The City Sexton presented report of collections, account opening graves etc.
for the month of November 2018 as follows: Dillon Funeral Home - $375.00;
Fisher Funeral Home - $200.00; Glenwood Funeral Home - $200.00; W.H.
Jefferson Funeral Home - $2,400.00; Lakeview Funeral Home - $1,825.00; Riles
Funeral Home - $450.00; C.J. Williams Funeral Home - $200.00; Misc. - $75.00.
The City Clerk presented the Privilege License Report for new businesses for
the month of November 2018.
The City Clerk presented report of Mayor and Treasure from the Vicksburg
Police Department in the amount of $172,531.18 for November 2018.
The City Clerk presented the November 2018 Detailed Budget Report for
Approval.

as follows: Mayor Flaggs - $5,726.20; Alderman Mayfield - $198.18; Alderman

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the following reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Delinquent Tax

Collection, Credit Card, Tax Collection. The motion was unanimously
adopted by the following vote:

Mayor Flaggs recused himself from the Board Meeting.
Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr.
R. ID-18-1744 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 1407 through 1408 and
149875 through 150255.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity in the Police Department (4), Resignation
in Court Services (1), Request for Waiver in Court Services (1), Termination in the
Right of Way Department (1). The motion was seconded by Alderman Monsour,
Jr., upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity in the Police Department (4),
Resignation in Court Services (1), Request for Waiver in Court Services (1),
Termination in the Right of Way Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Sam Andrews -
Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s
Administrative Assistant, Eric Jerscheid - Police Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Personnel Matters:
A. ID-18-1736 Longevity Pay - Police Department (4)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for Patrol Officer from
$16.17 per hour to $16.37 per hour. Officer is entitled to an additional .20 per
hour for eight (8) years of service. Traffic Officer from $16.31 per hour to
$16.51 per hour. Officer is entitled to an additional .20 per hour for eight (8)
years of service. Police Officer from $15.55 per hour to $15.75 per hour.
Officer is entitled to an additional .20 per hour for five (5) years of service.
Investigator from $15.58 per hour to $15.78 per hour. Employee is entitled to
an additional .20 per hour for five (5) years of service in the Police
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-18-1737 Resignation - Court Services (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Resignation of a Deputy Court Clerk in

Court Services, effective January 2, 2019. The motion was adopted
unanimously by the following vote:

C. ID-18-1738 Request for Waiver - Court Services (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Request for Waiver of probationary
benefits of a Municipal Judge Court Services. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-18-1739 Termination - ROW Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Termination of an Equipment
Operator in the Right of Way Department, effective December 19, 2018.
Employee violated the City of Vicksburg Arrest Policy. He was arrested for a
1st defense DUI on or around December 9, 2018. The matter was discovered
by the Human Resource Department on December 19, 2018. Employee was
notified via letter of suspension pending termination without pay on
December 19, 2018. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
ID-19-0088 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to Come Out of Executive Session and Approve
All Items Taken Up in Executive Session. The motion was adopted by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10' o'clock a.m. Wednesday, January 2, 2019, to take up and act upon
any and all matters that may come before the Board.
