On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Agenda as amended. The motion was adopted
unanimously by the following vote:

in the office of City Clerk: Proof of publication of legal advertisements was
presented and ordered filed.

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to accept and refer the foregoing bids to the Purchasing
Department and Various Departments for review and recommendation back to
the Board for award. The motion was adopted unanimously by the following
vote:

B. ID-17-1702 Southern Cultural Heritage Center Updates
Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of December 2017 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Massey for attending the meeting.
B.1 ID-17-1732 Presentation of 2017 Christmas Parade Awards
Kim Hopkins came before the Board and presented the 2017 Christmas Parade
Awards
C. ID-17-1711 Approve the following requests from United Way:
1. Permission to hold a Christmas Parade on Saturday, December 16,
2017 in Elizabeth Circle and Waltersville Estates
2. Channel 23 to be present
3. Coordinate with the Vicksburg Police and Fire Departments
4. Alderman Michael Mayfield to be dressed as Santa Clause in the
parade
5. Close Streets while parade is present (See Attached Routes)

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the following requests from United Way:

and Aldermen voted to approve request from National Park Service to install an
interpretive wayside exhibit at Pemberton Square. The motion was adopted
unanimously by the following vote:

E. ID-17-1707 Authorize Mayor to Execute Letter to Close Account at Trustmark Bank
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to Execute Letter to Close Account at
Trustmark Bank. The motion was adopted unanimously by the following vote:

F. ID-17-1717 Authorize Mayor to execute letter terminating contract with Landscape
Services, Inc. for Splash Pad Renovations Project
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to table authorizing the Mayor to execute letter terminating
contract with Landscape Services, Inc. for Splash Pad Renovations Project. The
motion was adopted unanimously by the following vote:

G. ID-17-1708 Authorize Mayor to Execute Change Order No. 1 for the Beulah Cemetery
Main Entrance Project

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to Execute Change Order No. 1 for
the Beulah Cemetery Main Entrance Project. The motion was adopted
unanimously by the following vote:

and Aldermen voted to authorize Authorize Contribution of $5,000.00 to
Storehouse Community Food Pantry pursuant to House Bill 1466 (2017) [Mayor's
Discretionary Fund]. The motion was adopted unanimously by the following vote:

J. ID-17-1709 Approve request for sponsorship in the amount of $2,500.00 from Dr.
Martin Luther King, Jr. Memorial Day Committee; First Mississippi Chapter
of Blacks in Government; and the Vicksburg Branch NAACP for Dr. Martin
Luther King, Jr. Celebration pursuant to Section 17-3-1 and 17-3-3 of the
Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Dr. Martin Luther
King, Jr. Memorial Day Committee; First Mississippi Chapter of Blacks in
Government; and the Vicksburg Branch NAACP will bring into favorable notice
the opportunities, possibilities and resources of the City of Vicksburg and will be
helpful toward advancing the moral, financial and other interest of the City of
Vicksburg.
On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously
passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase
of a sponsorship ad from Dr. Martin Luther King, Jr. Memorial Day Committee;
First Mississippi Chapter of Blacks in Government; and the Vicksburg Branch
NAACP for Dr. Martin Luther King, Jr. Celebration in the amount of $2,500.00.
The City is authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code
of 1972. The motion was adopted unanimously by the following vote:

K. ID-17-1710 Approve request for advertisement from NAACP Vicksburg Branch for a
full page ad in the amount of $100.00 for their 20th Annual Freedom Fund

On motion Alderman Mayfeild, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to Execute Contract for Drainage &
Storm Sewer Improvements with Riverside Construction Company, Inc. The
motion failed by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Budget Admendments:
M. ID-17-1715 Adopt Budget Amendments
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to adopt Budget Amendments for December 08,
2017. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Docket of Claims:
N. ID-17-1704 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 142104 through
142339; 1179 through 1193. Refund checks numbering 9907499 through
9907549.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Resignation in the Police Department (1);
Terminations in the Water Maintenance Department (2). The motion was
seconded by Alderman Monsour, Jr., and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The
motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Resignation in the Police Department (1);
Terminations in the Water Maintenance Department (2).
The Mayor and Aldermen are now in executive session.

Personnel Matters:
A. ID-17-1713 Resignation - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor
and Aldermen voted to accept Resignation from Police Officer in the Police
Department, effective immediately. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-17-1714 Terminations - Water Maintenance Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Terminations for Laborer for
violation of Personnel Rules and Regulations Rule IV 4.1 General G,I,N,S,
(DD) (effective December 08, 2017); Laborer for violation of the City's
Disciplinary Rules, specifically (c); (g); (i); (n); (s) and (DD) in the Water
Maintenance Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-18-0092 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to Come Out of Executive Session and Approve
All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, December 18, 2017, to take up and act upon
any and all matters that may come before the Board.
