Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Intra Department Promotion in the Purchasing

Department (1); Suspension in the Water Department (1); Terminations in the

The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Intra Department Promotion in the
Purchasing Department (1); Suspension in the Water Department (1);
Terminations in the Sewer Department (2); Leave of Absence Request in the
Legal Department (1).
The Mayor and Aldermen are now in executive session.

A. ID-19-0195 Intra Department Promotion - Purchasing Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Intra Department Promotion of a Warehouse
Receiving Clerk from $9.79 per hour to Fixed Asset Specialist at $10.25 per hour
in the Purchasing Department, effective February 27, 2019. The motion was
adopted unanimously by the following vote:

B. ID-19-0196 Suspension - Water Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Laborer for two (2) days in
the Water Mains Department, effective February 19, 2019. The employee violated
the City of Vicksburg attendance policy by being absent two (2) times in a pay
period (1/30/19-2/12/19). On January 30, 2019, employee came to work after 7 a.m.
and was sent back home. A verbal warning went into his file. On February 4,
2019, employee did not show up for work resulting in a No Call, No Show.
Employee is still in probationary period. The motion was adopted unanimously
by the following vote:

C. ID-19-0197 Terminations - Sewer Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Terminations of a Laborer, effective February 19,
2019. Employee has five (5) unexcused absences and has only been employed
since October 11, 2018. Employee is in violation of the City of Vicksburg
Attendance Policy and Personnel Rules and Regulations and a Laborer, effective
February 19, 2019. Employee is in violation of the City of Vicksburg Attendance
Policy and Personnel Rules and Regulations 4.1 (i), (p) and (x). Employee has five
(5) unexcused absences.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Leave of Absence Request of an Associate
City Attorney in the Legal Department for an additional four (4) weeks, effective
February 14, 2019 through March 14, 2019. Employee has exhausted Family
Medical Leave of Absence (FMLA) and Extended Sick Leave of an additional two
(2) weeks. The motion was adopted unanimously by the following vote:
