ID-17-0626 Approve request from Warren County Soil and Water Conservation District for allocation of funds in the amount of $15,000.00 pursuant to Section 69-27-24 of the Mississippi Code [First one half (1/2) of allocation] Attachments: Warren County Soil Allocation On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve allocation of funds in the amount of $15,000.00 to the Warren County Soil and Water Conservation District. The City is authorized pursuant to Sec. 69-27-24 of the Mississippi Code of 1972, as amended, for municipalities to contribute to soil conservation district. First half (1/2) of allocation. No matching funds required. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-17-0627 Approve request for advertisement in the amount of $5,000.00 from Old Man River QuiltFest, Inc. Attachments: QuiltFest Mayor Flaggs stated that purchasing an advertisement from Old Man River QuiltFest, Inc. will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the sponsorship from Old Man River QuiltFest, Inc. in the amount of $5,000.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-17-0631 Accept Letter of Appeal from Katie Robinson regarding the decision of the Zoning Board of Appeals on May 2, 2017 meeting granting Darrell D. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson P. ID-17-0640 Authorize Mayor to execute letter terminating contract with CarFax Attachments: CarFax Termination On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Letter Terminating Contract with CarFax. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Docket of Claims: Q. ID-17-0650 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 138401 through 138405. On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the Claims Docket. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Thompson, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for New Hire in the Right of Way Department (1), Recreation/City Pool (4); Resignation in the Fire Department (1); Pay Adjustments in the Police Department (2); Suspension in the Water Maintenance Department (1); Discussion in the Police Department (1). The motion was seconded by Alderman Mayfield, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hire in the Right of Way Department (1), Recreation/City Pool (4); Resignation in the Fire Department (1); Pay Adjustments in the Police Department (2); Suspension in the Water Maintenance Department (1); Discussion in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Thompson, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, Tasha W. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-17-0633 New Hire - Right of Way Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve for Seasonal Laborer at $7.75 per hour in the Right of Way Department. ID-17-0634 New Hires - Recreation/City Pool (4) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hires for WSI Lifeguard at $9.25 per hour, WSI Head Lifeguard at $9.50 per hour, WSI Lifeguard at $9.00 per hour, WSI Lifeguard at $8.50 per hour in the Recreation/City Pool. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-17-0635 Resignation - Fire Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept Resignation from Firefighter Paramedic IV in the Fire Department, effective May 14, 2017. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-17-0636 Pay Adjustments - Police Department (2) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Adjustments for Investigator from $16.00 per hour to $16.20 per hour, Crime Scene Investigator at $17.95 per hour to $18.15 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-17-0642 Suspension - Water Maintenance Department (1) A discussion was held. No action was taken. F. ID-17-0641 Discussion - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen held a discussion regarding a Captain and Lieutenant. The Board rendered a decision that both parties will be allowed to attend the Mississippi Command College Leadership Training or neither party will attend the training. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-17-0852 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Adjournment On motion of Mayor Flaggs, seconded by Alderman Thompson, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Thursday, May 25, 2017, to take up and act upon any and all matters that may come before the Board.
