Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Alex Monsour, Jr., 2. Adopt Agenda AMEND: Executive Session (ID-19-0097) Suspension in the Sewer Department (1) ADD: Executive Session (ID-19-0121) Termination in the Sewer Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to adopt the agenda as amended. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Recognitions: A. ID-19-0057 Senior Center Ambassador for the month of January 2019 Jennifer Harper came before the Board and presented Alice Bridges as the Senior Center Ambassador for the month of January 2019. The Mayor and Alderman thanked Ms. Bridges as Ambassador for January 2019. Approval of Consent Agenda Items: On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and Alderman voted to approve the Consent Agenda Items. The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for social and community service programs and the City is matching these funds. E. ID-19-0062 Approve request for sponsorship in the amount of $1,000.00 for Run Thru History pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Run Thru History Sponsorship Mayor Flaggs stated that purchasing an advertisement for Run Thru History will bring favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. ID-19-0094 Accept Committee Recommendation to negotiate contract with Jacobs Engineering Group, Inc. for Phase 1 of the Vicksburg Multimodal Port Development Due Diligence Project Attachments: MultiModal Project On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and Alderman voted to accept the Committee Recommendation to negotiate contract with Jacobs Engineering Group, Inc. for Phase 1 of the Vicksburg Multmodal Port Development Due Diligence Project . ID-19-0081 Adopt Budget Amendments On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to adopt Adopt Budget Amendments for January 22, 2019. The motion was seconded by Mayor Flaggs. Voting aye, Mayor Flaggs, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for Pay Adjustments in the Police Department (2), Suspensions in the Sewer Department (2), Extended Sick Leave Request in the Legal Department (1). The motion was seconded by Mayor Flaggs upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for Pay Adjustments in the Police Department (2), Suspensions in the Sewer Department (2), Extended Sick Leave Request in the Legal Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Felicia Peters - Interim Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Joseph Stubbs - Police Officer. Aye: 2- Mayor Flaggs, and Alderman Monsour Jr. Absent: 1- Alderman Mayfield A. ID-19-0096 Pay Adjustments - Police Department (2) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve two (2) Pay Adjustments for Police Officer at $16.53 per hour to Field Training Officer at $17.28 per hour, effective January 18, 2019. Employee is serving in a Field Training Officer position. Patrol Officer/Field Training Officer at $17.43 per hour to Patrol Officer at $16.68 per hour, effective January 18, 2019. Officer is no longer serving as a Field Training Officer in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Monsour Jr. Absent: 1- Alderman Mayfield B. ID-19-0097 Suspensions - Sewer Department (2) This agenda item was tabled until Friday, January 25, 2019. ID-19-0121 Termination - Sewer Department (1) This agenda item was tabled until January 25, 2019. C. ID-19-0098 Extended Sick Leave Request - Legal Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Extended Sick Leave Request in the Legal Department, effective January 30, 2019 through February 13, 2019. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Monsour Jr. Absent: 1- Alderman Mayfield D. ID-19-0138 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
