Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of December 2017 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.

unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a quarter page ad for six (6) months from The Jackson Advocate
in the amount of $3,000.00. The City is authorized pursuant to Sec. 17-3-1 and
17-3-3 of the Mississippi Code of 1972. The motion was adopted unanimously by

all charges incurred to be assessed against the property owners.

adopted unanimously by the following vote:

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Animal Control Department (1);
Pay Adjustments in the Police Department (4), Fire Department (4);
Inter-Department Transfers in the Recreation Programs (2); Amend Hire Date -
Sewer Department (1); Suspension in the Gas Department (1), Safety Department
(1). The motion was seconded by Alderman Monsour, Jr. and upon vote being

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for Administrative
Assistant from $10.51 per hour to $10.60 Animal Control Department, for five
(5) years of service. The motion was adopted unanimously by the following
vote:

B. ID-17-1691 Pay Adjustments - Police Department (4)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Patrol Officer
from $14.40 per hour to Field Training Officer (FTO) - Patrol at $15.15 per
hour, Patrol at $14.72 per hour to FTO - Patrol at $15.47 per hour, Patrol
Officer at $15.00 per hour to Patrol Officer - FTO at $15.75 per hour, Patrol
Officer at $15.50 per hour to Patrol Officer - FTO at $16.25 per in the Police
Department. The motion was adopted unanimously by the following vote:

$10.36 per hour to Firefighter/Ambulance IV at $11.17 per hour, Firefighter
Ambulance III at $10.72 per hour to Firefighter III at $9.92 per hour, Firefighter
I at $8.90 per hour to Firefighter/Ambulance III at $10.72 per hour, Firefighter
IV at $10.36 per our to Firefighter/Ambulance IV at $11.17 per hour in the Fire

November 29, 2017 to December 13, 2017 in the Sewer Department. The
motion was adopted unanimously by the following vote:

F. ID-17-1695 Suspension - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Suspension for Laborer for five (5)
days in the Gas Department, due to insubordination. The motion was adopted
unanimously by the following vote:

G. ID-17-1696 Suspension - Safety Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the

(5) days in the Safety Department. Employee violated Personnel Rules and
Regulations, specifically Rule 4.1(n) conduct unbecoming to an employee of
the City of Vicksburg. The motion was adopted unanimously by the following
vote:
