ID-18-1276 Approve request for advertisement in the amount of $100.00 from Christopher Jones on behalf of Precious Moments Learning Center pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Precious Moments Advertisement Mayor Flaggs stated that purchasing an advertisement from Precious Moments Learning Center will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from Christopher Jones on behalf of Precious Moments Learning Center in the amount of $100.00. The City is authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Claims Docket. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Retirement in the Gas Department (1), New Hire in Main Street (1); Sewer Department (1), Pay Adjustment in the Water & Gas Department (1), Resignation in the Right of Way Department (1), Retro Pay Adjustment in the Police Department (1), Suspension in the Gas Department (1); Sewer Department (1), Discussion Matter in the Fire Department (1); Gas Department (1); and Human Resource (1).The motion was seconded by Alderman Monsour, Jr., upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Retirement in the Gas Department (1), New Hire in Main Street (1); Sewer Department (1), Pay Adjustment in the Water & Gas Department (1), Resignation in the Right of Way Department (1), Retro Pay Adjustment in the Police Department (1), Suspension in the Gas Department (1); Sewer Department (1), Discussion Matter in the Fire Department (1); Gas Department (1); and Human Resource (1). The Mayor and Aldermen are now in executive session. ID-18-1277 Retirement - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retirement of a Foreman in the Gas Department, effective August 31, 2018. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-18-1278 New Hire - Main Street (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the New Hire for Main Street (1). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-18-1279 New Hire - Sewer Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the New Hire for a Laborer in the Sewer Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-18-1280 Pay Adjustment - Water & Gas (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment for an Adjustment Specialist for the Water & Gas Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-18-1281 Resignation - Right of Way (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Resignation of a Sweeper Driver in the Right of Way Department. ID-18-1282 Retro Pay Adjustment - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retro Pay Adjustment of an Investigator in the Police Department. The retro pay is to pay the Investigator for hours worked between August 15, 2018 to August 28, 2018 and August 29, 2018 through September 11, 2018 whereas he did not receive his new rate of pay for his promotion to Lieutenant pay adjustment of $2.02 per hour and for his overtime hours at $4.04. Total hours worked were 85.70 x $2.02=$173.11 and 85.30x$2.02=$172.31; overtime hours 17.90x$4.04=$72.32 totaling $417.74. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-18-1283 Suspension - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Gas Locator for five (5) days in the Gas Department effective September 17, 2018. The employee violated the city use of vehicle use policy and personnel rules and regulations 4.1 (i). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-18-1284 Suspension - Sewer Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Laborer for two (2) days in the Sewer Department effective September 17, 2018. The employee had three (3) unexcused absences and is in violation of the City of Vicksburg attendance policy and personnel rules and regulations 4.1 (i). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I. ID-18-1285 Discussion Matter - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen held a discussion on a Firefighter whose EMT certificate was not renewed timely. The City voted to waive the EMT certification requirement and keep the employee as a firefighter and ambulance driver so long as he receives a certification as an Emergency Medical Responder within twelve (12) months and become nationally certified. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. J. ID-18-1286 Discussion Matter - Gas Department (1) This agenda item was tabled. K. ID-18-1287 Discussion Matter - Human Resources (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen held a discussion and voted to approve pay adjustment for Benefit Coordinator (Seasonal) at $14.00 per hour to Benefit Coordinator (Full time) at $13.00 per hour and approved waiver of six (6) month probationary period in the Human Resource Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. L. ID-18-1358 Discussion Matter - Human Resources - Subrogation Claim (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen held a discussion on an employee in the Street Department and voted to accept the subrogation claim reimbursement for $35,000 of the $71,294.29.
