B. ID-17-0557 Discuss committee recommendation for RFP: Solid Waste Collection
and/or Disposal
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen discussed the committee recommendation for RFP for Solid Waste
Collection and/or Disposal and voted to reject all proposals and authorize the
City Clerk to readvertise sealed proposals, for the same. The motion was
adopted unanimously by the following vote:

C. ID-17-0544 Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of May 2017 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
D. ID-17-0545 Approve request from Joe Graves, Director of Parks and Recreation to
reimburse monies to Vicksburg Warren Athletic Association for USSSA
affiliation fees in the amount of $825.00 and insurance in the amount of
$2,778.00

On motion of Mayor Flaggs, seconded by Alderman Thompson, and unanimously
passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase
of a sponsorship ad from The River City Special Olympics Softball Team in the
amount of $1,000.00. The motion was adopted unanimously by the following
vote:

and Aldermen voted to approve allocation of funds in the amount of $10,000.00 to
Central Mississippi Prevention Services, Inc.
The City is authorized pursuant to Sec. 21-19-65 of the Mississippi Code of 1972,
as amended, for matching funds for social and community service programs and
the City is matching these funds (2nd and Final Payment). The motion was
adopted unanimously by the following vote:

K. ID-17-0554 Adopt Budget Amendments
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt Budget Amendments for May 01, 2017. The motion

L. ID-17-0574 Ratify Mayor's signature on Notice to Proceed with Water Company of
America
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to ratify the Mayor's signature on Notice to Proceed with
Water Company of America. The motion was adopted unanimously by the
following vote:

M. ID-17-0555 Approve invoice #2994 for payment in the amount of $4,218.60 from

the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. Along with the

The City Clerk presented the Docket of Claims numbering 138121 through
138123.
On motion of Mayor Pro-Tem Thompson, seconded by Alderman Mayfield,
the Mayor Pro-Tem and Alderman voted to approve Claims Docket. The
motion was adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Thompson
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hires in the Recreation/City Pool (5), Recreation
Programs (3); Promotion in the Fire Department (1); Pay Adjustments in the
Police Department (3), City Court (1), Street Department (1), Recreation/Tennis(1);
Resignation in the Cemetery Department (1); Grievance Hearings in the Parks
and Recreation Maintenance Department (2), City Court (1); Permission to Post
for Full-Time Laborer in the Animal Control Department (1); Post for Full-Time
Laborer in the Cemetery Department (1); Longevity Pay in the Waste Water
Treatment Plant (1). The motion was seconded by Alderman Thompson and
upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

A. ID-17-0561 New Hires - Recreation/City Pool (4)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve New Hires for Two (2) 1st Year Lifeguards at
$7.75 per hour, Cage Operator at $10.25 per hour, Cage at $9.50 per hour in
the Recreation/City Pool. The motion was adopted unanimously by the
following vote:

B. ID-17-0562 New Hires - Recreation Programs (3)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve New Hires for Kickball Score Keeper at
$15.00 per game, Softball/Baseball Score Keeper at $15.00 per game,
Baseball/Softball Umpire at $25.00 per game in the Recreation Programs. The
motion was adopted unanimously by the following vote:

C. ID-17-0563 Promotion - Fire Department (1)

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve Pay Adjustments for Officer from $16.00 per
hour to $16.20 per hour, Patrol Officer at $14.52 per hour to $14.72 per hour,
Patrol Officer at $13.80 per hour to $14.00 per hour in the Police Department.

E. ID-17-0565 Pay Adjustment - City Court (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor

from $10.00 per hour to $10.25 per hour in City Court. The motion was
adopted unanimously by the following vote:

and Aldermen voted to accept the Resignation from a Laborer in the
Cemetery Department, effective May 11, 2017. The motion was adopted

J. ID-17-0570 Grievance Hearings - Parks and Recreation Maintenance
Department (2)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to allow Foreman to rescind the effective initial date of
retirement. His new retirement date is May 30, 2017 in the Parks and
Recreation Maintenance Department. The motion was adopted unanimously
by the following vote:

K. ID-17-0571 Grievance Hearing - City Court (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen held a Grievance Hearing for Deputy Court Clerk and voted to
approve donated leave until March 01, 2017 unless one can prove
certification from doctor. The motion was adopted unanimously by the
following vote:

L. ID-17-0572 Permission to Post - Full-Time Laborer - Animal Control Department

the Animal Control Department. The motion was adopted unanimously by the

hour to $12.40 per hour in the Water Treatment Plant, for ten (10) years of
service. The motion was adopted unanimously by the following vote:

Negotiations with JWH, Inc. regarding Case Excavator. The motion was
