3. Board Comments:
Mayor Flaggs appointed the following committee for Disaster Recovery
Consulting Services:
Pursuant to Section 39 of the Special Charter of the City of Vicksburg that
describes the duties specified only to the mayor of the city, I am appointing a
committee to review proposals for Disaster Recovery Consulting Services. The
members of this committee will be City Attorney Nancy Thomas, City Clerk Walter
Osborne, City Accountant Doug Whittington, City Public Works Director Garnet
VanNorman and City Purchasing Director Ann Grimshel. The committee will
report their findings to the Board of Mayor and Aldermen.

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Agenda. The motion was adopted unanimously

Basketball Team on behalf of Destini Sims pursuant to Section 17-3-1 and Section

before the Board to discuss and request to proceed to cut, clean and demolish
the following property:
1929 Baldwin Ferry Road, PPIN 020867; owned by Barbara Reed - (cut
grass/weeds, remove trash & debris, remove inoperable vehicles)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing property which have not complied
to be a menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the property
owner. In the event an extension is granted, if owner has not complied at the
end of the extension period, the Director of Community Development is
authorized to proceed, along with the following actions:

Executive Session:
Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed
meeting to determine if the Board should go into executive session. The motion
was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for Pay Adjustment in the Police Department (1);
Longevity Pay in the Recreation Department (1); Suspension in the Fire
Department (1); Suspension in the Sewer Department (1); Termination in the Gas
Department (2); Suspension in the Gas Department (1); Termination in the
Community Service Department (1); Discuss Potential Litigation Matter (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Pay Adjustment in the Police Department (1);
Longevity Pay in the Recreation Department (1); Suspension in the Fire
Department (1); Suspension in the Sewer Department (1); Termination in the Gas
Department (2); Suspension in the Gas Department (1); Termination in the
Community Service Department (1); Discuss Potential Litigation Matter (1).
The Mayor and Aldermen are now in executive session.

A. ID-19-0412 Pay Adjustment - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Pay Adjustment of a Patrol Officer from $15.88
per hour to $16.63 per hour, effective April 10, 2019 in the Police Department.
Employee is serving as a Field Training Officer (Policy 3.22 - Revised 3/25/2014).
The motion was adopted unanimously by the following vote:

B. ID-19-0413 Longevity Pay - Recreation Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve an increase pay from $15.52 per hour to $15.69
per hour, effective April 20, 2019, of a Assistant Director in the Recreation
Department. This includes a .08 cents increase for ten (10) years of service. The

C. ID-19-0414 Suspension - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Suspension of a Firefighter I, effective April 18,
2019, in the Fire Department. Employee violated Vicksburg Fire Department
Standard Operating Guide(SOG) 12.1.75 Relief of Duty; Absent with leave; Third
Offense; Suspended twenty-four (24) hour shift without pay. The motion was
adopted unanimously by the following vote:

D. ID-19-0415 Suspension - Sewer Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Suspension of a Laborer in the Sewer
Department for two (2) days, effective April 10, 2019. Employee violated the City
of Vicksburg Attendance Policy and Personnel Rules and Regulations 4.1 (i), (p)
and (z). Employee also has four (4) unexcused absences. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
E. ID-19-0416 Terminations - Gas Department (3)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Termination of a Laborer, effective April 15,
2019. Employee violated the City of Vicksburg Personnel Rules and Regulations
4.1 (i), (l), (n), (r), (s) and (dd); Termination of a Laborer, effective April 10, 2019.
Employee violated Personnel Rules and Regulations 4.1 (g), (i), (n), (s) and (dd);
Suspension of a Foreman for five (5) days and forty-five (45) day probation
including demotion, effective April 15, 2019. Employee violated Vicksburg
Personnel Rules and Regulations 4.1 (f), (i), (l), (n), (r), (s) and (dd) all in the Gas
Department. The motion was adopted unanimously by the following vote:

F. ID-19-0417 Termination - Community Service (1)
This item was tabled until April 15, 2019.
G. ID-19-0406 Discuss Potential Litigation Matter
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Potential Litigation Matter. The motion was
adopted unanimously by the following vote:

Taken Up in Executive Session. The motion was adopted unanimously by the
