3. Board Comments:
Disaster Recovery and Assessment Committee:
Pursuant to Section 39 of the Special Charter of the City of Vicksburg that
describes the duties specified only to the mayor of the city, I am appointing a
disaster assessment and recovery committee. The members of this committee
will be City Attorney Nancy Thomas, City Clerk Walter Osborne, City Accountant
Doug Whittington, City Public Works Director Garnet Van Norman, City
Purchasing Director Ann Grimshel, City Community Development Director Victor
Gray-Lewis and City Grant Administrator Nancy Allen. Nancy Allen will chair the
committee. The committee will report their assessment and findings to the Board
of Mayor and Aldermen.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt as amended the Agenda. The motion was adopted
unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
request for advertisement in the amount of $1,000.00 from Vicksburg
Homecoming Benevolent Club for its 44th Annual Vicksburg Homecoming
Celebration to be held July 11-14, 2019, pursuant to Section 17-3-1 and Section
17-3-3 of the Mississippi Code

Mississippi Corporation for the 2019 Miss Mississippi Outstanding Teen

Routine Agenda:
A. ID-19-0426 Discuss City of Vicksburg Summer Student Program
Fermika Smith, Interim Human Resource Director and Debra Goodman, Mayor's
Administrative Assistant, came before the Board to discuss the City of Vicksburg
Summer Student Program for graduating high school students and currently
enrolled college students. Applications are being accepted April 8, 2019 through
May 10, 2019, at the Human Resource Department.
B. ID-19-0419 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the incoming events at the Southern Cultural
Heritage Center for the month of April 2019 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.
C. ID-19-0427 Adopt Resolution Authorizing The Mayor Of The City Of Vicksburg To
Execute Those Documents And Agreements Required In Connection With
The Application For The Water Pollution Control Revolving Fund Loan
Program Through The Mississippi Department of Environmental Quality
And Naming The Mayor As The Authorized Representative For The City Of
Vicksburg, Mississippi

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Resolution Authorizing The Mayor Of The City
Of Vicksburg To Execute Those Documents And Agreements Required In
Connection With The Application For The Water Pollution Control Revolving
Fund Loan Program Through The Mississippi Department of Environmental
Quality And Naming The Mayor As The Authorized Representative For The City Of
Vicksburg, Mississippi. The motion was adopted unanimously by the following
vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to execute Amendment Number 1
with USDA for NRCS Sherman Avenue Project. The motion was adopted
unanimously by the following vote:

E. ID-19-0429 Authorize Mayor to execute the following regarding U.S. Rubber
Reclaiming, Inc. (former) Tax Forfeited Property Phase I Environmental
Site Assessment:
1. PPM Consultants Authorization to Proceed
2. Brownfield Site Access Agreement Form

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute the following regarding
U.S. Rubber Reclaiming, Inc. (former) Tax Forfeited Property Phase I
Environmental Site Assessment: 1. PPM Consultants Authorization to Proceed, 2.
Brownfield Site Access Agreement Form. The motion was adopted unanimously
by the following vote:

F. ID-19-0438 Authorize Mayor to execute Amendment To Memorandum Of
Understanding Between The Tree House, LLC And/Or Eric Lawson,
Individually And The City Of Vicksburg, Mississippi

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Amendment To
Memorandum Of Understanding Between The Tree House, LLC And/Or Eric
Lawson, Individually And The City Of Vicksburg, Mississippi. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Mayor Flaggs recused himself from the Board Meeting.
Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr.
G. ID-19-0428 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community
Attachments: Special Assessment
Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request to proceed to cut, clean and demolish
the following property:
1604 South Street, PPIN 015104; owned by Herman Anthony - (remove trash &
debris, remove inoperable vehicles)
On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the
Mayor Pro-Tem and Alderman voted to declare the foregoing property which has
not complied to be a public menace to the public health, safety & welfare of the
community and authorize the Directory of Community Development to proceed to
cut, clean and demolish structures with all charges incurred to be assessed
against the property owner. In the event an extension is granted, if owner has
not complied at the end of extension period, the Director of Community
Development is authorized to proceed. Along with the following actions:

(30) day extension with fifteen (15) day check up

Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Educational Incentive in the Community Service
Department(1); Leave of Absence Request in the Legal Department(1);
Termination in the Community Service Department(1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Educational Incentive in the Community
Service Department(1); Leave of Absence Request in the Legal Department(1);
Termination in the Community Service Department(1).
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Deborah A.
Nickson - Deputy Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy
Thomas - North Ward Alderman’s Administrative Assistant, Joseph Stubbs - Police
Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-19-0436 Educational Incentive - Community Service (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Educational Incentive of Community Service
Director from $23.77 per hour to $24.02 per hour, effective March 27, 2019, in the
Community Service Department. Employee has obtained his Law Enforcement
Certification and is entitled to an additional .25 cents per hour increase in pay
per the Education Incentive Pay. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-19-0439 Leave of Absence Request - Legal Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Leave of Absence Request of an Associate
City Attorney for an additional four (4) weeks effective April 15, 2019, through May
13, 2019, in the Legal Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-19-0437 Termination - Community Service (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to suspend a Community Service Foreman based on the
outcome of the case in the Community Service Department. Employee violated
the City of Vicksburg Arrest Policy. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
