ID-18-0721 Vicksburg Convention Center Updates Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of June 2018 and invited the public to attend. The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting. B. ID-18-0687 Authorize City Clerk to Advertise Sealed Bids for the following: 1. Vicksburg Municipal Airport Drainage Improvements Phase 1 A.I.P. Project No. 3-28-0073-0010-2018 Attachments: VMA - DRAINAGE IMPROVEMENTS 2018 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the City Clerk to Advertise Sealed Bids for the following: 1. Vicksburg Municipal Airport Drainage Improvements Phase 1 A.I.P. Project No. 3-28-0073-0010-2018. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B.1 ID-18-0722 Approve request from Southern Cultural Heritage Foundation for allocation of additional matching funds in the amount of $26,794.00 pursuant to Section 39-15-1 of the Mississippi Code On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve allocation of funds in the amount of $26,794.00 to Southern Cultural Heritage Foundation. The City is authorized pursuant to Sec. 39-15-1 of the Mississippi Code of 1972, as amended, for matching funds for municipal government to expend general fund monies in support of the arts. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Vicksburg Packers Youth Football and Cheer, Inc. in the amount of $2,500.00 [North Ward Alderman's Discretionary Funds]. The City is authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-18-0670 Approve request for Advertisement in the amount of $100.00 from J.U.M.P. for their conference pursuant to Sections 17-3-1 and 17-3-3 of the Mississippi Code Attachments: JUMP Advertisement Mayor Flaggs stated that purchasing an advertisement from J.U.M.P. Conference will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from J.U.M.P. Conference in the amount of $100.00. The City is authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-18-0688 Approve request for advertisement from the Rites of Passage Society (ROPS) for the Juneteenth Heritage Festival Celebration held on June 16, 2018 at the City Park Pavilion from 10:00 a.m. to 6:00 p.m, in the amount of $1,000.00. Construction Contract with Historic Renovations of Yazoo, Inc. of Yazoo City, MS; 2. Notice of Execution Letter; 3. Certification; 4. Issue Notice to Proceed to Belinda Stewart Architects. Amount increased by $112,860.20; 2. Fourteen (14) additional days requested. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. O.1 ID-18-0709 Authorize Mayor to execute Revised Utility Agreements with MDOT for Water, Sewer and Gas on the South Frontage Road Utility Relocation Project Attachments: MDOT - Water Agreement MDOT - Sewer Agreement MDOT - Gas Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Revised Utility Agreements with MDOT for Water, Sewer and Gas on the South Frontage Road Utility Relocation Project. Mayor Flaggs recused himself from this Agenda Item. Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr. Docket of Claims: P. ID-18-0667 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 145609 through 145615. On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Recused: 1- Mayor Flaggs Mayor Flaggs returned to the Board Meeting. Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr. Executive Session: Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session.
