Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board

The Deputy City Clerk presented the Docket of Claims numbering 150256
through 150258.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed
meeting to determine if the Board should go into executive session. The motion
was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss

the Sewer Department (1). The motion was seconded by Alderman Mayfield.
Upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

A. ID-19-0022 New Hires - Police Department (Part-time) - (2)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve two (2) New Hires for Part-Time Police
Officers at $25 per hour in the Police Department, effective January 16, 2019.
The motion was adopted unanimously by the following vote:

B. ID-19-0023 New Hires - Water Department (4)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve New Hires for four (4) Laborers at
$8.25 per hour in the Water Department, effective January 16, 2019. The
motion was adopted unanimously by the following vote:

C. ID-19-0024 Longevity Pay - Police Department (2)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Longevity Pay for a Police Officer at
$15.75 per hour to $15.84 per hour. Employee is entitled to an additional .09
increase for five (5) years of service, effective January 6, 2019. An Investigator
at $18.78 per hour to $18.87 per hour. Employee is entitled to an additional
.09 increase for five (5) years of service, effective January 6, 2019 in the
Police Department. The motion was adopted unanimously by the following
vote:

D. ID-19-0025 Promotions - Fire Department (2)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Promotions of Firefighter Ambulance
V at $12.12 per hour to Lieutenant I at $12.20 per hour. Promotion includes
ten (10) years of longevity pay of .12 cents, effective January 16, 2019;
Lieutenant Paramedic V at $15.89 per hour to Captain Paramedic I at $16.17
per hour. Promotion includes ten (10) years longevity pay of .12 cents in the
Fire Department, effective January 16, 2019. The motion was adopted
unanimously by the following vote:

E. ID-19-0026 Resignation - Fire Department (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Resignation of a Firefighter II,
effective December 12, 2018 in the Fire Department. The motion was adopted
unanimously by the following vote:

F. ID-19-0027 Resignations - Police Department (2)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Resignations of a Police Officer,
effective December 21, 2018. The officer submitted a letter of resignation
resigning from her position immediately; Resignation of a Booking Officer,
effective December 22, 2018 in the Police Department. The motion was
adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Retirement of a Fire Captain, effective
December 22, 2018 in the Fire Department. The motion was adopted
unanimously by the following vote:

H. ID-19-0029 Suspensions - Gas Department (2)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Suspensions of a Laborer for two (2)
days for violating the City of Vicksburg Attendance Policy 7.4 (c)(i)(ii), a
Laborer for five (5) days for violating the City of Vicksburg Attendance Policy
7.4 (c)(i)(ii). Employee received a verbal warning 6/26/18, written warning
7/31/2018, two (2) day suspension 8/24/2018 in the Gas Department. The
motion was adopted unanimously by the following vote:

I. ID-19-0030 Termination - Gas Department (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Termination of a Laborer for failure to
comply with the City of Vicksburg Attendance Policy 7.4 (c)(i)(ii) in the Gas
Department. The motion was adopted unanimously by the following vote:

J. ID-19-0031 Termination - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Termination of a Laborer for violating
the City of Vicksburg Attendance Policy and Personnel Rules and Regulations
4(i)(p)(z). Employee has three (3) unexcused absences and has only been
employed since 9/12/2018 in the Sewer Department. The motion was adopted
unanimously by the following vote:
