Ward) to The Vicksburg Beautification Committee. The motion was adopted

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to execute letters to Mississippi
Home Corporation regarding Environmental Studies of Homes for Rehabilitation
or Reconstruction under HOME Grant 2016. The motion was adopted unanimously

E. ID-17-1771 Approve request from Mountain of Faith Ministries for allocation of
matching funds in the amount of $10,000.00 pursuant to Section 21-19-65
of the Mississippi Code

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve allocation of funds in the amount of $10,000.00 to
Mountain of Faith Ministries. The City is authorized pursuant to Sec. 21-19-65 of
the Mississippi Code of 1972, as amended, for matching funds for social and
community service programs and the City is matching these funds. The motion
was adopted unanimously by the following vote:

F. ID-17-1772 Approve request from Grace Christian Counseling Center for sponsorship
in the amount of $100.00 for the 10th Annual Chill in the Hills 10K Run - 5K
Walk - 1 Mile Fun Run pursuant to Section 17-3-1 and 17-3-3 of the
Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Grace Christian
Counseling Center will bring into favorable notice the opportunities, possibilities
and resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Grace Christian Counseling Center for the
10th Annual Chill in the Hills 10K Run - 5K Walk in the amount of $100.00. The
City is authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of
1972. The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the following Reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax
Collection. The motion was unanimously adopted by the attached vote:

Mayor Flaggs recused himself for the Board Meeting.

S. ID-17-1768 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 142340 through 142624;
and 1194.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:

Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Pay Adjustments in the Police Department (1), Fire
Department (2); Retro Pay Adjustments in the Fire Department (2); Resignation in
the Gas Plant (1); Termination in the Water Maintenance Department (1);
Discussion in the Water Maintenance Department (1). The motion was seconded

by Alderman Monsour, Jr., and upon vote being taken, the following voting aye:

The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Pay Adjustments in the Police Department (1),
Fire Department (2); Retro Pay Adjustments in the Fire Department (2);
Resignation in the Gas Plant (1); Termination in the Water Maintenance
Department (1); Discussion in the Water Maintenance Department (1).
The Mayor and Aldermen are now in executive session.

Personnel Matters:
A. ID-17-1791 Pay Adjustment - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Patrol Officer -
FTO at $16.25 per hour to Patrol Officer at $15.50 per hour in the Police
Department. The motion was adopted unanimously by the following vote:

B. ID-17-1792 Pay Adjustments - Fire Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Lieutenant I at
$11.90 per hour to Lieutenant IV at $12.74 per hour, Captain V+ at $15.38 per
hour to $15.64 per hour in the Fire Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-17-1793 Retro Pay Adjustments - Fire Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Retro Pay Adjustments in the Fire
Department. Firefighter for hours worked between November 22nd and
December 5th whereas he did not receive his new rate of pay for his tier pay
adjustment of .84 cents per hour. Total hours worked were 104.00 x .84 =
$87.36. Total due is $87.36.; Firefighter for hours worked between November
22nd and December 5th whereas he did not receive his new rate of pay for
his tier pay adjustment of .26 cents per hour. Total hours worked were 130.00
x .26 = $33.80 and overtime hours 14.75 x .39 = $5.75. Total due is $39.55. The
motion was adopted unanimously by the following vote:

D. ID-17-1794 Resignation - Gas Plant (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Resignation from Dispatcher in the
Gas Plant, effective December 21, 2017. The motion was adopted
unanimously by the following vote:

E. ID-17-1795 Termination - Water Maintenance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Termination for Laborer in the Water
Maintenance Department, effective December 18, 2017. Employee violated
the City of Vicksburg's Attendance Guidelines and Personnel Rules and
Regulations, 4.1(i)(p)(x)(z) and (cc). The motion was adopted unanimously by
the following vote:

F. ID-17-1796 Discussion Matter - Water Maintenance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the

Mayor and Aldermen held a discussion regarding an employee in the Water
Maintenance Department. The employee was instructed to see his Physician
and remain off work without pay until he sees his doctor. The motion was

All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
