Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Michael Mayfield, Sr. 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. Osborne, Jr., City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda Mayor Flaggs called the meeting to order. On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to open the meeting. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Approval of Consent Agenda Items: On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Consent Agenda Items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-0884 Approve the following Personnel Action Forms: 1. Resignation - Sewer Department (1) 2. Resignation - Parks and Recreation (1) B. ID-19-0882 Authorize issuance of the following requisitions: 1. Number 1910690 in the amount of $28,134.00 to Adapco, Inc. for Deltagard (Mosquito Spray) in the Mosquito Control Department (Sole Source) 2. Number 1910712 in the amount of $13,875.00 to Temple, Inc. for Controllers for the Traffic Department (Sole Source) C. ID-19-0883 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 154698-154700. Routine Agenda: A. ID-19-0880 Authorize Mayor to execute USDA NRCS Assurance Relating to Real Property Acquisition Form for Road and Streambank Stabilization - Hennessey Bayou On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Authorize Mayor to execute USDA NRCS Assurance Relating to Real Property Acquisition Form for Road and Streambank Stabilization - Hennessey Bayou City of Vicksburg Page 1 Board of Mayor and Aldermen Special Meeting Minutes - Final August 2, 2019 B. ID-19-0881 Authorize Mayor to execute Memorandum of Understanding between the U.S. Army Corps of Engineers - Engineer Research and Development Center (ERDC) and the City of Vicksburg for Fire Protection and Other Emergency Services On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Authorize Mayor to execute Memorandum of Understanding between the U.S. Army Corps of Engineers - Engineer Research and Development Center (ERDC) and the City of Vicksburg for Fire Protection and Other Emergency Services Executive Session: Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr., moved to go into executive session to discuss Personnel Action Forms for Terminations (Summer Camp) in the Parks and Recreational Department (8); Education Incentive in the City Clerk's Office (1); Education Incentive in the Safety Department (1); Suspension (Immediate) in the Cemetery(1) and Suspension (Immediate) in the Water Department(1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Joseph Stubbs - Police Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-0885 Terminations - Parks and Recreation (Summer Camp) - (8) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfiel, the Mayor and Aldermen voted to terminate eight (8) summer camp workers in the Parks and Recreation Department, effective July 26, 2019. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-19-0886 Education Incentive Request - City Clerk (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen vote to approve an Education Incentive Request of a Deputy City Clerk in the City Clerk's Office. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-0887 Education Incentive - Safety Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen vote to approve an Education Incentive Request of the Safety Director in the Safety Department. The motion was adopted unanimously by the following vote: D. ID-19-0888 Suspension (Immediate) - Cemetery Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Alderman voted to approve an Immediate Suspension of an employee in the Cemetery Department Indefinitely, effective July 25, 2019. Employee was arrested for 1st offense DUI, Careless Driving, Leaving the Scene of an Accident and No Proof of insurance. This is a violation of the City of Vicksburg Arrest Policy. The motion was adopted unanimously by the following vote: E. ID-19-0889 Suspension (Immediate) - Water Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor City of Vicksburg Page 2 Board of Mayor and Aldermen Special Meeting Minutes - Final August 2, 2019 and Alderman voted to approve an Immediate Suspension of a Laborer for two (2) days in the Water Department, effective July 31, 2019. Employee was showing aggressiveness towards a supervisor. The motion was adopted unanimously by the following vote: F. ID-19-1021 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment There being no further business appearing, on motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed.
