks and Recreation Maintenance
Department (1); Termination in the Animal Control Department (1). The motion
was seconded by Alderman Thompson and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Police Department (1),; Pay
Adjustments in the Vehicle Maintenance Department (2), Recreation Maintenance
Department (2), Landscape Department (1), Police Department (1); Promotion in
the Parks and Recreation Maintenance Department (1); Retirement in the Parks
and Recreation Maintenance Department (1); Suspension in Court Services (1);
Permission to Post for Laborer in the Parks and Recreation Maintenance
Department (1); Termination in the Animal Control Department (1).
The Mayor and Aldermen are now in executive session.

Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Walterine Langford - Human Resource Director, Tasha W. Jordan - Deputy

Mayor’s Administrative Assistant, Danitta Reed - Southward's Administrative
Assistant.

Personnel Matters:
A. ID-17-0534 New Hire - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hire for Police Officer at $14.80
per hour tin the Police Department, New hire has a Bachelor of Science

degree. The motion was adopted unanimously by the following vote:

B. ID-17-0535 Pay Adjustments - Vehicle Maintenance Department (2)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Specialist from
$15.01 per hour to $16.00 per hour, Mechanic I at $12.84 per hour to Mechanic
II at $14.09 per hour in the Vehicle Maintenance Department. The motion was
adopted unanimously by the following vote:

C. ID-17-0536 Pay Adjustments - Recreation Maintenance Department (2)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Two (2) Laborers
at $8.00 per hour to $8.25 per hour in the Recreation Maintenance
Department. The motion was adopted unanimously by the following vote:

D. ID-17-0537 Pay Adjustment - Landscape Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Laborer at $8.00
per hour to $8.25 per hour in the Landscape Department. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
E. ID-17-0538 Pay Adjustment - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Police Officer from
$15.65 per hour to $15.80 per hour in the Police Department. The motion was
adopted unanimously by the following vote:

F. ID-17-0539 Promotion - Parks and Recreation Maintenance Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Promotion for Laborer at $11.51 per
hour to Foreman at $13.51 per hour to Parks and Recreation Maintenance
Department. The motion was adopted unanimously by the following vote:

G. ID-17-0540 Retirement - Parks and Recreation Maintenance Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Retirement from Foreman in the
Parks and Recreation Maintenance Department, effective April 30, 2017. The
motion was adopted unanimously by the following vote:

H. ID-17-0541 Suspension - Court Services (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Suspension for Deputy Court
Clerk, for one (1) day in Court Services. The motion was adopted
unanimously by the following vote:

Mayor and Aldermen voted to approve accept Resignation from Laborer in
Animal Control, effective April 20, 2017. The motion was adopted
unanimously by the following vote:

J. ID-17-0660 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to Come Out of Executive Session and Approve
All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Alderman Mayfield recused himself from the Board Meeting.

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Alderman voted to approve Claims Docket. The motion was adopted
unanimously by the following vote:

Recused: 1- Alderman Mayfield
Alderman Mayfield returned to the Board Meeting.
Adjournment
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, May 01, 2017, to take up and act upon any and
all matters that may come before the Board.
