On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the agenda as amended. The motion was adopted
unanimously by the following vote:

Approval of Consent Agenda Items:
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was

of the Mississippi Code will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
D. ID-19-0126 Approve request for payment from Vicksburg-Warren 911 for the city's
share of 17 full-time and 8 part-time E-911 dispatchers' salaries, matching
benefits, and insurance for:
1. Check dates November 30, 2018 and December 14, 2018 in the
amount of $48,913.75

of matching funds in the amount of $17,500.00 pursuant to Section 39-15-1

The City is authorized to approve request from Southern Cultural Heritage
Foundation for allocation of matching funds in the amount of $17,500.00 pursuant
to section 39-15-1 of the Mississippi Code [2nd and final budgeted donation].
F. ID-19-0131 Approve request for sponsorship in the amount of $1,500.00 from The
Foundation for Education and Economic Development, Inc. (FEED)
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code
[South Ward Alderman's Discretionary Funds]

instructions for bidding on file in the office of the City Clerk: Proof of publication
of legal advertisements was presented and ordered filed.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to accept and refer the foregoing bids to Stantec Consulting
Services, Inc. for review and recommendations back to the Board for award. The
motion was adopted unanimously by the following vote:

B. ID-19-0120 Presentation - Friends of the Vicksburg National Military Park and
Campaign Group
C. ID-19-0132 Discuss Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of February 4, 2019, and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
D. ID-19-0130 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
200 Cain Ridge Road, PPIN 011734; owned by Laura E. Herrington - (cut
grass/weeds, remove trash & debris, remove inoperable vehicles)
2009 Crayton, PPIN 017406; owned by Nykiconia Preacely - (remove dilapidated
burned building)
3886 Hwy 61 South, PPIN 021441; owned by Reginald R. & Sandra K. King -
(remove inoperable vehicles)
2427 Oak Street, PPIN 015165; owned by Adair Asset Management - (cut
grass/weeds, remove trash & debris)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing properties not complied to be a
public menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the property
owners. Along with the following actions:
200 Cain Ridge Road, PPIN 011734; owned by Laura E. Herrington - Complied
2009 Crayton, PPIN 017406; owned by Nykiconia Preacely - Homeowner has
obtained building permit to repair
3886 Hwy 61 South, PPIN 021441; owned by Reginald R. & Sandra K. King -
Requesting thirty (30) day extension

The motion was adopted unanimously by the following vote:

Mayor Flaggs recused himself from the Board Meeting.
Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr.
J. ID-19-0133 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 1426 and 150832
through 150839.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Pay Adjustment in the Police Department (2). The
motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Pay Adjustment in the Police Department (2).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Felicia Peters
- Mayor’s Interim Administrative Assistant, Leroy Thomas - North Ward
Alderman’s Administrative Assistant, Joseph Stubbs - Police Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-19-0136 Pay Adjustments - Police Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Pay Adjustments for Police Officer from $15.55
per hour to $15.75 per hour. Officer is entitled to an increase in the amount of .20
cents per hour for one (1) year of service, effective February 14, 2019, and for
Police Officer in the Traffic Department from $16.98 per hour to $17.18 per hour.
Officer is entitled an additional .20 cents per hour for ten (10) year of service,
effective February 4, 2019 in the Police Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
ID-19-0214 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Adjournment
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o'clock a.m., Friday, February 8, 2019, to take up and act upon any
