Ms. Stacey Massey, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of May 2017 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Massey for attending the meeting.
B. ID-17-0595 Decision on RFP: Solid Waste Collection and/or Disposal
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and
Aldermen voted to reject all proposals received for Solid Waste Collection and/or
Disposal, and authorize City Clerk to re-advertise proposals for the same. The
motion was adopted unanimously by the following vote:

and Aldermen voted to accept the recommendation of Stantec Consulting
Services, Inc. to award bid and contract for Kings Community Park Project to

On motion of Alderman Thompson, seconded by Alderman Mayfield, and

Salutes to 2017 Graduates in the amount of $450.00. The motion was adopted

Mayor Flaggs stated that purchasing an advertisement from Par-Busters Golf
Association of Vicksburg will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Mayor Flaggs, seconded by Alderman Thompson, and unanimously
passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase
of a silver sponsor ad from Par-Busters Golf Association of Vicksburg for their
42nd annual golf tournament at Clear Creek on June 3-4, 2017 in the amount of
$1,000.00. The motion was adopted unanimously by the following vote

Alderman Mayfield recused himself from the Board Meeting.

of a sponsor ad from The Salvation Army in the amount of $1,500.00. The motion

Alderman Mayfield returned to the Board Meeting.
P. ID-17-0589 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety and welfare of the community

Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
Johnson Street, PPIN 15827; owned by Helen Foster Collins et al (cut
grass/weeds; remove trash & debris)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. Along with the
following actions:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for New Hire in the Water Maintenance Department (1), Animal
Control Department (1), Recreation/City Pool (9); Promotion in the Gas
Department (1); Resignation in the Gas Department (1), Police Department (3);
Termination in the Water Maintenance Department (1), Right of Way Department
(1), Sewer Department (2); Discussion Matter in the Fire Department (1);
Permission to Post for Serviceman (1) and Laborer (1) in the Gas Department (2),
Post for Laborer in the Water Maintenance Department (1), Post for Seasonal
Laborer in the Right of Way Department (1), Post for Crossing Guard in the Police
Department (1), Post for Laborers in the Sewer Department (2). The motion was
seconded by Alderman Thompson, and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion
was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Water Maintenance
Department (1), Animal Control Department (1), Recreation/City Pool (9);
Promotion in the Gas Department (1); Resignation in the Gas Department (1),
Police Department (3); Termination in the Water Maintenance Department (1),
Right of Way Department (1), Sewer Department (2); Discussion Matter in the Fire
Department (1); Permission to Post for Serviceman (1) and Laborer (1) in the Gas
Department (2), Post for Laborer in the Water Maintenance Department (1), Post
for Seasonal Laborer in the Right of Way Department (1), Post for Crossing

The Mayor and Aldermen are now in executive session.

Water Maintenance Department. The motion was adopted unanimously by the
following vote:

B. ID-17-0605 New Hire - Animal Control Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve New Hire for Animal Control Officer at $8.00 per
hour in the Animal Control Department. The motion was adopted
unanimously by the following vote:

at $9.00 per hour, 2nd Year WSI Lifeguard at $8.50 per hour, Cage at $9.25 per
hour, Two (2) Lifeguards at $7.75 per hour, 2nd Year Lifeguard at $8.00 per
hour, 3rd Year Lifeguard at $8.75 per hour in the Recreation/City Pool. The
motion was adopted unanimously by the following vote:

Custodian at $9.57 per hour in the Gas Department. The motion was adopted

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
