Adopt Agenda ADD: Executive Session: New Hires - Fire Department (2) (ID-17-1722) Pay Adjustments - Fire Department (2) (ID-17-1723) Resignation - Police Department (1) (ID-17-1724) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt Agenda as amended. ID-17-1640 Continue State of Emergency for Repairs to Kemp Bottom Road Bridge On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Continue State of Emergency for Repairs to Kemp Bottom Road Bridge. Detail Budget Attachments: City Sexton Privilege License Mayor's Treaure Report Tax Collection Report Detail Budget The City Sexton presented report of collections, account opening graves, etc. for the month of November 2017 as follows: Riles Funeral Home - $475.00; Fisher Funeral Home - $75.00; Jefferson Funeral Home - $750.00; Lakeview Funeral Home - $1,925.00. The City Clerk presented the Privilege License Report for new businesses for the month of November 2017 The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $19,711.13 for November 2017 The City Clerk presented the November 2017 Detailed Budget Report for Approval. Attachments: Supporting documentation following minutes City of Vicksburg Page 3 Printed on 1/24/2018 Board of Mayor and Aldermen Minutes - Final November 22, 2017 The City Clerk presented report of collections for City taxes from the Warren County Tax Collector for the Month of November 2017 Attachments: Supporting documentation following minutes: On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the following Reports: City Sexton, Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax Collection. The motion was unanimously adopted by the attached vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Mayor Flaggs recused himself from the Board Meeting. Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr. H. ID-17-1639 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 141844 through 142099; 1174 through 1178. On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Recused: 1- Mayor Flaggs Mayor Flaggs returned to the Board Meeting. Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr. Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for New Hires in the Fire Department (2); Pay Adjustments in the Fire Department (2); Resignation in the Police Department (1). The motion was seconded by Alderman Monsour, Jr., and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hires in the Fire Department (2); Pay Adjustments in the Fire Department (2); Resignation in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Associate City Attorney, John W. Carroll, Sr. - Assistant City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Carolyn Butler - Human Resource Associate. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I. ID-17-1722 New Hires - Fire Department (2) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve New Hires for Firefighter I at $8.90 per hour, Firefighter I (Re-Hire) at $8.90 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. J. ID-17-1723 Pay Adjustments - Fire Department (2) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve Pay Adjustments for Lieutenant I at $11.71 per hour to Lieutenant at $12.55 per hour, Captain V+ at $15.06 per hour to $15.32 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. City of Vicksburg Page 4 Printed on 1/24/2018 Board of Mayor and Aldermen Minutes - Final November 22, 2017 K. ID-17-1724 Resignation - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to accept the Resignation from a Police Officer in the Police Department, effective November 16, 2017. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. L. ID-18-0067 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, December 04, 2017, to take up and act upon any and all matters that may come before the Board.
